    I hate to be that guy, but what carrier is that? It looks like a Crye JPC but the mag shingles have flaps and not elastic retention and there is velcro across the front.

      It is a CRYE JPC. Certain core customers have ordered it with flaps over the years. Its a pretty standard within one community.
