KDH Defense Systems Wins Prestigious Drug Enforcement Administration Contract

Eden, NC, September 13, 2018 – KDH Defense Systems, Inc. (“KDH”), a leading manufacturer of American-made, high-performance protective solutions, today announced it has been awarded a competitive, multiple-year Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for Ballistic Body Armor from the Drug Enforcement Administration (“DEA”). Under the terms of this award (15DDHQ18D00000014), KDH will manufacture and deliver both concealable and tactical vests, as well as hard armor plates to the DEA. The contract covers one base year with four one-year options, with a maximum value that shall not exceed $2.9 million.

Livonia Police Department Receives Tourniquet Grant From The Spirit of Blue Foundation; One Life Already Saved

DETROIT, MICHIGAN – August 30, 2018 – The Spirit of Blue Foundation announced that it has awarded a Safety Equipment Grant to the Livonia Police Department (LPD) to outfit its entire force of 150 officers with tourniquets and duty belt pouches.  The Gen7 C-A-T Tourniquets were purchased through North American Rescue and the Tourniquet NOW! Pouches were donated by Blue Force Gear.  The grant was funded by a partnership with Law Enforcement United and is valued at $8,892.


Chief Curtis Caid, along with Officers Alex Maher and Dominic Michels, of the Livonia Police Department (left to right) received the tourniquet safety grant from Spirit of Blue Executive Director Ryan T. Smith (right).  Officers Maher and Michels employed a granted tourniquet in July to save a member of the community.

“On behalf of the members of the Livonia Police Department, I would like to thank The Spirit of Blue Foundation for this very generous grant,” stated Chief Curtis Caid.  “This grant will allow every officer to have immediate access to a lifesaving tourniquet, which may save a life of an officer or citizen.”

And in fact, the Livonia Police Department has already recorded a save with a granted tourniquet.  In July, LPD Officers Alex Maher and Dominic Michels responded to a medical emergency call and encountered an elderly woman whose medication port in her arm had become dislodged.  The woman had already experienced a massive amount of blood loss when they arrived on scene.  Reacting quickly, and captured by their body worn cameras, Officer Michels applied direct pressure to the wound while Officer Maher employed his granted tourniquet on the woman’s arm.  According to statements made by emergency room staff, who later treated the woman after she was transported to the hospital, her life was saved by their quick thinking and application of the tourniquet.

Tourniquets are vital pieces of medical equipment that officers require on the road in the event of a traumatic injury to an extremity. When only precious minutes exist to treat such an injury, tourniquets are able to be applied individually or on a fellow officer to prevent excessive blood loss until that individual can be placed into medical care.  As a secondary benefit, officers who carry a tourniquet are also able to use them to rescue a member of the community who may have experienced a similar type of injury.

To date, Spirit of Blue has granted 2,196 tourniquets nationwide and four documented Community Saves have been made as a result.

“Tourniquets are quickly becoming one of our most granted pieces of equipment,” explained Ryan T. Smith, Executive Director of the Spirit of Blue Foundation.  “The reason is because they are more affordable than many other pieces of safety equipment and, sadly, officers need this type of lifesaving device more and more as their landscape changes and threats to their lives become more prevalent.”

Law Enforcement United (LEU), the grant’s sponsor, is an organization of 1,000 active and retired police officers who honor fallen officers and raise funds to assist charitable organizations that serve the law enforcement community.  Each year members of the organization ride 250 miles or more into Washington, DC to participate in National Police Week events and carry flags in honor of each fallen officer which are given to the surviving families upon their arrival.  Since its founding in 2009, LEU has raised over $5,750,000 for law enforcement causes.

Statistics released by the Officer Down Memorial Page show that 98 law enforcement officers have already lost their lives in 2018 – a 5% increase over the same period in the year previous.  38 of those deaths were firearm related, a 23% increase over the same period in 2017.  The reality of these statistics, and the increasing number of underfunded law enforcement agencies across the country, fuel the Spirit of Blue safety grant initiative.

US Customs and Border Protection Releases Solicitation for New Pistol

U.S. Customs and Border Protection (CBP), the parent agency of the United States Border Patrol, has issued a solicitation for a family of lightweight, striker-fired, semi-automatic handguns chambered in 9mm.  With a 10-year period of performance and a contract ceiling listed at $85M, this is likely to be the largest handgun contract in the history of US law enforcement.

What We Know So Far

Unlike other agencies in recent contracts, CBP is looking for a family of firearms.  In their own words, the contract “shall include three distinct variations of sizes”.  This sounds like it will leave CBP the option of purchasing full-size, mid-size, or compact handguns for their agents.  Of particular note is that the full and mid-size handguns are required to include an optics ready slide cut, allowing the firearm to be compatible with both the Trijicon RMR and Delta Point Pro Mircro Red Dot Sights (MRDS).

Testing protocols are also unique for this solicitation.  The government is requiring manufacturers to foot the bill for all testing at a National Institute of Justice (NIJ) laboratory, prior to the close of the solicitation.  While it is not readily apparent what CBP’s motivation is for this, it certainly seems to make the process more fair and transparent than some of the typical closed-door government testing done in secret.

The performance testing standards seem to cover all the standard procedures we are used to seeing, but CBP takes things a step further by adding tests like rough handling, “Linear Guided” drop tests, and extreme sand and salt-water exposure tests.  The handguns will be tested to over 10,000 rounds each using two types of ammunition (Winchester Ranger 147gr. JHP, and Speer Gold Dot 124gr.+P JHP), and nearly half of those rounds will be fired with a SureFire X300U-A attached to the pistol.

To make things even more interesting, it seems as though CBP will be allowing actual field agents to rate the handguns as part of what they’re calling an Operational Personnel Handgun Evaluation.  The solicitation shows law enforcement personnel rating the guns on: Ease of Disassembly; General Ergonomics; Vehicle Entry and Obstacle Clearance exercises; Perceived Accuracy; Trigger Pull; Fast Fire Control; Ease of Reloading; and Slick Grip Firing.  By the look of the solicitation, this portion of the evaluation will happen only after CBP narrows down the submissions to the top four highest scoring vendors.

Who Meets The Requirements?

At first glance, no one currentky meets all of the requiremenes, at least with what we know is on the market.  CBP effectively rules out everyone at some point in the requirements, while leaving the door open for any manufacturer who is willing to put in a little effort.  As it stands right now, there doesn’t seem to be a single manufacturer with handguns meeting every specification.  While the biggest limitation may be the requirement of three sizes of the same type of gun (as well as red-inert and blue-marking variants), most others would only require simple modifications to an existing line of guns.  With a contract this size, it seems reasonable that most companies would be willing to make a few small changes for a chance to wind up in the holsters of the county’s largest law enforcement agency.

Specs:

·         Three sizes of handguns, with 70% overall interchangeability
·         Preferred that a trigger pull is not required for disassembly, and shall not require the use of tools
·         Matte black or dark grey finish (FDE and Ranger Green should be available as an option)
·         Polished internal components
·         No external safety (trigger safety OK)
·         Consistent trigger pull between 4.5 and 8 pounds
·         Aggressively textured polymer frame capable of accepting Streamlight and SureFire weapon lights
·         Multiple grip sizes for each pistol
·         Beveled magazine well, which is equal in height across the front edge
·         Integral magazine well flare is preferred
·         Magazine floor plate “toe” must extend past the front of the grip
·         Low Bore Axis
·         Full front and rear slide serrations
·         Optics ready with cover plate, compatible with Trijicon RMR and Delta Point Pro
·         Full ambidextrous controls
·         Trijicon HD style sights

CBP is also requiring extended magazines and suppressor-height sights to be available on contract.

All in all, this sounds like it could be an interesting duty handgun designed to include all the best features a shooter could ask for in a single package.  The solicitation closes on September 19, 2018, so before long we may be seeing some new guns on the market.

New Division Challenges the Status Quo of Current Homicide Investigation Practices, Teaches Outdoor Crime Scene Reconstruction
Gettysburg, PA – June 28, 2018 – Tripwire Operations Group announces the launch of its all-new F.I.R.S.T. Division. F.I.R.S.T. – Forensic. Investigation. Research. Services. Training. – offers a variety of short courses in the areas of forensic anthropology, outdoor crime scene reconstruction, forensic scene mapping, mass disaster scene processing, disaster morgue protocols, cold case reviews, and scene mapping of actual forensic scenes. F.I.R.S.T. courses challenge the current crime scene investigation status quo and instead teach the importance of crime scene reconstruction to fully understand how a death event occurred. The Division is run by forensic anthropology and archaeology consultants for Tripwire Operations Group, Dennis Dirkmaat, Ph.D., D-ABFA, and FBI Special Agent Michael Hochrein (ret).
