GAO Denies Mistral’s Protest Against Purchases of AeroVironment Switcblade Loitering Munitions

On September 6, 2024, Mistral filed a protest with U.S. Government Accountability Office (GAO) challenging the U.S. Army’s sole-source award of a $990 million contract for Switchblade systems.

Yesterday, GAO denied that protest allowing the Army to move forward with the August 27th contract award pursuant to a directed requirement to provide Infantry Battalions with “lethal, man-portable loitering munition systems.”

AeroVironment Inc., Simi Valley, California, was awarded a $990,000,000 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract to provide an organic, stand-off capability to dismounted infantry formations capable of destroying tanks, light armored vehicles, hardened targets, defilade and personnel targets. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 26, 2029. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-24-D-0011).

US Army Marksmanship Unit Prepares Soldiers with New Weapons System

SCHOFIELD BARRACKS, Hawaii — The U.S. Army Marksmanship Unit’s Instructor Training Group recently trained Hawaii-based Soldiers on the fielding of the Next Generation Squad Weapon system, Nov. 7-22, 2024, at Schofield Barracks. The training introduced Soldiers to the advanced capabilities of the NGSW, a weapon system designed to give U.S. troops a decisive edge on the battlefield.

Staff Sgt. Joseph Enloe, a Weapons Squad Leader with the 25th Infantry Division, expressed his enthusiasm for the training, describing it as “phenomenal” and a key factor in shaping future combat tactics.

The NGSW system, which includes the XM7 rifle, XM250 automatic rifle and the XM157 fire control system, is designed to enhance a Soldier’s lethality and survivability by providing precise targeting, improved range and advanced optics. However, as with any new technology, its effectiveness relies heavily on proper training and the integration of that technology with foundational marksmanship skills.

The integration of the XM157 Fire Control Unit is one of the most notable features of the NGSW. The system provides real-time range data and a corrected aim point for the shooter, significantly improving accuracy and engagement speed, said Staff Sgt. Jacoby Fannon, an instructor/shooter assigned to the USAMU. The technology is not a substitute for basic marksmanship training, it is designed to augment and enhance a Soldier’s existing skills.

“Soldiers are given increased capabilities to achieve overmatch when leveraging NGSW technology with continued outcome-focused training,” said Fannon. “The purpose of NGSW technology is to augment, not replace, a Soldier’s training. This approach ensures that even when the technology is unavailable or inaccurate, Soldiers can still rely on their basic skills, such as range estimation and manual targeting, to engage the enemy.”

“Training is very important, and we always have to train as we fight,” said Sgt. 1st Class Austinnick Rosario, a Platoon Sergeant assigned to Apache Troop, 3rd Battalion, 4th Cavalry Regiment, 3rd Brigade Combat Team, 25th Infantry Division, “If we do it right, our jobs will be easier.”

The training structure included preliminary marksmanship instruction and evaluation to more advanced marksmanship tables that progressively build a Soldier’s skills. This layered training is designed to reinforce the basics while allowing Soldiers to fully integrate the advanced features of the NGSW system.

Marksmanship training remains consistent, regardless of the weapon system. The Army’s marksmanship tables are structured to provide all Soldiers, regardless of experience level, with the tools needed to develop proficiency. The training starts with the fundamentals and builds to more complex exercises that simulate real combat scenarios.

Throughout the training, Soldiers were guided by expert instructors from the USAMU. These instructors are not only experts in weapons systems but also in the science of teaching marksmanship.

“USAMU instructors were invaluable during the training, providing a lot of knowledge to share, and offering tips and feedback to help Soldiers maximize their effectiveness with the new system,” said Staff Sgt. Joseph Enloe, a weapons squad leader assigned to B. Co, 2nd Battalion, 27th Infantry Regiment, 3rd Brigade Combat Team, 25th Infantry Division.

The USAMU’s role goes beyond simply teaching Soldiers to shoot well. They also emphasize the mental and strategic aspects of marksmanship.

“Qualification should be a confidence booster for both the operator and their leadership, underscoring the importance of mental readiness in addition to physical skill,” said Fannon.

Fannon’s insights into marksmanship training highlight how critical it is for Soldiers to develop the ability to think strategically.

“Practice will challenge the operator to trust their skill set by forcing the quick acquisition of stable firing positions,” he said. “Engaging targets at limited exposure times furthers the development of the mental chess match, a necessary skill when facing a well-equipped enemy.”

The fielding of the NGSW is a critical step toward ensuring that the U.S. Army remains at the cutting edge of combat technology. However, as these recent training exercises demonstrate, success in battle is not solely about the weapons you carry. The real key lies in the integration of new technologies with ongoing training, mental preparation and an emphasis on marksmanship fundamentals.

“The weapon system’s capabilities alone are impressive, but it’s the Soldiers’ ability to effectively use those capabilities that will determine success on the battlefield,” said Rosario.

By embracing a holistic approach to training that combines advanced technology with foundational skills, the U.S. Army is preparing its Soldiers for the future warfare.

For a 13-member Marine Rifle Squad engaging an enemy of four (4) in a defensive position, rushing across 100 meters of rough desert terrain, a 15 lb. weight reduction for troops can save lives – “it can reduce squad casualties from 8.9 to 3.5.” Ammunition is 8 lbs. per troop, so a 30 percent reduction is 2.4 lbs., or 16 percent of the weight reduction targeted – in essence saving about one troop per engagement. This is based on over 885,000 simulations.

Enhanced Mobility: Lighter ammunition enables soldiers to carry more rounds without increasing their load, boosting mobility and agility on the battlefield. This improved efficiency allows for faster deployment and reduced physical strain.

Reduced Fatigue: With less weight to carry, troops experience less fatigue, which significantly enhances endurance and operational effectiveness during high-stress missions.

Operational Efficiency: Streamlined Logistics and Cost Savings

Increased Transport Capacity: Shell Tech’s lighter ammunition reduces the need for every fourth vehicle in transport convoys, enabling fewer shipments and lowering fuel consumption. For instance, traditional .50 caliber ammunition requires 10 pallets per vehicle, whereas lighter ammo accommodates 14 pallets per vehicle.

Aircraft Fuel Savings: A 30 percent weight reduction in ammunition payloads translates to a 9–15 percent savings in fuel costs per mission. For the U.S. military, this equates to over $1.16 billion in annual savings based on 200,000 aircraft missions.

Maintenance Reduction: The reduced weight lessens wear and tear on weapon systems, transportation vehicles, and aircraft, resulting in significant long-term maintenance savings.

Growing Military Interest and Scaling for Success

Both the U.S. military and allied forces are taking notice of Shell Shock’s groundbreaking advancements. This case technology has been part of winning solutions for lightweight, highly accurate ammunition with increased projectile velocities in multiple Requests for Proposals (RFPs) completed by the U.S. military over the past few years. Military testing has been extremely successful, although specific programs remain undisclosed due to ongoing NDAs.

The company disclosed that it has received multiple Indications of Interest (IOIs) for 7.62 rifle and machine gun rounds, worth over $200 million. As a result, Shell Shock will need to scale rapidly and is currently in discussions with several large defense contractors to partner with the company.

While the company serves military customers, Shell Shock recently released its Shell Tech ammo line, which is available to the civilian market. This ammunition is sold direct from its factory and shipped to customers, enabling the company to offer military-grade ammo at a cost comparable to traditional brass-cased ammunition.

INVISIO and U.S. Defense Innovation Unit (DIU) Advancing Wireless Tactical Communications Through Customer Collaboration

A cooperation between INVISIO and the U.S. Defense Innovation Unit (DIU) has showcased the benefits of co-development when it comes to developing tactical communications solutions for military operators at speed, resulting in the INVISIO Link™ solution.

INVISIO worked with DIU, which in turn collaborated with a customer within the U.S. Department of Homeland Security, on a Wireless Crew project to provide integrated wireless communication capabilities using INVISIO’s market-leading technology. 

The combination of DIU’s ‘customer collaboration’ concept and INVISIO’s values of innovation and customer first approach ensured an agile initial scoping process as well as iterative prototyping.

The project resulted in the delivery of a wireless communications solution to the customer, enabling multiple crewmen to utilize multiple vehicle mounted radios in varying environments (maritime, land, and air), without traditional hardwire connections and the limitations often associated with wired comms solutions.

Initial scoping not only covered the specific project but outlined requirements for the entire solution. From this INVISIO developed a wireless intercom solution, INVISIO Link™, that combined with the existing body-worn communication system, delivered a solution. This was achieved through two years of iterative and incremental feedback from multiple operational uses and challenges. 

Jacob Tranegaard, Director Intercom Product Management at INVISIO, said: “This project is groundbreaking for so many reasons and allowed us to speed up the process, taking this project from conceptual phase to publicly announced product in less than 24 months.

“The collaboration with the end customer facilitated through DIU meant we could work through the design and scoping phase in an open environment, producing the first-ever INVISIO project that involved government stakeholders in the scoping phase of a development project.”

Working with DIU allowed INVISIO to undertake evaluation events and prototypes, speeding up the testing and contracting process, as well as using DIU’s input to expand and understand the product market fit beyond the initial US Government user request. DIU also assisted INVISIO in developing its first-ever project with US Government-usable encryption levels.

The result is the creation of a modular wireless intercom solution for a variety of use cases across the US DoD, Law Enforcement and other NATO forces.

Jacob added: “With the help of DIU, we have been able to launch and market the product earlier than usual, as well as widen our target market for the product beyond the initial project.

“This project not only showcases the benefits of collaboration and our relationship with DIU, but also demonstrates the focus by INVISIO’s R&D department on innovation, teamwork and a customer-first approach.”

Pre-released to the public earlier this year, INVISIO Link™ is currently pre-selling throughout the world and for many use cases, including but not limited to small boat crews, firefighting LTVs, helicopter rescue swimmers, flight line maintenance crews, and rapid response security teams.
