Congressional Budget Office Suggests Elimination of Concurrent Receipt for Disabled Military Retirees

In a report entitled ‘Eliminate Concurrent Receipt of Retirement Pay and Disability Compensation for Disabled Veterans’, the Congressional Budget Office offers up Concurrent Receipt as an option to reduce the federal budget out to 2026. Granted, they are just doing their jobs, but when things like this make it on to lists, they start to take on a life of their own. Since the CBO estimates the Federal Budget could save $139 Billion over the next 10 years, someone is going to take a serious look at this.

For those of you unfamiliar with Concurrent Receipt, it is a payment system which compensates military retirees for their service connected disabilities. Until 2003, military retirees were not provided the same level of compensation as nonretired disabled Veterans were receiving. Rather than getting their full retirement annuity and their disability compensation, they had to choose between receiving their full retirement annuity from DoD or receiving their disability benefit from VA and forgoing an equal amount of their DoD retirement annuity; that reduction in the retirement annuity is typically referred to as the VA Offset. Because the retirement annuity is generally taxable and disability compensation is not, most retirees chose the second alternative.

 The problem is that the two pays are for different purposes. Military retirement is just that; to pay for loyal service lasting 20 or more years, while disability compensation is meant to renumerate for pain, suffering and loss of physical function during military service. To combine the two, takes the physical well being of career service members for granted, by not fully compensating them for their service connected disabilities.

Fortunately, the 2003 NDAA set a timetable for correcting the VA Offset and now retirees recieve full VA disability benefits in addition to their retirement pay. This CBO proposal shows that a bean counter wants to once again strip retirees of their fair VA disability compensation.     The bean counters are at it again. The third paragraph explains it the best. I think the DoD can find significant savings in other areas like weapons procurement and infrastructure reduction instead of nickle and diming some injured retiree.

        That is a perfect example. And how about we put a spending freeze on new flat screen TVs and staff cars that are never used. There are so many more ways to save money than to screw the vets over.

            “Thank You For Your Service” is not meant as an actual thanks for service, it is a platitude for someone who did not serve to salve their guilty conscience. Politicians are fond of saying “The nation owes you a debt it cannot pay, but when it comes to hard cash they don’t seem all that interested in paying anything.

    • I again see the government using the retired disabled veterans as scape goats to justify cutting the budget. What they don’t tell you is other government agencies and postal services, if injured on the job, are able to get separate disability,plus their regular retirement checks. I find the difference in working environments quite significant for the military as opposed to civilian agencies, would you agree? How is it possible for a government to tell a disabled veteran (sir, you earned this because you were willing to sacrifice your body or mind for your country and fellow soldiers) then after you have had the award for in many cases 10 or more years they say,WHOOO!!
      Buddy, forget your car, house, vacation, accrued bills, life insurance, ETC, we are now telling you that we lied again,and we are going to screw you again, because we can, you are useless to us now, BUT!!!! we love you and thanks for your service and sacrifice.
      Where is the humanity in destroying veterans’ lives and lifestyles?
      Waste and fraud in the government must go, disabled veterans are not waste and fraud.
      Sad to say, I would be glad to do it all over again, maybe I am a fool.

    Only retirees with a 50% or greater disability rating receive full retirement and disability compensation. Retirees with a rating less than 50% are still hit with the VA offset.

      Odd, the CBO has never challenged the pleasure junkets of 10s of millions of $$$ spent/wasted by First Ladies L. Bush and M. Obama. But, come get the military.

      Now, how about cutting military ops conducted without declaration of war ? How many TRILLIONS would that save in blood and treasure ?

    I’m a medically retired Marine whom receives CRSC (combat related special compensation) and therefore receive money from both the DoD and the VA. My condition is this: I was wounded three separate times on my last deployment to Afghanistan, and receive $2220.48 a month when combining CRSC and my VA payment. My condition, in which I experience incapacitating migraines 3-4 times a week and am in constant pain, makes employment difficult for me. Therefore, I make $26,645.76 a year. If I were to lose my CRSC, which is $540 a month, I’d receive $20,165.76 a year; a 24.3% reduction in yearly income. I’m not exactly living the high-life on $26,645.76 a year with a wife, let alone with dealing with the constant pain. To save anyone some Googling, it’s 80% VA with a spouse is my rating.

    Now I’m still rather fortunate. My friend, a double-above-the-knee amputee receives somewhere in the low $50,000 a year in total compensation. That money being tax free is certainly nice, but when you watch him drag himself across the floor in the mornings to go take a piss rather than needing to gather the components to put his “shorties” (short legs that are easier to slip on and off than the walking prosthesis) on, it certainly doesn’t make it seem like he’s exactly living the dream on a tax-exempt low $50,000 a year.

    How much of a cut will he take? I’m not sure, but I imagine it’ll be even larger than what I’d face if such a cut was pursued.

    Wondering what the new administration coming into office will do to address this? His campaign talked all about taking GREAT care of Vets in his new administration (gosh I sure hope so), but we’ve yet to see who will be the new Secretary of Veteran Affairs.

      I certainly hope Mr. Trump does not appoint another self-serving, left-leaning, political hack, career flag officer like the last two.

      If anyone would clean up the bureaucracy of the pencil-pushers that VA is inundated with, it would be Sarah Palin.

    This is going to go over very poorly.

    Until DOD and other government civilian retirees start seeing their VA benefits subjected to concurrent receipt, the fairness of this is highly questionable. I’m not seeing much chance of this going through, assuming it isn’t done on some eleventh-hour late night bill reconciliation and never seeing the light of day before they vote on it–And, after it does, the outrage will be heard for years to come.

    Concurrent receipt was iniquitous in the beginning; it still is. No other retirement system in the US requires this, aside from military retirees. And, the fact that they were raping medically retired personnel as much as career ones is truly obscene.

    Now, if they want to make everybody subject to the same damn rules, including all other civilian retirees and Congress? Fine; go for it. If they have to balance the budget on our backs, so be it. But, I’ll be damned if I’m the only one getting screwed, just because I chose a military career and retired from the military.

    If Congress really wanted to save trillions of dollars, they would combine our five branches of the DoD into three branches (Ground, Air and Navel Forces) like most of our Allies do. Combine all the specialty jobs into Corps (Medical, Engineer, Commo, etc) that would be attached to the three main forces. This would simplify training, logistics, procurement, etc.

    I know none of this will ever happen, but one can dream.

    Like most military I voted for Trump to save the country, if I lose my concurrent reciept (100%-Blast injury) its the price we pay. I would rather lose all of my retirement and disablity than let the Democrats take charge for a pay raise

      I stand by my vote and convictions. Trump will save America. The VA needs to be privatized, and instead of paying disability, lets pay for treatment. I have seen too many 20 yr olds who haven’t deployed getting 1-20 different ratings for life, too many 100&retired claiming PTSD and working as a contractor in the same area that they claimed gave them PTSD. If your injured/disabled from military service then let the military pay for it. The VA needs to reduce and clean up its act. The current budget (125 BILLION in 10 yrs) for Concurrent Receipt is unsustainable. VETS need jobs. Not handouts.

      Your comment already shows that if you are truly a 100% disabled vet from a blast that I am sure you were effected mentally also. Your argument just goes to show that if you are a disabled vet that some vets truly have unknowilling most of the times been effected mentally and would be taken advatage of due to this. I know disabled VETs that are almost vegetables, that have no lower half and are set in a bowl looking thing when they sit that must be done by someone else. These Soldiers earned their retirement and more than earned their disability payments. Bethesda Amputee center allows volunteers you come work with a 100% burn victim and quad amputee and then look him in the eye and tell him that his retired pay should be offset because he is drawing disability and that is the same thing.

    Not to mention a lot of seriously injured Vets are not even mentally able to defend themselves. How abou lets not build a wall. I have lived on a border town with a wall. Also let’s talk about building Firestation in countries that cannot support them, building schools in foreign countries that do not want them and now heard animals in some. Let’s talk about money wasted on immigration in most cases. Except for recent extreme issues the US takes from the top of the pool which are people who could help develop those countries. But we bring their best here which takes away from their country and affects jobs here. Let’s talk about buying expensive military equipment that even Military leaders say we don’t want more. Such as tanks that are a thing of the past with drones in the picture. They cannot carry large numbers of Soldiers and a rocket or drone can do the same in most cases. But you send the military more anyway so we pay for extra storage to put them in. We strip component out of perfectly good older ones and pay to transport them to dump in ocean to build a reef. I do want to continue for poor to get food stamps and assistance. However, that is assistance, change the tax code to a flat 13% accord the board. Keep standard deductions for children and exemptions but cap people to not get anymore back than paid in. If that means you need to increase welfare a little for those truly in need that’s fine. I have went to the small business assocition 3 times to talk about opening a small business. They had no clue. If the new lead cannot fix them get rid of them. Stop paying for research projects that are crazy. If it is research worth doing it will not take much tax incintive for a Company to take it on. Increase minimum wage to atleast the point that if you are working 32 hours and have 2 children you do not still Quilify for food stamps. That just has us paying paying part of the Salary. We have COLA rates for federal pay why not have COLA rates for minimum wage!!! We all know that know Federal or state employee would work for the same salary in NY as in El Paso Texas. Combine the Military Services. They all work together down range and when working together and with NATO deployed it is already a blended leadership team. Why not work at home how they fight. I am not a supporter of the use of Marijuana but let’s get real and legalize it and tax it!!! I remember my Dad taking me to see A Soldier charged with dealing (he bought for his 3 fellow Soldiers because they could not go that night). He was not making money but fit the definition of a dealer. He was sentenced to 8 years. I could not believe it and with a state right next door that was legal. Now for 7 to 8 years depending on good timetable money is paying for his incarceration. What a waste. I believe in discipline and I know the military wanted to make an example but the same is from one state to another. It is a waste of tax money. There is a reason we are number one with percentage of poplulation in jail. Any police officer will tell you a Alcholics are worse to deal with and that Alcohol is a gate way to drugs. Lets save money and not move Soldier installation every 2 and 3 years till they reach the rank of MSG or LTC. Till then they truly can be moved within the units on the base unless for an oversees “hardship” assignment. Saves money, better for family still accomplishes the mission. Let’s talk about Social Security. At some point with or independent society we have to cut off where a spouse can draw their spouses social security when they died even though they payed in much less. This cannot be a retroactive change but a law setting a date for this cut should occur. We should not have to keep paying social security after we hit our max so others that did not pay in as much can draw more. Especially, with this generation having several x-spouses and just drawing from highest one. I do believe in assisastance but that should be in a program for assistance not mixed in our other programs. Just like I believe in free cellphones for poor. Getting job calls at Mri ORA and homeless shelters does not work. If we are going to help let’s help those in need not just give it across the board thru social security and taxes. Again I am a firm believer that know truly good law applied retroactively. Any thing passed should not effect anyone currently in any stage of a program unless in a positive way. That is truly common sense. I have a lot more thoughts but I doubt many will read all of this anyway but will complain about things they truly know very little about and offer no solutions even if some are bad.

    YEP here we go again. 2 knee surgeries, 2 back surgeries, 1 hand surgery, 2 shoulder surgeries, rated 100% disabled. Yet I stayed in service to earn that retirement pay, and now it being considered to take that away? Really? Unf..ing believable! I’m on Fentanyl patches and oxycodone for chronic pain, I wonder if they will take that away too? Thank you so much US Congress for even considering this, (sarcasm). Unbelievable!

I bet if you made drug tests mandatory for welfare everywhere the government would save billions. Write your congressperson let them know this is stupid.

      If you read the article, you know that this didn’t come from Facebook but was published in a report by the Congressional Budget Office. This means it is being offered up as an option to help cut federal spending. Don’t dismiss this. Staffers read those reports and advise the members of Congress they work for.
