This is the Neptune, a speciality light that includes dimmable constant on and strobe. Additionally, it is divable to 150 feet.
They’ve made some simole improvements to the light that really improve functionality. For instance, they’ve added slits in the mounting points so it can be mounted to PALS webbing. Additionally, they now offer models with Red, White and IR lights as well as Blue, White and IR for the dive community.
You’ll also notice a Yellow model, recently introduced for the civilian market.

The yellow model is the civilian legal version that lacks the IR LED, instead it has blue/red/white. Called Neptune Venture, on Cejay’s website for April 2016 pre-order for $125. They had already promised this model last May, guess it took until now to finally make it happen.
IR LEDs aren’t illegal.
You’re correct, but the original Neptune is ITAR controlled and not everyone is a citizen of this fine nation! 😉
Also, it would be very painful if you used an original Neptune as an emergency beacon and then took it on an international trip by mistake.
