    Well, he is NOT the first space ranger, as the ISS is a civilian spaceship and military actions are prohibited. This is like traveling to any embassy in another country, and claiming to be in the actual country where the embassy is located in. No you are not, you are on soil of the embassy. Same in here. He is not allowed to represent military services on the ISS, nor is he allowed to perform any military action except of fundamental research.

      Pssst. Embassies are absolutely in another country. Country X’s embassy in Country Y exists because Y provided land for it to X. The only hard and fast rule is that Y agrees it cannot enter the embassy without X’s permission and must protect its integrity while Y provides it as an embassy. Any other considerations (law in force and who enforces/investigates, duration of embassy, etc) are all functions of specific diplomatic equivalent to a SOFA.

      Let me sum up, embassies are not the sovereign territory of the sending states.
