US Army Releases Draft Next Generation Squad Weapons Requirement

Earlier today, Project Manager Soldier Weapons, issued a DRAFT Prototype Opportunity Notice (PON) for Next Generation Squad Weapons (NGSW) in order to seek Industry questions and comments to assist in shaping the NGSW program strategy to rapidly develop and deliver prototype weapons and ammunition. Their intent is to engage Industry early in order to provide the best materiel solution for the NGSW program. Additionally, the Government intends to hold an Industry Day to provide program overview, clarification, and address questions.

While related to the ongoing Next Generation Squad Automatic Rifle Prototype Opportunity, the new NSGW program consists of two weapons, the Next Generation Squad Weapon-Rifle (NGSW-R) and the Next Generation Squad Weapon-Automatic Rifle (NGSW-AR). The NGSW-R is the planned replacement for the M4/M4A1 Carbine and the NGSW-AR is the planned replacement for the M249 Squad Automatic Weapon (SAW) in the Automatic Rifleman Role in Brigade Combat Teams (BCT).

The current NSGAR PON is funded and includes AAI Textron System, FN America (with two entries), General Dynamics-OTS Inc, PCP Tactical, LLC, and SIG SAUER Inc. I expect it will continue through the end of the contract as the government has learned much from that effort and it shows in this latest notice.

Additionally, offerors must develop two different ammunition cartridges utilizing government specified 6.8mm projectiles.

* General Purpose (GP) per Drawing titled “6.8MM GENERAL PURPOSE (GP)”. The GP cartridge provides all-purpose solutions for combat, limited training, and basic qualification.
* Surrogate per Drawing 13072652. The surrogate cartridge is designed to mimic the behavior of combat projectiles from a weapon design standpoint. Surrogate projectiles may not be completely representative of the final combat ammunition configuration which are expected to vary during development. Surrogates are intended to be a close replacement shape of the final combat rounds.

This is not the 6.8 SPC cartridge evaluated by SOCOM in the mid-00s and available commercially. The only thing this has in common, is caliber. The Army desires increased range and lethality with lighter weight. However, specifics remain classified and only available to companies actually participating in the program.

The Army plans to award three companies OTAs and for each prototype OTA include 50 NGSW-R weapons, 50 NGSW-AR weapons, 850,000 rounds of ammunition, spare parts, test barrels, tools/gauges/accessories, and engineering support as defined in the Statement of Work.

The Army has also issued some basic parameters they are seeking.
The NGSW-R and the NGSW-AR prototypes shall:
a. allow for ambidextrous operation and controls;
b. include a removable flash hider, suppressor, and a tool for removal after firing or for maintenance;
?c. include a tactical carrying sling with quick release attachments;
d. include selection positions for Safe, Semi-Automatic Firing, and Automatic Firing modes;
e. be resistant to corrosion, abrasion, impact and chemical, biological, radiological and nuclear defense (CBRNE) contaminants, decontaminants, battlefield-chemicals, electromagnetic pulse and cyber-attacks;
f. reduce visual detection via a neutral non-reflective, non-black color not lighter than Light Coyote 481 and not darker than Coyote 499;
g. function in all environments and weather conditions, including marine, high ?humidity, rain, and desert conditions; ?h. be compatible with combat clothing (including body armor and Modular Lightweight Load-carrying Equipment), CBRNE, wet weather, and cold weather gear;
i. provide interchangeable magazines between both weapons if NGSW-AR utilizes a ?magazine; and
j. include MIL-STD-1913 equivalent rails capable of mounting Rifle Combat Optic, ?Close Combat Optic, Aiming Laser, Family of Weapon Sights–Individual, Squad-Fire Control and other legacy enablers.

Interestingly, unlike the current NSGAR PON, there is no fire control component associated with this latest effort. I feel this is a much better strategy which will allow industry to develop a best of class fire control system once the ammunition and weapon are worked out.

According to the Draft Notice, the period of performance for each prototype Other Transactional Authority is estimated to be up to 27 months, but I expect they will be conducted concurrently. Following successful completion of this OTA, the Government intends to award a follow-on production contract. The follow-on production contract is anticipated to be a Federal Acquisition Regulation (FAR) based contract without further competition but the Government reserves the right to award a follow-on production OTA without further competition.

Also, there won’t be any vaporware when the Army opens this PON up. Offerors will be required to submit prototypes of both weapons along with their proposal.

I find this overall strategy sound as it allows for the concurrent development of ammunition, carbine and automatic weapon with all three ready at about the same time. The Army hasn’t seen such a potential sweeping change to weapons systems since the fielding of the M1 Abrams Tank and M2/3 Bradley Fighting Vehicle in the 1980s. Then too, the Army simultaneously replaced major weapon system, ammunition and fire control. While there were certainly unforeseen challenges all across DOTMLPF solution space, that sweeping change made the Army both more lethal, and more efficient. Hopefully, the Army’s leadership fully comprehends the changes they are working to unleash.

Data rights are going to be a big deal for this program. The government wants to not only select a weapon but then also have full rights to the Technical Data Package, even owning it outright. Unfortunately, that isn’t how companies make money. It costs a great deal for industry to develop technologies. They make it up by actually manufacturing the technology over time. Hopefully, the government and developer of the best system will be able to work out an agreement favorable for both parties.

The DRAFT NGSW PON is subject to change based on feedback received. The Government requests that all questions and comments are provided to ACC-NJ by December 7, 2018.

SIG SAUER to Present Ceremonial M17 Pistols to U.S. Army’s 3rd U.S. Infantry Regiment (The Old Guard) for the Tomb of the Unknown Soldier

Newington, N.H. (October 3, 2018) – SIG SAUER, Inc. is honored to announce the production and presentation of the M17 Tomb of the Unknown Soldier Pistols for the U.S. Army’s 3rd U.S. Infantry Regiment (The Old Guard) for the Tomb Guard Sentinels.

The M17 Tomb of the Unknown Pistols are unique M17 pistols that were created using the same specifications for the U.S. Army’s M17 Modular Handgun System. The ceremonial pistols are 9mm striker-fired pistols with a non-railed aluminum grip module, stainless steel slide, wood grip inserts, a 21-round magazine, and features the same optic cut as specified by the MHS contract, front night sight, removable rear plate, and black controls. The pistols also feature a high polish to withstand the inclement weather while the Tomb Sentinels stand guard.

The unique distinguishing features for the M17 Tomb of the Unknown Pistols include:

• Pistol Names: each of the four pistols bears the name of Silence, Respect, Dignity, or Perseverance and is featured on the dust cover. Dignity and Perseverance represent “The Sentinel’s Creed,” and Silence and Respect represent the request to the public by Arlington National Cemetery when visiting the Tomb of the Unknown, and during the Changing of the Guard;

• Custom Wood Grips: in 1921 the chosen Unknown was transported to the United States of America aboard the USS Olympia. The custom wood grips are made with wood from the USS Olympia and include the crest of the 3rd Guard, Tomb of the Unknown Soldier identification badge inset;

• Cocking Serrations: XXI cocking serrations are engraved on the slide to signify the twenty-one steps it takes for the Tomb Sentinels to walk by the Tomb of the Unknowns and the military honor of a 21 Gun Salute;

• Sight Plate: an engraved impression of the Greek Figures featured on the east panel of the Tomb – Peace, Victory, and Valor – are featured on the sight plate;

• Sights: a glass insert made with marble dust from the Tomb of the Unknown fills the sights of the ceremonial pistols;

• Engraved Magazines: the 21-round magazines feature an aluminum base plate engraved with the names of the Greek figures featured on the Tomb of the Unknown – Peace, Victory, and Valor – and include a name plate on the bottom of the magazine engraved with the Tomb Sentinel badge number.

• Serial Numbers: the pistols are serialized with a unique set of serial numbers that incorporate items of significance to the Old Guard: “LS” represents line six of the Sentinels’ Creed, “My standard will remain perfection; “02JUL37” to signify the first 24-hour guard posted at the Tomb of the Unknown on July 3, 1937; “21” to signify the 21 steps it takes the Tomb Sentinels to walk by the Tomb of the Unknown, and the military honor of a 21 Gun Salute. The full series of M17 Tomb of the Unknown Soldier Pistols serial numbers are LS02JUL37A21 (Silence), LS02JUL37B21 (Respect), LS02JUL37C21 (Dignity), LS02JUL37D21 (Perseverance).

The M17 Tomb of the Unknown Pistols will be presented to the Old Guard in an official ceremony on Thursday, October 11, 2018 at the Arlington National Cemetery Chapel. The ceremony will begin at 9:00am and include a private presentation ceremony, followed by a Changing of the Guard in which the 3rd Guard soldiers will return to duty with their M17 Tomb of the Unknown Pistols. The presentation ceremony will conclude at 10:15am with a wreath laying at the Tomb of the Unknown Soldier.

Silence, one of the four ceremonial pistols to be presented to the U.S. Army’s 3rd Guard will be on display in the SIG SAUER Booth (#3425) at the Association of the United States Army (AUSA) Annual Meeting, October 8th – 10th at the Walter E. Washington Convention Center, Washington, D.C.

Rumor Mill – Glock G45 – The Black G19X

With last year’s reveal of the G46 – a new rotating lug pistol design created specifically for a German Police solicitation, many of us were left wondering: “What about the G44 and G45?”. The G44 is still in the dark, but a leaked ad sheet has been making the rounds revealing the G45, and, somewhat surprisingly, it’s essentially the G19X, but in black.

The ad sheet, which is in German, claims that the G45 was designed for Military requirements, and, just like the G19X, features a G19-sized slide with a full, G17-sized grip. There are a couple of notable changes from the G19X design, however: the inclusion of front charging serrations on the slide (like the limited release ‘FS’ models) and a flared magwell that does away with the oft-criticized mag well cutout on the standard Gen5 models. This differs from the magwell of the G19X, which features a front flair which sits in front of the seated magazine, making it incompatible with the elongated Gen5 magazine floorplates. Aside from those changes, the G45 has all the standard Gen5 updates:

  • nDLC finish
  • Glock Marksman barrel
  • Ambi slide stop
  • Magazine w/ orange follower
  • Improved trigger mechanism
  • No finger grooves
  • We’re filing this one under ‘Rumor Mill’ because as real as this sheet looks, there doesn’t appear to be any official word on the G45 from Glock as of the time of posting. We’ll post an update if and when an official announcement is made.

    Live Fire – USSOCOM Suppressed Upper Receiver Group (SURG)

    I recently had the opportunity to fire the newly selected USSOCOM Suppressed Upper Receiver Group (SURG), built by SIG SAUER. It’s based on an MCX upper receiver group and is designed specifically to work with the suppressor attached. The suppressor is considered integral to the design. However, the direct thread suppressor is removable by the operator, for cleaning and maintenance. The weapon is also capable of firing without the suppressor, however there is no muzzle device. In that case, there is a gas selector, which will most often be used to deal with ammunition issues.

    For the units receiving SURG, they’ll mate it to their issue M4A1 carbine lowers, giving them access to the MCX piston driven upper.

    Here’s a video of me firing SURG in fully automatic mode. The upper is paired with a SIG full-auto M400 lower receiver due to availability at SIG Academy. You’ll also notice the adapter knuckle which allows the MCX upper to fit on an AR lower. Don’t take anything away from my smiling demeanor, I always look like that. And yes, it is front heavy; every firearm equipped with a suppressor shares this trait.

    Although it’s not the intent, even after several magazines, the suppressor shroud could still be touched with the barehand. All the same, I don’t recommend you do this at home. Lots of variables are going to influence how hot the barrel, suppressor and shroud become and how quickly.

    Instead, what this does demonstrate is that the shroud will mitigate injury and damage to equipment caused by a hot suppressor. It’s success is a combination of design and materials. There’s plenty of room for the heat to dissipate, and the Aramid cord wrap resists melting or sticking to other surfaces.

    Due to SOCOM concerns, SIG is still being tight lipped about performance data, but it had to meet some very stringent selection criteria, which I went over when the upper was selected in August.

    Once the SOCOM contract is fulfilled, SIG plans to offer SURG for commercial sale. However, don’t expect it to come cheap.

    US Army Selects 6 Companies For Sub Compact Weapon Prototype Opportunity

    Late last week, the Army notified six companies that they were selected to participate in the Sub Compact Weapon Prototype Opportunity.

    Those companies are:
    Angstadt Arms
    B&T USA
    Global Ordnance, LLC
    Shield Arms
    SIG SAUER
    Trident Rifles, LLC

    It is important to note that the companies have been notified they were selected and it is still up to them to accept the Army’s offer to participate. So far, we don’t have verification that all of the contractual agreements have been executed.

    The Weapons
    Interestingly, Trident Rifles will also offer a weapon from Swiss manufacturer Brugger & Thomet along with B&T USA.

    Global Ordnance is the unknown, but word is that they may have an MP-5 variant.

    The Requirement
    While the requirement for a Sub Compact Weapon has been in the books for years, it finally got off to a somewhat rocky start earlier this year. Initially, the Army offered limited contracts to multiple companies (here and here) for evaluation samples. Then, the Army rescinded the offers and issued a Prototype Opportunity Notice.

    According to the requirement, the Sub Compact Weapon is a highly concealable 9mm system capable of engaging threat personnel with a high volume of lethal force while accurately firing at close range with minimal collateral damage.

    If you’re curious what the weapon will be used for, it’s because United States military operations take place worldwide and in all types of terrains as well as under every environmental condition. The Secretary of the Army and/or the Chief of Staff approves senior commanders and key personnel as High Risk Personnel (HRP). HRPs are authorized a Personal Security Detail (PSD), which are assigned to guard against outlined threats. To address this operational need, PSD military personnel require weapons with greater lethality than pistols that are more concealable than rifles.

    The PON calls for delivery of 15 weapons within 30 days, with the purchase of 350 weapons at a time (if a solution is selected) up to 1,000 total weapons. Beyond the delivery of the initial prototypes there is no hard schedule.
