Colt CZ Group Offers to Buy Vista Outdoor

Just before Thanksgiving Day, Colt CZ Group offered to buy Vista Outdoor for ~$1.74 billion ($30 per share). Colt CZ currently also owns a 2.4% equity stake in Vista.

As you may recall, Vista announced last month that Czechoslovak Group had offered to purchase the sporting elements of the business which deal with ammunition, for $1.91 billion.

Once the sale is completed, the remaining outdoor products group would be renamed Revelyst.

NIOA Announces Picatinny Arsenal Tenancy

The NIOA Group has taken up a tenancy at Picatinny Arsenal in New Jersey as it looks to strengthen allied supply of critical munitions.

NIOA Group CEO Robert Nioa said the company’s expansion into the United States Army’s Joint Centre of Excellence for ammunition and weapons demonstrated its commitment to play a key role in armaments supply to the US Army and its allies.

Picatinny Arsenal has a workforce of more than 6000 military, government and civilian personnel.

It includes key organisations such as Joint Program Executive Office Armaments and Ammunition (JPEO A&A), Project Manager Soldier Lethality and Combat Capability Development Command Armaments Center (DEVCOM-AC).

The move “inside the wire” at Picatinny signals NIOA’s intent to expand its reach in the US beyond the recent 100 per cent acquisition earlier this year of Tennessee-based Barrett Firearms.

Barrett is a key supplier to the US Army and Special Operations Command, with active contracts for its MK 22 Multi-Role Adaptive Design (MRAD) precision sniper rifle, and the M107A1 .50cal semi-auto anti-material rifle.

Mr Nioa said the tri-lateral AUKUS security agreement had underscored the growing importance of trans-Pacific partnerships between Australian defence companies and the US.

This was highlighted recently by calls from Dr. William LaPlante, United States Under Secretary of Defense for Acquisition and Sustainment, for greater co-production, co-development and co-sustainment of weapons with close allies.

“Picatinny Arsenal is a vital US hub for defence innovation and collaboration,” Mr Nioa said.

“This strategic expansion comes at a crucial time and demonstrates NIOA’s long-term broader objective to strengthen allied defence capabilities.

“By establishing a stronger presence at Picatinny, NIOA hopes to facilitate closer collaboration with US government agencies to accelerate our contribution to global security.”

As well as its ownership of Barrett, NIOA has long-standing relationships with American companies such as General Dynamics, Northrup Grumman and Winchester through their operation of the Lake City ammunition plant, each of which also have tenancies at Picatinny.

The NIOA Group’s US-based Advisory Board members include a former commander of Picatinny Arsenal, Brig. Gen. (Ret) Alfred Abramson as well as former US Under Secretary of Defense for Acquisition and Sustainment, the Hon. Ellen Lord.

NIOA’s Team at Picatinny includes Doreen Chaplin, who was previously the First Assistant Program Executive Office Ammunition and Daniel Napolitano, who was previously Program Manager Combat Ammunition Systems (CAS) Director of International Programs.

OSCF, Remington Ammunition and Arkansas Game and Fish Commission Join Forces to Thank HATS

Charleston, SC – November 16, 2023 – The Outdoor Stewards of Conservation Foundation (OSCF), Remington Ammunition and the Arkansas Game and Fish Commission are informing and thanking America’s 60+ million active HATS (Hunters, Anglers, Trappers and Shooters) for being primary funders of land, fish and wildlife conservation in the U.S.  This collaboration also highlights the significant contributions made by the firearms and ammunition industry to wildlife conservation efforts in the country.

OSCF has developed a video series entitled ‘Connecting with Conservation,’ where they collaborate with industry manufacturers and state agencies. The latest video showcases a visit to the Remington Ammunition factory in Lonoke, Ark., giving viewers an inside look at ammunition manufacturing, sharing how ammunition companies like Remington have helped pave the way for to contribute to the Pittman-Robertson Act to support the work of wildlife agencies, and thanking outdoors men and women for their role in conservation.

“It is past time that HATS understand, and get credit for funding conservation in America,” said Outdoor Stewards of Conservation Foundation’s Executive Director Jim Curcuruto. “By contributing $3.6 billion each year, there is no doubt that HATS are leading the way supporting conservation and we appreciate Remington Ammunition and Arkansas Game and Fish for helping to give credit where credit is due.”

In the early 1900s, as numerous wildlife species faced the threat of extinction or decline, the firearms and ammunition industry recognized the need for action. They approached Congress, urging the imposition of an excise tax on the sale of firearms and ammunition to support wildlife conservation. This initiative led to the passing of the Pittman-Robertson (P-R) Act in 1937, now known as Federal Aid in Wildlife Restoration. The P-R Act ensures that revenues generated from these excise taxes are allocated to state wildlife agencies, enabling them to fund conservation projects, hunter education programs and the operation of archery and shooting ranges.

“AGFC wants to thank partners like Remington and other firearm and ammunition manufacturers for their continued support of conservation through Pittman-Robertson funds,” said AGFC Director Austin Booth. “These funds directly support new ranges, recreational shooting sports programs, hunter education and represent a significant source of our funds for public land access in Arkansas. It also contributes to habitat management that benefits wild places and wild things in The Natural State.”

Over the past 76 years, this partnership between hunters, sport shooters and the firearms and ammunition industry has become the largest contributor to wildlife conservation and public access to natural resources in America. To date, more than $7 billion has been collected from manufacturers and made available to states for their conservation efforts.

“Remington has been giving back to conservation through hunting and shooting since the 1960s,” said Remington Ammunition’s Director of Marketing Joel Hodgdon. “As one of the first payees of the Pittman-Robertson Act, Remington is proud to continue supporting wildlife conservation and the preservation of our natural heritage.”

This ‘Connecting with Conservation’ video was produced with the support of The Murray Road Agency. Funding for this project is provided by the Multistate Conservation Grant Program (F23AP003940), a program supported with funds from the Wildlife and Sport Fish Restoration Program and jointly managed by the Association of Fish and Wildlife Agencies and the U.S. Fish and Wildlife Service.

DroneShield and Lockheed Martin Collaboration

• DroneShield and Lockheed Martin Australia collaborate on Agile Shield Program

DroneShield (“DroneShield” or the “Company”) is pleased to announce its collaboration with Lockheed Martin Australia’s Science, Technology, Engineering, Leadership and Research Laboratory (STELaRLab).

As part of this collaboration, DroneCannon Mk2, DroneShield’s wide area non-kinetic effector, has been integrated into Lockheed Martin Australia’s Agile Shield Program.

Agile Shield has been developed under the Next Generation Technologies Fund framework, as part of DST Group’s Counter Improvised Threats Grand Challenge and is initially designed to counter uncrewed aerial systems (C-UAS).

Kevin McDonald, STELaRLab’s Integrated Systems Lead for Agile Shield, commented: “The system brings together a number of Australian sensors and effectors with an open mission architecture to provide a rapid, scalable and flexible response to airborne threats.
