SShink, you have to remember that T.R. made that statement in an era long before the creation of certain federal agencies; prior to the passage of laws and acceptance of varied governmental practices that in turn helped to birth the bureaucratic, Big Brother monstrosity known to us in 2016.
The Commander in Chief of his era may have wielded significant power, but nowhere near the depth and scope that the office allows for now.
