AKTI Legislative Update

The American Knife and Tool Institute is working to change knife laws state by state to repeal and clarify laws that keep you from using, selling or making the knife of your choice with confidence. We continue to work to allow interstate travel of knives without concern of differing state law.

Virginia – “I am pleased to be patron of House Bill 1432, I am grateful for the indispensable assistance of AKTI in preparing and securing Committee passage of the bill, and I look forward to advocating for full passage of the bill during the 2017 General Assembly.” Delegate Ware. HB 1432 & SB 1347 will eliminate carry restrictions on automatic knives for lawful professional and recreational uses. Status: Passed both House and Senate committees. Learn More

Colorado – “AKTI thanks supporter John Bloodgood for his committee testimony and other organizations for their letters of support.” SB 17-008 legalizes sale and possession of automatic and gravity knives by removing them from the state definition of illegal weapons. Status: In Senate for vote. Learn more.

Georgia – SB 49 would increase legal length of a knife blade to carry from 5-1/2 inches to 12 inches. Status: In Senate Committee.

Illinois – SB 607 removes restriction on the sale, manufacture, purchase, possession and carry of automatic knives IF person possesses a current valid Illinois Firearm Owner’s Identification Card. Status: In Senate Committee.

Montana – HB 251 would remove knives with a blade length of 4 or more inches wholly or partially concealed from list of illegal concealed weapons. Status: In House

Texas – HB 790 would change definition of illegal knife and legalize an individual to carry concealed or open a dagger, dirk, stiletto or poniard. Status: Introduced

    ZEV Technologies, Inc. and Mega Arms, LLC Announce Merger

    Oxnard, CA – January 26, 2017 – Today ZEV Technologies, Inc. and Mega Arms, LLC announced their plans to combine the companies.

    American Knife & Tool Institute Announces House and Senate Committee Passage of Legislation to Remove Automatic Knife Restrictions in Virginia

    House Bill 1432 and Senate Bill 1347 Eliminate Concealed Carry Restrictions for Law-Abiding Citizens Using Automatic Knives for Professional and Recreational Uses


    January 25, 2017 – Cody, WY – The American Knife & Tool Institute (AKTI) announced this week the passage of HB 1432/SB 1347 by the Virginia House and Senate Committees on Courts of Justice. The legislation, conceived by AKTI and sponsored by Delegate Lee Ware, R-65, and Senator Bryce Reeves, R-17, will reform current state laws to authorize any person to carry an automatic knife concealed when such knife is carried for the purpose of engaging in a lawful profession or recreational activity the performance of which is aided by the use of an automatic knife. The bill also removes automatic knives from the list of weapons for which selling, bartering, giving, or furnishing is a Class 4 misdemeanor. The legislation now moves to the House and Senate floor for votes the next few weeks.

    “Ensuring that the Code of Virginia provides for the safety of the public, while not impinging on the rights, and needs, of law-abiding citizens is one of the most important obligations entrusted to a member of the General Assembly,” said HB 1432’s sponsor, Delegate Ware. “I am pleased to be patron of House Bill 1432, I am grateful for the indispensable assistance of AKTI in preparing and securing Committee passage of the bill, and I look forward to advocating for full passage of the bill during the 2017 General Assembly.”

    CDC Study: Use Suppressors To Reduce Noise Exposure

    The American Suppressor Association shared this press release with us. Anti-2A organizers have long wanted to use the Center for Disease Control and Prevention as source material to curtail gun rights. However, this report doesn’t follow their expected narrative.

    The question of increased access to firearms Suppressors is indeed a public health question. Their implementation as a standard, over-the-counter device would not only help preserve the hearing of gun owners, but also their dogs used for hunting as well as nearby livestock and wildlife. Additionally, the use of suppressors would lower the profile of firearms ranges and lead to a decrease in spurious nuisance complaints.

    Finally, with an increased market size, prices will come down and technological innovation will increase. Military and law enforcement will benefit from this boon, better protecting those serving, as well as the public.

    With the reintroduction of the Duncan-Carter Hearing Protection Act, suppressors have been thrust to the forefront of the national political debate. According to many traditional gun control advocates, firearms are not loud enough to cause hearing damage. They make definitive statements, like this one from a recent LA Times article, that, “there’s no evidence of a public health issue associated with hearing loss from gunfire.”

    To this end, they could not be more wrong.

    In a study from 2011 entitled Noise and Lead Exposures at an Outdoor Firing Range – California, researchers from the Centers for Disease Control and Prevention (CDC) found the following (see page 5):

    “THE ONLY POTENTIALLY EFFECTIVE NOISE CONTROL METHOD TO REDUCE STUDENTS’ OR INSTRUCTORS’ NOISE EXPOSURE FROM GUNFIRE IS THROUGH THE USE OF NOISE SUPPRESSORS THAT CAN BE ATTACHED TO THE END OF THE GUN BARREL. HOWEVER, SOME STATES DO NOT PERMIT CIVILIANS TO USE SUPPRESSORS ON FIREARMS.”

    If you still don’t believe that hearing loss is a public health issue associated with gunfire, and that suppressors help hunters and recreational shooters reduce their exposure to dangerous noise levels, there is likely nothing that we can say that will change your mind. Just know that the correct term for your opinion is willful ignorance.
