    What’s up with the handler being able to have a beard? My understanding was that the Coasties had some of the tightest grooming standards.

      In the coast guard and navy if you are african american you can get a no shaving chit that exempts you from shaving as long as you keep it neatly groomed. This is because blacks have a different hair type that causes razor bumps and massive in grown hair problems when they shave on a daily basis. Its called Pseudofolliculitis Barbae.
