  Not specifically, but it is probably made by one of companies that make kit for people in the film and TV industry. Have a look online for chest pouches for camera assistants. Dirty Rigger is an example of a company making such things.
  
  I doubt it’s a military type that he is wearing, and typically those sort of things aren’t as well built as mil-spec kit.
