RIA-JMTC Gears Up for the Future Under New Leadership

Rock Island Arsenal, Ill. – This week marked a significant changing of the guard at Rock Island Arsenal-Joint Manufacturing and Technology Center as Col. David Guida passed the command torch to Col. Eloy Martinez in a ceremony steeped in tradition and gratitude.

“I stand before you today with a deep sense of responsibility and a clear vision: to build upon the incredible legacy of RIA-JMTC, solidifying our position as the Army’s premier organic industrial base provider of readiness solutions for our nation’s Warfighters,” Martinez said. “This facility is a cornerstone of national defense, and a vital component of The Army’s global reach. To the dedicated men and women of RIA-JMTC — this facility is a national asset.”

Martinez, a leader with more than three decades of dedicated service encompassing aviation, transportation, special operations and strategic logistics, expressed profound humility and eagerness to lead the vital manufacturing hub. He acknowledged the weight of responsibility, but also the immense potential within the ranks of RIA-JMTC. Before outlining his strategic vision, he paused a moment to recognize the steadfast support system that has been instrumental in shaping his journey and career success.

“I’d like to express my deepest gratitude to God for His many blessings. Without Him, none of this would be possible,” Martinez said. “To my wife, Jennifer, thank you for thirty-two years of unwavering love and support. You are my foundation, and I love you dearly.”

After offering personal acknowledgements, Martinez turned his attention to the core of his new mission: leading the exceptional team at RIA-JMTC. He underscored the factory’s critical role and strategic importance in national defense.

“Over the past six months, I’ve had the privilege of meeting many of you, touring the facilities, and witnessing firsthand the incredible capabilities housed within these walls,” Martinez said. “I’ve seen your dedication, your ingenuity, and your unwavering commitment to excellence. These accomplishments are a testament to your hard work and your profound dedication to providing our Warfighters with the tools they need to succeed.”

Martinez demonstrated a keen understanding of RIA-JMTC’s expansive capabilities, highlighting the impressive ability to simultaneously manage more than 300 diverse projects, ranging from legacy system sustainment to cutting-edge technology development. He specifically acknowledged the recent achievement of AS9100 certification, a testament to the facility’s commitment to quality and continuous improvement within the aerospace industry.

“My commitment to you is simple. We will build upon this incredible foundation, embracing data-driven decision making, predictive maintenance and a relentless pursuit of efficiency,” Martinez stated. “Together, we will: streamline processes leveraging Lean Six Sigma principles, aggressively embrace advanced technologies like additive manufacturing and robotics, strengthen partnerships across the Department of Defense and with our industry partners, and fully leverage our full spectrum of capabilities, from initial design and prototyping to full-rate production and lifecycle support.”

He then laid out his vision for the future of RIA-JMTC, built on a foundation of continuous improvement and adaptation.

“We will anticipate challenges, pioneer solutions and maintain the highest standards of excellence to keep RIA-JMTC a cornerstone of military readiness.” Martinez said. “From alloying and casting, to forging and advanced manufacturing, all the way to final delivery, your work ensures Warfighters receive the equipment they need, when they need it.”

He pledged to anticipate challenges, pioneer solutions and maintain the highest standards of excellence.

62-Grain Solid Copper REX by HOP Munitions Proves Devastating on Feral Hogs in Aerial and Ground Operations

HAYSVILLE, OHIO – July 15, 2025 – HOP Munitions’ 62-grain Solid Copper REX 5.56 cartridge continues to build its reputation as a go-to round for hog hunters, aerial wildlife control teams, and independent contractors across the country. One such professional, Tucker of Adaptive Improved Management (AIM), recently shared real-world performance results after extensive use of the round in both USDA Wildlife Services and private wildlife management operations.

“We specifically used the REX round for feral swine in our aerial program,” said Tucker. “From 20 yards to nearly 300 yards, the results were consistent and devastating. Whether it was juvenile pigs or 350-pound boars, we witnessed complete shoulder destruction, internal dislocation, and rapid incapacitation—even from shorter barrels like a 10.5-inch AR.”

Tucker’s field testing included night hunts, barrier testing, gel block evaluation, and high-adrenaline aerial engagements. He noted that even under challenging circumstances—such as pigs running at full speed—placing two rounds on target from a helicopter was enough to end the pursuit instantly.

Key findings from his experience include:

  • Lethal Performance Across Distances: From 20 to 300 yards, the round maintained consistent terminal performance.
  • Clean Expansion on Soft and Hard Targets: Even on smaller pigs, the round did not over-penetrate. Instead, it delivered full expansion and maximum trauma.
  • Barrier-Defeating Capability: Gel block tests, both with and without barriers, consistently showed 14–16 inches of penetration with aggressive petal expansion.
  • Short Barrel Compatibility: Accuracy and performance held steady from SBRs as short as 10.5 inches, making the REX round a versatile choice for mobile and aerial platforms.
  • Reliable Terminal Ballistics: In larger swine, the round caused catastrophic damage to bone and tissue, including complete pass-through and mechanical disruption of vital zones.

“We attempted to find out when the round wouldn’t perform,” Tucker added. “But we couldn’t find a weakness. It did exactly what it was advertised to do—every time.”

Now operating under his own company, Adaptive Improved Management (AIM), Tucker continues to rely on the 62-grain Solid Copper REX for invasive species management.

D&M Holding Company and Ukrainian Defense Industry Announce Joint Venture to Produce Ammunition Propellant in the US

TAMPA, FL (July 16, 2025) – D&M Holding Company, Inc. (D&M), the global leader in delivering complete solutions for ammunition, primer, and propellant manufacturing facilities, and the Ukrainian Defense Industry Joint Stock Company (JSC) are partnering to produce specialty chemicals in the United States to address the critical shortage of propellant used in the production of ammunition for the Ukrainian defense forces.

The agreement was signed at the Ukraine Recovery Conference in Rome on July 11 by Ukrainian Defense Industry Director General Oleh Huliak and D&M Holding Company CEO Daniel Powers in the presence of Lt. General (Ret.) Keith Kellogg – US Special Envoy to Ukraine, Ambassador Julie S. Davis – US Chargé d’Affaires to Ukraine, Lynndy Smith – Member of Ukrainian Defense Industry JSC Supervisory Board, Oleksandr Kamyshin – Advisor to Ukraine President Volodymyr Zelenskyy, and James Jones – Executive Vice President, D&M Holding Company, Inc. Powers also spoke on a panel for defense manufacturing during the conference.

The single base propellant made in this new US-based facility will be used for artillery ammunition, including 155mm shells which are greatly needed by Ukraine in their ongoing defense against Russia.

“We have to gradually move from large-scale procurement to our own production to meet our immediate needs. It is equally important that the company will operate in a safe area. Our cooperation with American arms companies will continue in other areas,” emphasized Director General Huliak.

“This joint venture continues to build upon and further strengthen the relationship between D&M and Ukrainian state-owned enterprises with projects now in both Ukraine and the US,” said Powers.

Rheinmetall Wins Major Order for Artillery Ammunition – Order Value in the Hundreds of Millions of Euros

A European NATO country has signed a multi-year contract with Rheinmetall’s subsidiary Rheinmetall Denel Munition (RF) Pty Ltd (RDM) in South Africa for the delivery of 155 mm projectiles from the Assegai family and bimodular propelling charges. The order was booked in the second quarter of 2025 and is worth several hundred million euros. Deliveries will begin in 2025 and conclude with final delivery in 2027. The order is the largest in the history of Rheinmetall Denel Munition.

The Rheinmetall Assegai 155mm projectiles and bi-modular propelling charges will be integrated into the customer’s artillery weapon systems, delivering range capability of more than 40,000m with optimal performance in the target area.

“The Rheinmetall Assegai user group is growing rapidly across the globe, and we are delighted that another customer has now also selected Rheinmetall Assegai to be delivered fast and in volume.” says Dr. Frank Dirksen, CEO of Rheinmetall Denel Munition.

Capacity

Rheinmetall continue to invest heavily into capacity enhancement of existing facilities and establishing new manufacturing facilities which provide the ability to serve the growing demand for modern 155mm projectiles and charges. Rheinmetall is one of the world’s leading manufacturers of large-calibre ammunition. The Düsseldorf-based Technology Corporation Rheinmetall has been increasing its production capacity since 2022, and aims at producing around 1.5 million 155 mm artillery shells per year by 2027.

Technology

The Assegai suite of projectiles and Charges are qualified and in-service with multiple user nations, providing interoperability and a fast-track integration into service.

The Assegai projectile suite consist of ballistically matched High Explosive, Illumination, Infrared Illumination, Smoke, Pre-formed Fragmented (PFF) and Rocket-Assisted (V-LAP) projectiles.

LTG Mohan Visits Holston, Radford Ammunition Plants

ROCK ISLAND ARSENAL, Ill. — On back-to-back days in mid-June, Lt. Gen. Chris Mohan, Army Materiel Command deputy commanding general and acting commander, visited two of the nation’s most important ammunition production facilities — the Radford Army Ammunition Plant in Virginia and Holston Army Ammunition Plant in Tennessee.

The locations are government-owned, contractor-operated and are two of 18 subordinate installations of the Joint Munitions Command, headquartered at the Rock Island Arsenal in Illinois.

Both visits affirmed the Army’s prioritization of a modern, resilient munitions infrastructure. The engagements provided an opportunity to highlight ongoing modernization efforts, industry partnerships, and the challenges facing the U.S. munitions supply chain.

At RFAAP, Mohan received an orientation on the site’s historic and strategic significance, and he toured several key production areas, including the nitrocellulose boiling tub house, solvent propellant lines, the modern nitrocellulose facility, rocket final pack, medium-caliber load assemble pack, and the new state-of-the-art advanced ammunition facility.

“As a large-volume producer of nitrocellulose and a supplier of solventless propellants, RFAAP plays a pivotal role in national defense,” said Lt. Col. Marie Hough, RFAAP’s commander. “The discussions focused on accelerating modernization timelines, the importance of strengthening the munitions workforce, and enhancing collaboration with industry partners to ensure long-term readiness.”

At HSAAP, a large volume producer of explosive material, Mohan took part in a windshield tour through a variety of production areas with stops at the strong nitric acid unloading and storage area, the flashing furnace modernization project, and the melt-cast modernization project building.

“We discussed emerging challenges with strong nitric acid, and federal regulations that could impact production methods,” said Jeff Worley, the deputy to the commander at HSAAP. “Lt. Gen Mohan encouraged us to seek creative solutions through ongoing dialogue with Department of Defense leadership and regulatory agencies. Transparent and clear communications with state and federal agencies are critical for continued success.”
