Back in the day, we used to have the USSR on the Government Printing Office distribution list for complimentary copies of every non-classified FM, TM, and other publications. Then in the 1980s someone noticed, and so that little blurb about “Not approved for automatic distribution…” was invented. So from then on, the Soviets had to actually place an order for their pubs, just like everyone else. 🙂

It is approved for public release. That means enemies can read it. Maybe the manual itself is part of the Army’s deception tactics.
I thought this was the recruiters’ handbook.

I’ve never understood the logic of making our documents available for the enemy to download without any effort.
