Booz Allen Awarded $919M Contract to Support Warfighter Capabilities

With an enterprise approach, Booz Allen seeks to enhance the Soldier as a System

MCLEAN, Va., May 23, 2023–Booz Allen Hamilton (NYSE: BAH), announced today it was awarded a performance-based task order, EDITS (Engineering, Development, Integration, and Technology-based Solutions), a research and development contract valued at $919 million. EDITS is designed to enable the Soldier as a System concept and continuously enhance the warfighter’s ability in all climatic conditions and combat situations, ensuring protection and survivability across multiple Department of Defense (DOD) agencies. The task order supports the following mission partners: U.S. Army Program Executive Offices (PEO) to include Soldier, elements of U.S. Special Operations Command (USSOCOM), U.S. Army Development Command (DEVCOM) Soldier Center and the DOD’s Joint Personnel Recovery Agency (JPRA). This contract will enable Booz Allen to offer cutting-edge, technology-based solutions across services to meet emerging threats and ensure a versatile, expeditionary, agile, sustainable, and interoperable military capable of meeting and overcoming any challenge.

“Supporting warfighters requires concerted coordination that informs technology development and integration in order to empower the nation’s forces to operate jointly. Booz Allen will work to support orchestration across mission partners at the strategic level and adaptive tech integration at the tactical level for warfighters,” said Judi Dotson, Booz Allen’s Global Defense sector president. “The EDITS contract represents a cultural shift intended to foster collaboration early in technology development, as we will help facilitate open communication across service boundaries and posture for the integration of future technologies through system-level architectures.”

The flexibility of the EDITS program will allow the mission partners to rapidly identify new technologies, develop prototypes, and then test and evaluate the effectiveness of these technologies. In addition, the project allows for support to global operations, including foreign military sales, contingency logistics, and host nation training. Booz Allen and its teammates are postured to support the Department of Defense in addressing emerging threats with new technologies and integrated systems.

“By integrating new technologies into warfighter systems across service boundaries, EDITS will absolutely help drive synergies and efficiencies in modernizing and equipping the military’s tactical units,” said Joel Dillon, a senior vice president in Booz Allen’s Global Defense business. “The ultimate goal of the work is to enable the tactical unit as a fully integrated combat platform by supporting warfighters—at home and abroad—and providing solutions that increase lethality, survivability, and situational awareness that enhance the Soldier as a System.”

DOD and U.S. government program offices will leverage the EDITS contract to collaborate across organizations to minimize duplication of effort and allow for cost-effective solutions. With this program, Booz Allen will improve interoperability through technology identification, maturation, and transition of solutions seamlessly across organizational boundaries within the EDITS enterprise.

NIOA Group, Engineers Australia Partnership Creates Future Pathways

The NIOA Group has inked a partnership with Australia’s peak engineering body, reinforcing its commitment to develop a pipeline of weapons and munitions professionals “mission ready” to support sovereign capability.

NIOA Australia General Manager – Engineering Rudi Bekker says the company’s newly minted Engineering Workforce Credentialing (EWC) partnership with Engineers Australia (EA) will create a pathway to membership and follow-on chartership including fellow and executive membership for eligible engineers.


Young engineer Schalk Laubscher is among the NIOA Group’s Australian-based weapons and munitions technical cohort.

The EWC program represents the full cross-section of the NIOA Group’s technical workforce advancing expertise for both young and experienced engineers plus Technologists and Associates.

NIOA Australia’s engineering workforce has quadrupled in recent years as the company manages some significant defence contracts including Tranche 1 of the LAND 159 Lethality Systems program and a growing list of medium and large calibre munitions contracts including the LAND 17-1C.2 Future Artillery Ammunition, LAND 400 Phase 2 Combat Reconnaissance Vehicles and Abrams Main Battle Tank.

An equally impressive technical line-up at US-based Barrett Firearms provides the NIOA Group with global reach across the Pacific and a shared commitment to quality, innovation, loyalty, and mission.

NIOA Australia has committed to building a $50m small arms factory in either Brisbane, Lithgow in New South Wales, or Benalla in Victoria if it secures Tranche 2 of LAND 159. This would lead to yet another significant increase in NIOA Australia’s engineering team.

Significant growth is also anticipated for the Australian Missile Corporation (AMC), an independently-operated company within the NIOA Group.

As a sovereign enterprise partner for the Guided Weapons and Explosive Ordnance (GWEO) Enterprise, AMC expects to grow its engineering workforce to support the Enterprise in the establishment of a domestic manufacturing capability.

The Commonwealth Government has committed $4.1b after the Defence Strategic Review prioritised missile capability, including $2.5b for the domestic manufacture of longer-range munitions.

“Engineering forms an integral part of the Fundamental Inputs to Capability (FIC) and will be key to establishing an asymmetrical advantage needed to make the speed of relevance relevant,” Mr Bekker said.

“NIOA’s EWC partnership with Engineers Australia reinforces our commitment to develop a sustainable and growing workforce to answer to the government’s call for acceleration in areas of strategic capabilities.

“It will provide both membership and Chartered recognition for Professional engineers, Technologists and Associates across the NIOA Group of companies.”

The EWC program credentials engineers, including to become a Chartered Engineer  – the highly regarded credential which is recognised internationally as a measure of excellence.

Engineers Australia CEO Romilly Madew AO said: “Chartered Engineers are recognised throughout the world for their skills and their professionalism. I congratulate NIOA on their commitment to credential their engineers against global engineering standards of practice.”

As a young professional engineer, Schalk Laubscher now forms an integral part of a collective half-a-millennium years’ of bespoke weapons and munitions engineering experience in NIOA Australia’s engineering-technical cohort.

The 25-year-old graduated from the University of Queensland (UQ) in 2020 with a Bachelor of Mechanical and Aerospace Engineering.

During his time at university, he was the founding member of UQ Space which competed against other university teams from around Australia and New Zealand in designing, building, and launching sounding rockets to altitudes of up to 30,000 feet.

Strategic Cooperation in Ukraine: Rheinmetall and Ukroboronprom Forge Ties

Initial focus on military vehicles

Rheinmetall and the Ukraine’s state-owned Ukroboronprom have entered a strategic cooperation agreement. Cooperation between the two organizations is intended to strengthen Ukraine’s defence industry and ultimately its national security through the step-by-step creation of joint defence technology capabilities that will be domiciled in Ukraine.

Under this agreement, Ukraine will benefit from a comprehensive transfer of technology, the creation of additional defence technology capacities in Ukraine, additional local valued added, and the short-term delivery of military equipment from Germany.

A cooperation agreement to this effect has now been signed by both parties. To begin with – subject to official approval – a joint venture will be set up to serve as a bridge between Rheinmetall and Ukraine’s existing state-owned defence sector. Closing is scheduled for the end of June 2023, and the joint venture is expected to be operational from mid-July 2023.

In the words of Rheinmetall chief executive Armin Papperger, “Meeting Ukraine’s urgent needs in its fight for freedom and democracy as quickly as possible is a matter of central importance to us at Rheinmetall. Thanks to its expertise and capabilities, Rheinmetall has what it takes to be a valuable and powerful partner to Ukraine both in the short term and in the long run. We are pleased to have Ukroboronprom, led by Yuriy Husyev, as a very capable and trustworthy partner at our side.”

As a first step, the maintenance and repair of vehicles transferred to Ukraine under the German government’s multilateral “Ringtausch” equipment exchange projects as well as those directly supplied to Ukraine will form the foundation for cooperation.

In later phases, based on a comprehensive transfer of technology, the cooperation partners intend to jointly produce selected Rheinmetall products in Ukraine. Looking ahead, cooperation between Rheinmetall and Ukroboronprom could also involve the joint development of military systems by teams of Ukrainian and German specialists, including for subsequent export from Ukraine.
