Revision Military Testifies Before US Senate Judiciary Committee On The Danger Of Counterfeit Products

Essex Junction, Vermont (April 27, 2016) – After recent successful actions against foreign counterfeiters, Revision Military, a world leader in protective eyewear solutions, was invited to share testimony with a U.S. Senate Judiciary Committee investigating the impact of foreign counterfeiting. Gregory Maguire, Revision’s Senior Director of Legal and Government Affairs, provided a comprehensive analysis of the current and future challenges facing American manufacturers, and outlined the dangers to consumers presented by illegal counterfeit ballistic products. Several recommendations were offered to the committee for consideration, including proposed steps for Federal government action that would strengthen efforts to curtail the sale of inferior counterfeit products.

“In recent years, despite forceful measures taken to protect our intellectual property, Revision has seen a dramatic rise in counterfeit products across multiple distribution channels,” said Maguire during his testimony. Maguire continued, “We expect that this trend will continue as our brand awareness and product penetration grows. As a small business, Revision is deeply concerned about the rise in businesses using and manipulating our intellectual property to produce counterfeit goods. The emergence of this activity requires ever-larger and more aggressive efforts to offset the effects that put significant strain on our resources.”

The U.S. Department of Defense maintains high standards for personal protective equipment. The U.S. Army uses these standards in the development and maintenance of the Authorized Protective Eyewear List (APEL)—a record of examined and tested manufacturers and products proven to satisfy standards for ballistic protection. Soldiers utilizing protective eyewear while on duty are required to select APEL-listed eyewear products. Revision eyewear, particularly the Desert Locust goggle, has been listed on APEL since 2007.

Maguire reiterated Revision’s commitment to cutting-edge protective products throughout its history, stating, “Revision Military was founded in 2001 with a singular mission: to produce cutting-edge protective eyewear that makes a real- world impact. The company is in the business of protecting those that put themselves in harm’s way for our safety. To this end, Revision has invested significant resources making state-of-the-art ballistic protection available to its customers. Counterfeits do not meet such standards, so these illicit products endanger the soldiers and law enforcement officers who unknowingly receive them, leaving wearers vulnerable to maiming and/or blinding, if not more serious injury, or death.”

Two prominent and illustrative encounters Revision has had with foreign counterfeit operations were detailed during the hearing. Most recently, in January 2016, Revision worked in conjunction with the Dearborn and Ohio County Prosecutor’s Office in Indiana to enact a sting at a trade show in Denver, Colorado. Additionally, in 2014, Revision submitted a bid for a Ukrainian eyewear tender for 1,500 protective goggles. Revision lost the tender to a company that provided counterfeit versions of Revision’s own Desert Locust product line.

These compelling examples were taken into consideration by members of the U.S. Senate Judiciary Committee, and provided a persuasive foundation for the following recommendations made by Revision:

  • Enable the Department of Homeland Security, namely U.S. Customs and Border Protection (CBP), to seize at the border imports that infringe U.S. design patents, and enable the recording of design patents with the U.S. Customs and Border Protection, IPR Enforcement Program.
  • Second, large online retailers need to be held more responsible and accountable for the sale of counterfeit goods on their websites.
  • Finally, federal law needs strengthening along the lines of jurisdictions, such as in Indiana, with regard to enforcement of intellectual property rights.
  • Revision Military will be working with the U.S. Senate Judiciary Committee and other government agencies to pursue these intellectual property reforms.     Aviation Specialties Unlimited And Wilcox Industries Partner Up To Built Next Generation Mounts And Battery Packs

    Military aviators in for stronger, lighter, easier-to-use NVG mount system

    For more than 30 years, night vision goggle (NVG) helmet mounts and battery packs used in military aviation have experienced few changes. After looking at the strengths and weaknesses, two leaders in aviation innovations, Aviation Specialties Unlimited (ASU) and Wilcox Industries, joined forces to build the next generation of easy-to-operate mounts and battery packs.

    Unveiled at Heli-Expo 2016, ASU’s new NVG helmet mount and battery pack is lighter, smaller, easier to setup, and more durable than previous models. One of the most significant improvements allows users to mount NVGs to their helmet more easily with the use of just one hand.

    “Operators of the new NVG mount and battery pack will need little or no training,” said Justin Watlington, Chief Pilot at ASU. “The transition will be seamless.”

    He added that the companies addressed several issues with the legacy NVG mounts which included reoccurring breakage. “One problem that we saw time and again was cracking and breaking of the sidebars on the goggle mount,” He said. “While working through the Wilcox Industries engineering process, we resolved this and several other issues that resulted in a far more durable mount.”

    Unlike current NVG mounts, Justin explained that the new design allows for the replacement of the broken part, not the entire unit and at a fraction of the cost. It’s greater endurance, seamless training transition and reduced wear from day-to-day use is a budget-friendly upgrade.

    Testing is already underway on the mount and battery pack, which exceeds DO-275 and Technical Standard Order C-164 standards. ASU anticipates receiving certification in the fall of 2016 and pricing will be announced when full production begins this fall.

    Hill People Gear – qui-Ya Backpack

    The qui-Ya is Hill People Gear’s dedicated large volume multiday internal frame backpack. It is built on the same heavy duty chassis as the Ute backpack, but with a 28” frame and 29.5” overall height as well as a larger diameter bag. This yields an approximate ~5500 ci volume (conservatively). At a weight of 6.25lbs, the qui-Ya has a very favorable weight to volume / load capacity ratio.

    The pack bag consists of a main compartment, 1.5” tall zippered top pocket, generous wand pockets, and a Velcro loop field on the underside of the zippered top lid. Materials include 1000d cordura on the suspension side and bottom, hypalon details, and 500d cordura for the rest. The chassis is dual 7000 series aluminum stays landed in the included Prairie Belt, HPG’s signature contoured shoulder harness, and an HDPE framesheet. The qui-Ya is made in the USA by FirstSpear out of US materials.

    Just like its little brother the Ute, the qui-Ya can be expanded with a selection of optional back pockets depending on the user’s needs. The addition of a back pocket increases volume and organization, but it also turns the pack into a load hauler frame as the situation warrants. The HPG-original pulley compression system controls load very effectively and also allows the pack to be collapsed to nearly empty while still maintaining excellent load cohesion.

Due to the many increasingly difficult challenges associated with effective outsource manufacturing, Hard Point Equipment has at last put forth the effort and necessary capital investment to bring the majority of our production in-house now. This fundamental change means that in the future we will be able to more reliably supply our customers what they need, when they need it, and at a quality level that consistently upholds our ever-stringent standards.

    In order to accommodate the added capabilities, however, our product line will be changing in some significant ways as well. The production focus will be shifted away from tactical nylon to high-end shooting enhancements and specialty cutlery, though we will continue producing a few of our core soft goods.

    In addition to these, we will also be embarking on some exciting new joint ventures with several well-respected strategic partners.
