Re-read the article.. The lenses used are ballistic, the glasses/goggles themselves are ANSI certified material.

Attention to detail, it says thermographic imaging in the article and thats what you’re seeing a picture of. For further clarification see the following explanation: http://en.wikipedia.org/wiki/Thermography.
It also explains what part of the IR spectrum you are seeing through NVGs if you read further down on the page. Hope that helps explain what you are seeing.
