Draper Tapped by US Department of Defense to Provide Services and Support for Tactical Assault Kit

Engineering company awarded DTRA contract to expand its role from R&D to maintenance and operation of the TAK communications platform

CAMBRIDGE, MA—Draper, one of the nation’s leading technology developers for national security, will build on its support for the warfighter under a new contract to operate and maintain the Tactical Assault Kit, or TAK, a widely used communications system for the military. The company recently received a sole-source contract with the Defense Threat Reduction Agency (DTRA) of the U.S. Department of Defense.

TAK is a mobile computing solution which gives users a map-based common operating picture on a shared network and provides enhanced situational awareness for command and control. The app is designed for installation on tablets and other lightweight handheld devices, and employs a plug-in structure, which allows users to design applications specific to their mission needs. TAK has been used through years of real-world situations, including the U.S. presidential inauguration, by more than 10,000 active warfighters.

The $415,000 contract calls for Draper to provide maintenance support, technical services, testing, evaluation and training for TAK. The TAK application supports the Nuclear Enterprise Contingency Operations Department’s (NE-COs) various chemical, biological, radiological and nuclear (CBRN) detector systems.

Draper has developed software for every version of TAK since it was first developed by the Department of Defense. The software is available as ATAK for Android devices, WinTAK for Windows and WebTAK for the web. The company’s long experience with the application and with warfighter systems overall were major reasons Draper will expand its role from research and development to operation and maintenance of the TAK platform, according to Brian Alligood, Draper’s program manager for TAK.

“Draper is building stronger ties with our government customer and demonstrating the value we bring as an engineering innovation company which can integrate technology development with global maintenance and deployment,” Alligood said. “Our goal with this contract is to ensure TAK continues to deliver situational awareness at the tactical edge.”

TAK’s versatility means it can accommodate military personnel on the battlefield, homeland security officers working along the border and first responders during rescue-and-recovery operations. The map-based interface enables users to share information and maintain constant situational awareness, by allowing the addition of context to raw video feeds, such as labelling buildings as schools or hospitals to protect them against strikes, or designation of pickup points for evacuation. Fire and rescue crews have been trained to use the app for location tracking of fire equipment, establishing fire perimeters from aircraft and building fire model forecasts.

The contract is expected to last five years and will be performed primarily at Draper’s offices in Cambridge, Mass. and St. Petersburg, Fla., with additional support from the company’s regional offices.

Canadian International Trade Tribunal Finds in Favor of Rampart International in Canada Military Handgun Procurement Dispute

According to information received by SSD, the Canadian International Trade Tribunal recently found in favor of Rampart International Corp regarding two complaints against a recent Department of National Defense requirement for a new pistol, dubbed the C22. CITT is the governing body for disputes with government procurement in Canada.

Specifically, Rampart took issue with a draft pistol requirement published by the Department of Public Works and Government Services (Solicitation W8476-216392/B).

In their determination, CITT recommends PWGSC cancel the draft solicitation and issue a new version. In the revised solicitation, if PWGSC specifies a particular design, it should also include the words “or equivalent.”

As part of the determination, CITT also recommends that PWGSC reimburse Rampart for the reasonable costs incurred preparing their protest. Essentially, lawyer fees.

This action will likely result in another multi-year delay in replacing Canada’s worn-out Browning Hi-Power pistols (and SIG P-225 used by Military Police). The effort to procure a new gun has gone on for at least a decade with DND calling on the international arms industry in 2011 to offer up their Technical Data Packages for manufacture of their pistol designs by Colt Canada. Understandably, they didn’t have any takers.

Traditionally, Canada turns to its Munitions Supply Program to procure arms manufactured in Canada. One of the issues that has caused a hold up with the program is that there are no suitable domestically produced pistols. Hence, the earlier call for foreign designs. But that may have changed.

Ultimately, this is a huge boon for CZ who recently acquired Colt Canada. They could assert their right to include a CZ handgun on the Munitions Supply List and demand the Canadian military purchase it. This isn’t as bad for the Canadians as it might sound on its surface. CZ builds some great handguns, including the new P-10 as well as the P-09 which was competed in the US Army Modular Handgun System competition. This is significant because DND believes they require a Modular Handgun, somewhat similar to what the US purchased. However, with the MSL once again in play, they may get what they are offered, and like it.

Pools Awarded Include Development/Systems Integration and R&D

Rheinmetall Submits Lynx Infantry Fighting Vehicle Best and Final Offer for Land 400 Phase 3 in Australia Showcasing Leading Capability and Sovereign Military Industrial Growth

Rheinmetall, the largest supplier of military vehicles to the Australian Defence Force has submitted the company’s Lynx Infantry Fighting Vehicle (IFV) best and final offer for the Australian Department of Defence Land 400 Phase 3 Mounted Close Combat Capability tender. Rheinmetall is one of two competing companies involved in the tender for this procurement project.

Rheinmetall Defence Australia Managing Director, Gary Stewart said the Lynx is a next generation tracked, digitised and highly protected Infantry Fighting Vehicle and offers a step-change in Army’s capabilities.

“Lynx sets the new standard and offers unmatched levels of survivability, mobility, lethality, knowledge and growth. Importantly, Lynx is ready to protect Australians in the field and defeat any adversary. Lynx is fitted with the Rheinmetall Lance turret for precise and lethal effects and offers an integrated battle management system.

“Designed for close combat operations, the extensive family of Lynx vehicles is modular. Lynx can be easily configured and reconfigured, to all 10 roles required by the Army.

Rheinmetall has developed the Lynx with a growth path to meet continually evolving military needs throughout its anticipated 40 year life.

Submitting the best and final offer represents the final deliverable of the two year Risk Management Activity (RMA) undertaken by the Department of Defence. Involving 12 months of rigorous testing by Army, Rheinmetall has been impressed with the professional and flexible approach taken by Defence in response to COVID.

“The fact that Army and Defence’s Capability Acquisition and Sustainment Group has completed perhaps the most comprehensive testing in the world of these IFVs is outstanding” said Mr Stewart.

“The testing and associated working group discussions have mitigated a number of risks, confirmed vehicle and company performance, and improved the access for more Australian companies to be involved in this program.

Mr. Stewart said that the company’s offer also included a “special project” that was sure to pique the interest of not only the Australian Defence Force, but international export markets as well.

“Incorporating a great deal of engineering design and innovation, I am very much looking forward to unveiling the Rheinmetall special project”, he added.

Mr. Stewart said that Rheinmetall’s demonstrated commitment to Australian Industry Capability (AIC) through the Land 121 and Land 400 Phase 2 programs will continue to expand for the Lynx program.

Tomahawk Robotics Receives Award from Department of Defense to Strengthen the Domestic Small UAS Industrial Base

Galvion Wins $5.8 million Contract to Supply US Army with EOD Tools and Equipment Kit (ETEK)

U.S. Army Awards AeroVironment $11.7 Million Third and Final Contract Option for Raven Radio Frequency Modifications Under Existing FCS Contract

ARLINGTON, Va., Oct. 6, 2021 – AeroVironment, Inc. (NASDAQ: AVAV), a global leader in intelligent, multi-domain robotic systems, today announced the United States Army exercised the third and final option under the Flight Control Systems (FCS) domain of the Army’s multi-year small unmanned aircraft systems (UAS) contract on Sept. 9, 2021. The value of the contract option is $11,731,740 and includes flight control system kits, ground control stations and tail booms for the Army’s existing fleet of Raven® tactical UAS. Delivery is scheduled to be completed by September 2022.

The contract option was exercised under the Army’s FCS domain awarded to AeroVironment in June 2019 and announced in November 2019 – the first of six domains comprising the Army’s existing five-year Indefinite Delivery, Indefinite Quantity (IDIQ) SUAS contract – bringing the total final value of contract to $54,632,776.
