Help Available for DAF Airmen, Guardians, Civilians in Event of Lapse in Appropriations

ARLINGTON, Va. (AFNS) —  

Assistance to reduce potential impacts in the event of a government shutdown on Airmen,?Guardians, civilians, and their families is available through various means. 
 
Those experiencing financial difficulties should contact their chain of command, who can provide more information on the financial aid organizations below. 
 
Compensation:
TheMilitary Leaders Economic Security Toolkit,?located on theMilitary OneSource?website, offers information and support. The site is updated regularly to reflect challenges and policy changes related to economic security. 
 
Unemployment Benefits:
Furloughed employees are eligible to apply for unemployment benefits, but excepted employees working on a full-time basis are generally not eligible. Employees who wish to file should do so with the Unemployment Office for the state where the employee worked (i.e., last official duty station prior to furlough). Please be advised, however, that when employees receive retroactive pay, they will be required to pay back any unemployment benefits they received, in accordance with State law. Personal Financial Readiness
The Military and Family Readiness Center personal financial readiness program sustains and improves financial literacy and readiness by offering information, education, training, and free personal financial counseling to Airmen, Guardians, and their families. The DAF has also increased the number of Personal Financial Managers available to assist and enhance financial readiness and money management skills for members and their families. 
 
TheAir Force Aid Societycontinues to support emergent needs such as basic living expenses (e.g., food, rent/mortgage, utilities), vehicle expenses (e.g., payments, repairs, insurance), and child care costs. Airmen and Guardians can submit requests through local Military and Family Readiness Centers and Airman and Family Readiness Centers. 
 
If Airmen, Guardians, or their families are not near an aid organization, they may seek financial assistance from the Red Cross
 
Several banking institutions, such as USAA, Navy Federal Credit Union, and Marine Federal Credit Union, have been known to advance military pay to their customers during government shutdowns. Contact your bank to inquire about their policies for situations like these. 
 
Food Insecurity:
First sergeants and Military and Family Readiness Centers assist Airmen, Guardians, and their families in need of food security-related grants and loans with referrals to programs such as: U.S. Department of Agriculture’sSupplemental Nutrition Assistance Program, theFederal Subsistence Supplemental Allowance program, and theAir Force Aid Society
 
The FY22 National Defense Authorization Act established a Basic Needs Allowance. The BNA Program provides supplemental income for military members and dependents whose gross household income falls below 130% of federal poverty guidelines. 
 
TRICARE:
In response to the ongoing possibilities of a government shutdown, the Defense Health Agency (DHA) has authorized its TRICARE contractors to continue delivering health care to the 9.4 million beneficiaries of TRICARE. TRICARE beneficiaries seeking medical care from private providers should feel no significant effects. Care at military hospitals and clinics would remain largely unaffected. The TRICARE website includes current information about the impact of the shutdown on TRICARE health plans and military hospitals and clinics. 

Overseas and Remote Commissaries:
Check?status of local commissaries to determine the status of your local store. During a shutdown some non-appropriated fund services may continue to operate. Check with your local installation’s website to determine which services will remain open in your area. If able, plan ahead and minimize its impact on day-to-day routine.

US Facilitates Philippine Air Force AOC, ISR Training

VILLAMOR AIR BASE, Philippines —  At the request of the government of the Philippines, the 505th Training Squadron located at Hurlburt Field, Florida, sent a team of U.S. Air Force Air Operations Center Formal Training Unit instructors to Villamor Air Base, Philippines, from Aug. 10-19. The instructors trained twenty-eight members of the Philippine Air Force’s 300th Air Intelligence and Security Wing and 5th Fighter Wing. The bilateral training focused on joint planning processes; intelligence, surveillance, and reconnaissance fundamentals; and best practices for ISR support to operations.

The 705th Training Squadron and the 505th Combat Training Squadron, located at Hurlburt Field, Florida, and Pacific Air Forces Intelligence Operations Division assisted the 505th Training Squadron.

“We couldn’t have done this mission without the support of PACAF/A2 and without the support of our sister squadrons,” said U.S. Air Force Lt. Col. Jason Gossett, 505th TRS commander. “Our intelligence professionals are always in high demand, and when we saw how much intel training the PAF was requesting, we reached out to our partners to get the right blend of expertise.”

In a brief graduation ceremony, PAF students expressed their gratitude for the unique and focused training.

In the closing remarks, U.S. Air Force Lt. Col. David Jones, 505th TRS director of operations and mobile training team lead, said, “The United States and the Philippines became formal allies with the signing of the National Defense Treaty of 1951, and with the changing geopolitical environment, we are as committed as ever to our allies and partners in the Pacific. Many of us have strong personal and professional ties to the Philippines, and we were honored to come out and support this mission.”

“This training has offered exceptional chances to engage and build connections with fellow instructors and intelligence professionals who share our interests,” said Philippine Air Force Brigadier General Torres, 300th AISW commander “In our swiftly evolving world, adaptability is paramount. Training fosters our capacity to remain versatile and receptive to fresh concepts, technologies, and methodologies.

“Through the enriching five-days of training, we’ve established a robust network that fosters collaborations and invaluable partnerships, benefiting both the 300th Air Intelligence and Security Wing and the Philippine Air Force.”

The 505th TRS is responsible for preparing graduates to operate the AOC Weapon System, graduating more than 1,600 joint and coalition personnel annually. The squadron teaches 13 initial qualification courses (including an Integrated Air and Missile Defense Course), an AOC Fundamentals Course, a Joint Air Operations C2 Course, and an Academic Instructor Course. Graduates from the 505th TRS serve in all combatant commands.

Air Force Releases Enlisted Airmanship Continuum

ARLINGTON, Va. (AFNS) —  

Air Force Chief of Staff Gen. CQ Brown, Jr. and Chief Master Sergeant of the Air Force JoAnne S. Bass published a letter to Airmen Sept. 18 detailing updates to the enlisted force development model. The model reflects the new Enlisted Airmanship Continuum, a series of changes aiming to provide new development opportunities to Airmen.

Fellow Airmen,

Over the past several years, our service has been working diligently to meet our national defense needs. Our most significant advantage remains steadfast—a powerful, capable enlisted corps. We must continue to improve upon how we develop these Airmen to sustain our competitive advantage. Our Enlisted Professional Military Education, upgrade training, and career progression models have made us the force we are … however, we must always look at ways to improve.

In an age where speed and unity of effort dominate the battle space, a different approach is required. Teamwork between specialties, locations, and commands will be essential if we are to best integrate teams to achieve Agile Combat Employment and empower our Multi-Capable Airmen through mission command.

We commissioned the Enlisted Force Development Action Plan to reimagine and explore an ecosystem that connects rank-based progression and provides more development opportunities for our Airmen. 

As a result, and in line with Line of Effort 5, Force Development Ecosystem, in the Action Plan, we are updating our EFD model to reflect the Enlisted Airmanship Continuum (100 – 900).

To best prepare our force for a new era of competition, we will see the following efforts take flight.

1) Foundations Courses will replace our base-level Professional Enhancement Seminars beginning October 2023 and become prerequisite courses for EPME starting in late 2024.
2) Prepping the Line Job Qualification Standard (JQS) was launched earlier in 2023 and supports leadership readiness in key positions and roles defined by the Enlisted Force Structure.
3) On-Demand PME will launch in 2024 and provide unrestricted access to relevant content for Airmen, when and where needed, increasing the level of shared expertise across formations.

The Enlisted Airmanship Continuum builds upon our strong foundation. It directly aligns with what we value as a service through the Airmen Leadership Qualities and Foundational Competencies. It focuses on broader options for the Total Force, closing development gaps, and delivering quality content in a variety of methods. We will continue to listen to the feedback of our Airmen to help us hit the desired targets as these efforts mature. This shift is about the long game and building the force of the future. We owe every Airman deliberate developmental opportunities throughout their careers to grow and become their very best. They will be the difference makers in the future fight, and we are choosing to invest in them now to ensure we remain the Air Force our Nation needs.

SecAF Announces Air Task Force Model

ARLINGTON, Va. (AFNS) —  

Secretary of the Air Force Frank Kendall announced the Air Task Force as the next step in the Air Force’s Force Generation model during the Air and Space Forces Association’s 2023 Air, Space and Cyber Conference, Sept. 11 in National Harbor, Maryland.

“Major initiatives in the U.S. Air Force and Space Force, such as Air Force Force Generation in the Air Force and the evolving allocations of responsibility across Space Force field commands are moves in the right direction,” Kendall said. “On Friday, I approved the Air Force creation of three Air Task Forces to serve as pilots in order to experiment with ways to more effectively provide deployable, integrated units — two for U.S. Central Command and one for U.S. Indo-Pacific Command … they are a major step in the right direction, and we will learn from this experience.”

As part of an ongoing effort to build high-end readiness for the future, the Air Force continues to evolve the way it presents its forces through the AFFORGEN model.

What Airmen need to know about the Air Task Force
– The ATF provides the Air Force with a definable unit of action at a sustainable pace for employing and posturing forces.

– The first ATFs will enter the AFFORGEN cycle in Summer 2024 and will deploy beginning in fiscal year 2026.

– These Airmen which form the ATFs will team, train and deploy together through the AFFORGEN cycle.

– As ATFs are built, Airmen will be sourced from across the Air Force. Further details will be available in the coming months.

In addition to a disciplined force generation model, the Air Force is refining Agile Combat Employment tactics, Multi-Capable Airmen training, A-Staff constructs, and implementing a Mission Command approach to command and control.

Air Task Force construct
The ATF will consist of a Command Element with an attached expeditionary A-Staff; an Expeditionary Air Base Squadron to provide Base Operating Support; and Mission Generation Force Elements with attached Mission Sustainment Teams to facilitate Agile Combat Employment.

– The Command Element will be the ATF’s dedicated leadership team throughout the entire AFFORGEN cycle, focused on building, training, certifying and deploying a cohesive unit postured for success across the spectrum of conflict. The Command Element will consist of the commander, deputy commander, a senior enlisted leader and an expeditionary A-Staff.

– The ATF commander will be a colonel; the ATF deputy commander will be a lieutenant colonel who has successfully completed at least one squadron command assignment; and the senior enlisted leader will be a command chief master sergeant.

– The A-Staff will assist the ATF commander by providing staff support in interacting with higher headquarters and fulfilling the commander’s responsibility to provide resourcing, policy, oversight and guidance.

“Concepts like Multi-Capable Airmen and Agile Combat Employment are aligned with meeting the pacing challenge,” Kendall said.

The ATF model represents the next step in adopting a more modular organization of teams, which generate through the AFFORGEN cycle together and then deploy as a unit to maximize effectiveness.

D-Cell Redesignated 24th Rapid Deployment Squadron

MACDILL AIR FORCE BASE, Fla. —  

The 24th Special Operations Wing redesignated Detachment 1, also known as Deployment Cell or “D-Cell,” to the Rapid Deployment Squadron during a ceremony at MacDill Air Force Base, Fla., Sept. 6, 2023.

A geographically separated unit from the 24 SOW at Hurlburt Field, Fla., the Rapid Deployment Squadron consists of members across 15 career fields, forming four agile teams. These teams of multi-capable Airmen are trained in 49 cross-functional tasks including survival, evasion, resistance and escape training, advanced shooting and advanced combat casualty care.

The primary role of the RDS is to “bare base,” which is to rapidly turn austere locations into fully functional bases.

Col. Daniel Magruder, Jr., presided over the ceremony and gave opening remarks.

“Over 60 years ago, General Curtis Lemay established a unit that supported deployment operations,” said Magruder. “While your customer has changed over the years from U.S. Strike Command, which doesn’t exist anymore, your dedication to mission accomplishment hasn’t wavered.

The ceremony included the inactivation of Det-1, along with the activation of the 24th RDS and assumption of command.

“I’m encouraged that every member of your unit’s long blue line knows exactly where the unit came from,” said Magruder. “You know what it provides to our nation and the joint force, and where it’s going as it’s redesignated the 24th Rapid Deployment Squadron.”

In the last 54 years, both D-Cell and Det-1 have served under three different commands with its members participating in over 30 operations and four wars.

After accepting the guideon, Lt. Col. Michael Biederman, Commander, 24th RDS, expressed his excitement for the future.

“We have gained clarity on how AFSOC sees us and have rekindled our relationships with our partners to forge ahead in what we do best establishing bare bases and providing specialized engineering, logistics, services and security expertise in supporting the tip of the spear,” said Biederman. “In our uncertain geopolitical future I am certain the 24th Rapid Deployment Squadron will carry on DCELLs historic namesake to the far reaches of the globe.”

Air Force, Army Battle Labs Work with DARPA on ASTARTE, New C2 Capability

NELLIS AIR FORCE BASE, Nev. (AFNS) —  

The 805th Combat Training Squadron’s Shadow Operations Center-Nellis, also known as the U.S. Air Force’s Advanced Battle Management System Battle Lab, recently experimented with joint partners that helped evolve a new joint airspace management and joint fires capability at Nellis Air Force Base. Working with the U.S. Army’s Mission Command Battle Lab and Defense Advanced Research Projects Agency, the ShOC-N hosted and collaborated on a joint experiment of the Air Space Total Awareness for Rapid Tactical Execution, or ASTARTE, system, an advanced warfighting innovation project.

As the Air Force’s premier command and control battle lab, the ShOC-N supports the development, advancement and maturation of key technologies and capabilities designed to compress the kill chain for joint and coalition warfighters.

ASTARTE is a DARPA program, with Army and Air Force sponsorship, designed to enable efficient and effective airspace operations and de-confliction in a highly congested battlespace. ASTARTE automates the ability to provide a real-time common operational picture of airspace in and above an Army division to reduce the time required to execute time-sensitive joint fires. Raytheon Corporation developed the artificial intelligence-enabled software to support airspace synchronization and tactical decision-making with a modular approach to allow ASTARTE functionality to seamlessly plug into existing Army and Air Force command and control systems.

“The ASTARTE program highlights the opportunity offor integration at ShOC-N. Software developers from Raytheon, DARPA, and the C2 operators successfully worked through automation to and from fielded systems from Solipsys, Lockheed Martin, and others to show what’s possible when you bring motivated partners together,” said Lt. Col. John Ohlund, 805th CTS commander.

Army and Air Force warfighters simulated a division-level Joint Air Ground Integration Center, or JAGIC, to evaluate the ASTARTE software in an air-ground conflict using both live data from the Air Force’s Red Flag exercise and simulated data produced by the ShOC-N. In addition to Army role players, Air Force air battle managers acted as an Air Force tactical C2 node, in this case, a Control and Reporting Center, assessing ASTARTE information sharing needed to enhance real-time battle management decision-making.

Joint warfighters ran ASTARTE through various combat scenarios and JAGIC battle drills to evaluate the program’s ability to make sense of multiple data streams to create a unified common operational picture and to make tactical recommendations for enhancing joint fires. Additionally, this event provided a critical opportunity to assess the system as a decision aid to augment or potentially replace legacy C2 systems. Recent ASTARTE system enhancements included improvements to the user interface and role player training, placing a greater emphasis on “transparency” of the processes by which the system generates potential courses of action.

“In comparison to previous test events, we observed significantly reduced reliance on legacy C2 systems while using the ASTARTE software, and the role players reported a greater understanding of how the ASTARTE system executes tasks,” said Dr. Mary Schurgot, ASTARTE program manager in DARPA’s Strategic Technology Office.

The 805th CTS and additional program stakeholders successfully evaluated ASTARTE software, identified operational considerations and future improvements, and facilitated a strategy to transition the DARPA program to the Army and Air Force.

“For the Air Force, this was all about contributing to the continued evolution of future warfighter capabilities – and it’s really great to see the invaluable role the 805th CTS plays in facilitating the ABMS Battle Lab work with joint partners to bring DoD innovation efforts to Soldiers and Airmen in the field, furthering our mission to shape multi-domain command and control moving forward,” said Col. Michael Lake, 505th Command and Control Wing deputy commander, Hurlburt Field, Florida.

AF Special Warfare Training Wing Hosts Pelvic Health Clinic

The Special Warfare Training Wing supports a rigorous training pipeline, preparing America’s Airmen to meet the physical & cognitive demands required to compete in a contested environment. The physical stresses of both the female and male trainee make training taxing on their pelvic floor & abdominal wall. The prevalence of urinary incontinence for athletes is cited ranging between 10-80%, and for female athletes, 49% experience stress urinary incontinence with exercise.

Given these staggering numbers and the physical demands placed on candidates entering the #afspecwar pipeline, Major Greene, a Physical Therapist (PT) supporting the 352 Combat Control School, invited two Pelvic Health PTs to host a 2-day “pelvic health for the athlete” course at Chapman Annex, JBSA for musculoskeletal experts serving in both the Special Warfare Training Wing and partners at the 59th Medical Wing. The Special Warfare Human Performance Squadron is the first in the DoD serving the special warfare community to understand this impact, host a training course to address the issue, and build a capability ready for America’s next generation of operators.

DAF Unveils Art Commemorating 75 Years of Air and Space Power

ARLINGTON, Va. (AFNS) —  

Department of the Air Force senior leaders presided over a ceremony unveiling commemorative wall art titled, “A Shared Foundation; Celebrating 75 Years of Air and Space Power,” at the Pentagon Aug. 29.

DAF celebrated the 75th Anniversary of Air and Space heritage in September 2022 and commissioned the art to help tell the stories of the U.S. Air Force and U.S. Space Force, which required nearly 18 months to complete due to the artist’s extensive research into each of its numerous elements.

The artist, Warren F. Neary, focused the content of the piece on the contributions of Airmen and Guardians throughout the eras. Beginning with the earliest airpower innovators in the Army Air Corps, the art highlights significant milestones and achievements.

“[Neary] met with DAF leadership and visited bases around the country to capture the range of the missions and the people that compose our Air and Space Forces,” Secretary of the Air Force Frank Kendall remarked. “The people you see in the painting are depictions of real Airmen, real Guardians; both are part of our heritage and those who are currently serving … [This artwork shows] people who helped build our organization, the aircraft and equipment that shaped our experiences and the missions that drove it all.”

In addition to depicting Airmen and Guardians, the artwork features various Air Force and Space Force platforms and systems. In total, 114 unique visual elements are incorporated into the piece.

Each group of elements in the artwork is designed to form the shape of the delta or infinity symbols. The delta symbol carries a deep, historic meaning for both the Air Force and Space Force and signifies upward trajectory and rapid advancement. The infinity symbol represents the ever-present requirements for adaptation, improvement, innovation and vigilance.

“Our heritage is incredibly important — it tells our story. It reminds us of who we are and where we have come from, and why it all matters. The images that surround this piece are powerful. They shape our culture, our sense of purpose and our warfighter mindset.”

Neary has created many works of art throughout his career depicting subjects of air and space power. He has received national-level recognition, and his artwork has been exhibited in the National Museum of the Air Force, the Museum of Aviation, the U.S. Air Force Art Collection and the U.S. Army Center for Military History, in addition to private collections.
