  I think that wet weather jackets from PCU and ECWCS systems don’t have velcro on the arms as well.

Product Development items are raw, often times we take a majority opinion on features and which ones we include. Things like pocket location and Velcro patches are easy adjustments that are done once thorough testing and evaluation is complete.
