Seriously, who buys this and other ridiculous patches? It’s a meme from over 10 years ago that is unrelated to the military or tactical community.
I have a friend who buys them and just puts them on his shelf. Never has been able to give any proper reasoning why he does that, though. At least he agrees that wearing them in the public would be poor taste at best.
I guess it’s just another silly hobby.

My assumption is just a niche industry of patch collectors more reflective of “Hot Topic” than “Magpul”.
I can easily see a NCO “awarding” this patch to a fatbody PT failure. Ten years ago I would have said I can see a Captain giving said award, but times are changing.
