    Funny, it took me a minute to figure out what EOY meant, I was reading it as a word at first which is what had me confused. It was only after thinking about it for a little bit did I realize that it stood for End of Year, talk about your brain fart.

    If it wasn’t a requirement for the rest of the Fiscal Year, it shouldn’t be requierment at the end of the Fiscal Year. Damn, I’d love to see true fiscal responsiblity and stewardship of the taxpayer’s money, but that is not part of the system we live under.

      Agreed, it’s way past time we get rid of the use it or lose it mentality/policy. Ideally, units ought to be encouraged to fiscally responsible and instead of being potentially penalized for not spending every last cent allocated to their budget any surplus ought to be allowed to be retained and put forward towards the next year’s budget. So let’s say the annual budget is $100,000 and only $80,000 is spent then they should be allowed to keep the remaining $20,000 and the next year they get only $80,000 but because of the $20,000 saved their budget is still $100,000.
