KDH Defense Systems Awarded Nearly $85.0 Million in Contract Extensions from the U.S. Army to Deliver the Next-Generation Modular Scalable Vest and Blast Pelvic Protection

Eden, NC, September 4, 2018 – KDH Defense Systems, Inc. (“KDH”), a leading manufacturer of American-made, high-performance protective solutions, today announced it has received close to $85.0 million in contract extensions on previously awarded contracts from the U.S. Army. Production will be done at the Company’s Eden, North Carolina manufacturing facility.

The first award is a $61.0 million shared Indefinite Delivery/Indefinite Quantity (“ID/IQ”) contract extension from the Army Contracting Command for the Modular Scalable Vest (MSV) Generation II. Under the terms of the contract (W91CRB-15-D-0021, modification P00019), KDH will produce the MSV Gen II, with an estimated completion date of August 20, 2019. KDH, along with two other companies, was initially awarded a $49.0 million shared firm-fixed-price contract for the Soldier Protection System, Modular Scalable Vest in July 2015.

The second award is a shared ID/IQ contract extension from the Army Contracting Command for Soldier Protection System Torso and Extremity Protection Blast Pelvic Protectors (“BPP”) under contract W91CRB-15-D-0032. The modification issued by the U.S. Army increases the contract ceiling by $23.8 million and extends the ordering period by two years through September 2020. As a result, the Government may place additional delivery orders for a grand total of up to $37.3 million under the terms of this extended contract. KDH was one of three companies to win the initial award in September 2015.

Polish GROM Re-selects Direct Action SPITFIRE Plate Carrier

According to the document „ZP-24/2018” released on the first half of August (8/9/2018) in the Polish Public Information Bulletin (Biuletyn Informacji Publicznej), Direct Action® SPITFIRE® Plate Carrier was re-selected in the tender concluded by Polish special operations unit GROM. Along with the plate carrier, GROM has chosen also the DA® gun belt with belt sleeve and numerous ammo and utility pouches. This is another tender in which the Direct Action® products are selected to be used by this SOF unit (last year, the SPITFIRE® Plate Carrier was adapted as a new battle vest in GROM).

USMC Seeks New Lightweight Hard Armor Plates

Marine Corps Systems Command (MCSC), Portfolio Manager (PfM), Ground Combat Element Systems (GCES), Program Manager (PM) Infantry Combat Equipment (ICE) released a sources sought notice seeking information regarding industry’s capability to produce a Berry Amendment compliant lightweight hard armor plate.

For years, the current Enhanced Small Arms Protective Insert (ESAPI) has protected Marines, and other service members from harm, but they are relatively heavy, having been designed well over a decade ago. The Marine Corps wants to leverage advancements in armor protection.

MCSC’s Marine Expeditionary Rifle Squad Team tested a selection of currently available commercial armor plates through the Marine Corps Load Effects Assessment Program course wearing all of their combat gear. MERS discovered that a lightweight hard armor plate in the range they are seeking will increase the mobility of Marines by 8 percent. It is envisioned that these new plates will be used woth the upcoming Plate Carrier Gen III, expected to begin fielding in 2019.

Over the past year, PM ICE conducted an analysis of more than 200 commercial plate designs from 38 different companies to see what type of armor is possible. However, according to the notice, there’s no actual requirement written yet, so it is important that industry respond to this Request for Information in order to inform the requirement.

According to PM ICE, the lightweight hard armor plate should:

– Provide two-shot ballistic protection from non-armor piercing rounds that are currently prevalent in counter-insurgency operations and other low intensity threat environments.
o Rounds primarily fired by sniper rifles will be tested at a velocity expected at 100m-200m standoff.
o One shot will be in the crown location at 0-degrees obliquity; the other shot will be at off-center locations at 30-degrees obliquity.
o Meet back-face deformations less than 58 mm.

– Conform to ESAPI shape and area of coverage.
– Possess a thickness that is the same or less than current ESAPI.
– Possess an areal density of 3.75 pounds/square foot (Objective) to 5.16 pounds/square foot (Threshold).

Additionally, vendors should be able to produce a minimum of 40,000 lightweight armor plates within a year of First Article Test approval, which is expected 180 days after contract award, once the solicitation is released.

LBT displayed their new Quick Reaction Clip variant of the venerable 6094 Armor carrier at Warrior East.

The TK Buckle at the shoulders facilitated a quick cutaway and can be actuated by the pull of a lanyard or via push-button on the Buckle itself.

In addition to the buckle, the 6094 QRC features laser cut PALS and LBTex, their new laminate material.

DuPont Safety & Construction will launch a new lightweight innovation for tactical helmets, DuPont™ Tensylon® HA120, at Eurosatory, June 11-15, 2018.

To improve mold release, bonding to paint and abrasion resistance, a Tensylon® HA120 core can be co-molded with outer skins of woven fabrics made with Kevlar® fiber.

Further handgun special threats tested and defeated include 80-grain solid copper 9mm SCS rounds. Knives, spikes and needles have also met their match with the Forcefield. The Forcefield also exceeds the military’s requirement for military-grad frag with a V50 against the 16fr RCC tested at over 2180 ft per second.

Yet the Forcefield for all its protective qualities is as thin and light as the average soft armor panel in its class at just 6.8mm and 1.17 pounds per square foot.
