He went to a bad neighborhood and got sucked in by the Cheyenne Dog soldiers and the Sioux. At which time he got a lesson in serious social encounters with Native Americans and what not to do!

He went in overconfident, without his artillery, lack of proper intelligence, and split his command up into smaller, more easily overpowered units. It also didn’t help that the terrain favored the Indians and they had more firepower, in the form of repeater rifles, than Custer’s troopers and their single shot breach loading carbines.
