“Danger Close: The Battle of Long Tan” US Premiere

Friday, November 8th, 2019

Tonight I am in Los Angeles, attending the US premiere of the Australian movie, “Danger Close: The Battle of Long Tan” which depicts the most epic battle of ANZAC forces in the Vietnam war. A company of 108 young and mostly inexperienced Australian and New Zealand soldiers are fighting for their lives, holding off an overwhelming enemy force of 2,500 battle-hardened Viet Cong and North Vietnamese soldiers.

Hope to see some of you there.

Magpul Product Release: Magpul Bipod – Sling Stud

Thursday, November 7th, 2019

The Magpul Bipod – Sling Stud QD is the next offering in the Magpul bipod line. Able to mount on the Uncle Mike’s® Sling Swivel Stud that’s common to nearly every sporting rifle made, the Magpul Bipod – Sling Stud QD is the strongest, most fully featured bipod available with direct sling stud mounting.

With its rapid-attach sling stud mounting system, the Sling Stud QD bipod takes the effort out of aligning and tightening that comes with traditional sling stud-mount bipods. The stainless-steel mounting system self-locates and aligns perfectly every time, and an ergonomic thumbwheel allows for excellent grip to ensure easy tightening. Additionally, two sizes of non-marring, high-durometer rubber mounting gaskets are provided to ensure optimized fit and load distribution on narrow sporter-contour or wider target-style forends. The ability to mount a sling with standard locking sling swivels on the forend is maintained with a low-profile sling stud on the rear of the Sling Stud QD mount, which also provides for a quick detachment when it’s needed.

Providing the same premium features available in the existing line of Magpul bipods, the Sling Stud QD bipod brings you the high performance associated with higher-priced bipods at a significantly more affordable price. Spring-tensioned, Mil-Spec hard anodized 6061-T6 aluminum and injection-molded, reinforced polymer legs stow neatly forward and snap down and lock into place with one hand. Leg extensions slide and lock securely with the push of a button on any of the seven locking detents extending from 6.6” to 10.0”. An industry-exclusive 50° of total tilt are controlled by a glove-friendly, knurled, tool-less, bipod locking knob located between the extended legs, allowing easy adjustment between shots. A soft rubber bipod locking knob cap is attached to the locking knob, giving users a steady, non-marring forward rest while the bipod is folded. Additionally, its staggered soft rubber feet hold fast on a variety of shooting surfaces and are easily removed with a roll pin punch. Should users choose to change feet, the Sling Stud QD’s legs accept most Atlas-pattern bipod replaceable feet. The streamlined housing and legs fit neatly under the barrel and are just under 2.5” deep and 3.3” wide when folded.

Thursday, November 7th, 2019

BEAVERTON, Ore. — Leupold & Stevens, Inc., and Black Rifle Coffee Company have partnered to donate over $72,000 to the Boot Campaign, a non-profit organization that tirelessly works to support military veterans across the country. The funds were raised in conjunction with a group of personalities on the multimedia streaming platform, Twitch.tv. Popular Twitch personalities Eli_doubletap, Tweak, Klean, Matbest11x, Baddie, KiiNGS, Alex_Zedra, DonutOperator, and Drdemolitionmatt, streamed through the night on Saturday, Nov. 2, applying all crowd-sourced donations directly to the Boot Campaign. Leupold-sponsored product giveaways were a highlight of the special event, which ultimately raised $72,643.30.

“Leupold and Black Rifle Coffee Company conceived of the fundraiser, but it was the strength of community and dedication to the mission that made it as wildly successful as it was,” said Shane Meisel, Director of Marketing for Leupold & Stevens, Inc. “The Boot Campaign is one of the most dedicated veteran support programs in the country, and everyone – from the streamers to their fans on Twitch – showed up and backed the cause.”

Founded in 2009, the Boot Campaign has given more than $12 million in financial aid to service members, veterans, and their families. The organization’s programs assist with housing needs, career and education costs, PTSD/TBI treatment, and health and wellness programs. Funds are raised through general donations, corporate sponsorships, and the retail sale of combat boots and branded merchandise.

“Our mission, from the beginning, has been to support health and wellness, restore families, restart careers, reduce suicides, and reinforce communities,” said John Hughes, Board Member and Treasurer of the Boot Campaign. “We couldn’t do what we do for service members and veterans without the support of companies like Leupold and Black Rifle Coffee Company.”

PEO Soldier Team Wins 2019 Packard Acquisition Award For Sub Compact Weapon

Thursday, November 7th, 2019

FORT BELVOIR, Va. — The Sub Compact Weapon Team, part of the Program Executive Office (PEO) for Soldier, has received the David Packard Excellence in Acquisition Award for its work to use an other-transaction authority (OTA) to deliver a new subcompact weapon system in 12 months.

The team, part of PEO Soldier’s Project Manager for Soldier Weapons, is one of five teams across the DOD that received the prestigious award, given by the undersecretary of defense for acquisition and sustainment to organizations that have demonstrated exemplary performance and innovation in acquiring and delivering products and capabilities for the warfighter.

Managed by the Product Manager for Individual Weapons, the team includes representatives from the product management office as well as the U.S. Army Combat Capabilities Development Command (CCDC) — Armaments Center; the U.S. Army Aberdeen Test Center; the U.S. Army Test and Evaluation Command; the CCDC Army Research Laboratory’s Human Research and Engineering Directorate; Army Contracting Command — New Jersey (ACC-NJ): and the U.S. Army Tank-automotive and Armaments Command (TACOM).

The team was responding to an urgent request issued in the spring of 2018 from the U.S. Army Criminal Investigation Command for a new weapon that would support the U.S. Army’s Protective Services Battalion mission to provide continuous, protective close-in security to senior high-risk personnel while maintaining stringent discretion in attire and profile.

Based on the guidance from the secretary of the Army to select the weapon in 12 months, the team moved from a standard DOD 5000.01 acquisition approach using Federal Acquisition Regulation (FAR)-based contracting to an OTA approach.

In July 2018, ACC-NJ released a prototype opportunity notice to support the procurement of subcompact weapons for evaluation, testing, two phases of down-selection, and fielding. To maintain the accelerated schedule, offerors submitted videos in the first stage of down-selection to visually demonstrate how their weapons met the minimum requirements, along with pricing information.

Technical testing on the candidate systems began at Aberdeen Test Center, Maryland, in November 2018, and a Soldier touch point was conducted in January 2019 at Quantico, Virginia. The team’s logistics and fielding leads coordinated closely with TACOM Total Package Fielding and Defense Logistics Agency Distribution in Anniston, Alabama, to ensure that weapons were quickly processed through Army logistics systems to meet the required first unit equipped date of May 31, 2019.

On March 29, the Army awarded a production delivery order to Brugger and Thomet USA for its APC9K Semi-Automatic Carbine. The award will furnish 350 APC9Ks, with an option to acquire up to 1,000 of the subcompact 9 mm weapons, with a total ceiling amount of $2.5 million. On May 31, the team fielded the first set of 10 weapons to the 701st Military Police Protective Services Battalion at Fort Belvoir, Virginia–approximately two and a half years earlier than it would have if the program had pursued a FAR-based approach with a formal Joint Capabilities Integration and Development System-approved requirement.

Also receiving Packard Awards were the Department of the Air Force Launch Enterprise Team and the U.S. Air Force Pitch Day team, as well as two teams from the U.S. Special Operations Command: Distributed Common Ground/Surface System — Special Operations Forces, and the Tactical Assault Kit Configuration Steering Board.

A ceremony honoring the winners will be hosted by Hon. Ellen M. Lord, undersecretary of defense for acquisition and sustainment, and David L. Norquist, deputy secretary of defense, Dec. 2 at the Pentagon.

US Department of Justice Launches Procurement Collusion Strike Force

Thursday, November 7th, 2019

The new DOJ Procurement Collusion Strike Force is a joint law enforcement effort that will combat antitrust crimes and related fraudulent schemes that impact government procurement, grant, and program funding such as price fixing.

The Strike Force consists of prosecutors from the Antitrust Division, prosecutors from a number of U.S. Attorneys’ Offices around the country, and investigators from the FBI and four major federal Offices of Inspector General.

When competitors in any given industry collude and conspire to rig bids, fix prices, or allocate markets—that is, commit criminal antitrust violations—they distort the free market and harm customers with high prices and lower quality goods and services.  This is no less true in the area of public procurement, where the customer is the government and the American taxpayer foots the bill for artificially high prices.

-Assistant Attorney General Makan Delrahim

The PCSF plans to work with US attorney’s offices in the Central and Eastern Districts of California; the District of Colorado; the District of Colombia; the Southern District of Florida; the Northern District of Georgia; the Northern District of Illinois; the Eastern District of Michigan; the Southern District of New York; the Southern District of Ohio; the Eastern District of Pennsylvania; the Northern District of Texas; and the Eastern District of Virginia.

Given that one out of every 10 dollars of federal spending is allocated to government contracting, the PCSF plans to attack The issue of price fixing in a two pronged effort. The first is to deter and prevent antitrust and related crimes on the front end of the procurement process through outreach and training.  The second objective is to effectively detect, investigate, and prosecute crimes that do occur through better coordination and partnership in the law enforcement and inspector general communities.

To this end, they have launched a public website featuring antitrust training materials and legal resources, as well as a citizen complaint form that members of the public can use to report suspected criminal violations affecting government procurement.
