US Army Announces Intent To Award 3 Additional Sole Source Contracts For Sub Compact Weapons

Last month, Project Manager – Soldier Weapons (PM-SW) queried industry about commercially available off-the-shelf (COTS) Sub Compact Weapons (SCW) In 9mm. The SCW is a highly concealable sub compact weapon system capable of engaging threat personnel with a high volume of lethal and accurate fires at close range with minimal collateral damage. An SCW includes but is not limited to functional weapon, magazines, cleaning kits, suppressors, specialized tool kit (if required), spare parts, slings, carrying cases, manuals.

Last week, they announced the intent to award firm fixed price sole source contracts to 10 companies. The weapons purchased will be evaluated to help inform current industry capabilities. What is learned will be used to create an SCW Capability Production Document for the Maneuver Support Center of Excellence, so that a solicitation may be crafted.

Currently, Personal Security Detail (PSD) made up primarily of Military Police, utilize pistols and M4 carbines. However, there is an operational need for additional concealability and lethality. Failure to provide the selected SCW for assessment and evaluation will leave PSD military personnel with a capability gap which can result in increased war fighter casualties and jeopardize the success of the U.S. mission.

On 15 June, PM Soldier Weapons stated it also intends to solicit and award sole source contracts to the following:

The AEGIS Pocket Survival Kit by Fire Water Survival

At Blade Show I met Craig Tonelli, owner of Fire Water Survival. He was showing the AEGIS Pocket Survival Kit, which boasts a rather unique combination of components.

When you first see it, it looks common enough, what with the 12 foot of 550 cord wrapping. But once you remove that, you expose what appears to be a metal capsule.

Turns out, it’s a collapsible metal cup which also stores the other components. In addition to the cordage and water purification capability, it also contains fishing kit, fire starter and cutting tool.

Former Wellco Executives Sentenced For Roles In Berry Compliance Violations

Former executives of Wellco, a US-based footwear manufacturer, pleaded guilty in January to either conspiracy to commit wire fraud or smuggling goods into the United States. The charges stem from the guilty parties’ scheme to manufacture boot components in China, destined for US military contracts and then assemble and pass them off as US made goods, in violation of the Berry Amendment which requires textile products to be produced domestically from US materials.

Recently, most of the conspirators were sentenced.

The former CEO of Wellco, Vincent Lee Ferguson of Knoxville, TN, pleaded guilty to conspiracy to commit wire fraud. He has yet to be sentenced.

Former Sr VP of Sales, Matthew Lee Ferguson of Geneva, IL, pleaded guilty to conspiracy to commit wire fraud. Sentenced to six months in prison.

Former Marketing Director, Kerry Joseph Ferguson of Houston, TX, pleaded guilty to conspiracy to commit wire fraud. Sentenced to six months in prison.

Former Wellco Operations Manager, Stephanie Lynn (Ferguson) Kaemmerer of Knoxville, TN, pleaded guilty to smuggling goods into the United States. Sentenced to five years probation.

Former VP of Govt Contracting, Neil Streeter of Warren, MA, pleaded guilty to smuggling goods into the US. Sentenced to five years probation.

Former Dir of Distribution and Logistics, Matthew Harrison Martland, pleaded guilty to aiding and abetting the altering of country of origin marks. Maryland was sentenced to six months probation.

The current ownership of Wellco, Original Footwear Holdings, also owns Altama and cooperated with the government throughout the investigation. Altama is an SSD advertiser.
