GM Defense Canada Receives Contract Award from Canadian Armed Forces for Modern Light Tactical Vehicles

GM Defense Canada anticipates delivery of first vehicles five weeks after contract award

OSHAWA, Ontario — GM Defense Canada, a subsidiary of GM Defense, has been awarded a C$35.8 million contract by the Canadian Armed Forces (CAF) for 90 light tactical vehicles (LTVs), with an option to procure up to an additional 18 LTVs. GM Defense Canada will also deliver training, technical manuals and additional vehicle content sourced from Canadian companies.

As part of the contract, GM Defense Canada is providing both nine-passenger LTVs and a new utility variant of the LTVs that leverage the design of a proven solution currently fielded with the U.S. Army. GM Defense Canada’s LTVs will support the NATO Enhanced Forward Presence Multinational Battlegroup in Latvia. The vehicles will enable Soldiers to move with increased speed, range and safety across complex terrain.

Minister Blair Announces $35.8 Million Investment to Equip Canadian Troops in Latvia with 90 New Tactical Vehicles

• The Canadian Army’s Light Force infantry soldiers will be the primary users of the Light Tactical Vehicles and Tactical Mobility Platforms.

• The Light Forces Enhancement Project is split into two phases, and each will have a separate, competitive bidding process, which means different vehicles could be procured during each phase. Timelines for the second phase of this project will be confirmed as work progresses.

• The life expectancy for the new fleet is estimated at 15 years.

• Canada’s Industrial and Technological Benefits (ITB) Policy was applied to the LTV project in order to leverage economic benefits and grow the Canadian defence industry. GM Defense Canada Company will make targeted investments and business activity in Canada equal to the value of the contract.

• GM Defense Canada Company’s economic commitments are estimated to contribute $8.5 millionannually to Canadian GDP and create or maintain 60 jobs annually over a five-year period.

Today, the Honourable Bill Blair, Minister of National Defence, announced that Canada is investing $35.8 million(including taxes) to deliver 90 LightTactical Vehicles (LTVs) to Canadian Army personnel deployed in Latvia under Operation REASSURANCE – Canada’s mission in support of NATO’s assurance and deterrence measures.

This announcement comes as Canada’s military footprint in Europe, including Latvia, is growing. As the Framework Nation for NATO’s Multinational Battle Group Latvia, soon to expand to NATO Multinational Brigade Latvia, Canada will have more than 2,200 soldiers persistently deployed by 2026.

Through this procurement and other key investments, Canada is doing its part to help scale up the multinational NATO Battle Group in Latvia to a full-size brigade – strengthening our defensive and deterrent posture on the Alliance’s eastern flank. We will always do what it takes to provide Canadian Armed Forces members with the tools that they require to accomplish their increasingly vital missions.”

This new fleet of vehicles will enable the Canadian Army to operate more effectively in complex terrain and isolated locations that larger vehicles cannot access. They will also be used to transport combat equipment, which will reduce the loads carried by individual soldiers.

To deliver these vehicles, Canada has finalized a contract with GM DefenseCanada Company of Oshawa, Ontario, for 36 cargo and 54 personnel variants of the vehicle. The personnel variant is designed for teams of up to nine soldiers, while the cargo variant is designed for two to four soldiers and larger cargo. Light Forces equipped with a combination of cargo and personnel variants will be able to carry weapons, personal effects, and combat supplies for 72 hours of self-sufficient operation.

The contract also includes integrated logistics support and up to two years of spare parts for the LTV fleet, as well as an option to procure up to an additional 18 LTV. The vehicles will be based on an off-the-shelf design so that they are delivered as quickly as possible.

Our Light Forces can be called to deploy on very short notice in any type of environment and the Army has been seeking that type of platform in larger numbers for many years. Once received, we intend to deploy most of these vehicles to Latvia in the fall. By being positioned on the eastern border of the Alliance, these platforms will enable the quick projection of a light infantry battle group to Latvia to reinforce the Forward Land Forces (FLF) Brigade led by Canada. Through this investment, the CA is not only improving its operational readiness, but is also enhancing its deterrence posture on the eastern flank of NATO.”

The first five vehicles are expected to arrive in Canada later this month, and will be used as the training fleet. Initial Cadre Training by the Canadian Army is expected to begin in late August 2024, with the remaining vehicles expected to arrive in Latvia by early October 2024.

The LTV contract is the first phase of the Light Forces Enhancement (LFE) Project. LFE will deliver a specialized, new wheeled off-road vehicle capability to the Canadian Armed Forces’ Light Forces – which are rapidly deployable and optimized for terrain and conditions not suited to mechanized forces.

The LFE Project Phase 2 will see up to 222 Tactical Mobility Platforms – also in cargo and personnel variants – and up to 23 light trailers, delivered to CA Regularand Reserve Forces in Canada. As the LFE project is in two phases, each will have a separate, competitive bidding process, which means different vehicles could be procured during each phase.

OKSI Awarded USSOCOM and AFRL Contracts for Precision Guidance Seeker for Munitions

APKWS is a guidance kit for the 2.75 inch Hydra-70 rocket. Secret Service Seeks Precision Bolt Action Rifle System

The United State Secret Services (USSS) has issued a solicitation for a Precision Bolt Action Rifle System consisting of a multi-caliber rifle, for use in all environmental conditions. What’s more, the weapons system must be offered in a Right and Left-hand configuration. Additionally, It has to be an off-the-shelf rifle, commercially available and in serial production.

The required calibers are 300 Winchester magnum, 300 Norma Magnum, 300 Precision Rifle Cartridge, and .308 Winchester. The rifle must have a single stage trigger and the metal parts must have a subdued, rust/corrosion resistant finish.

The rifle must be accurate within 1 MOA. It can weigh no heavier than 16 pounds, 0 ounces without accessories (300 Winchester Magnum configuration).

All weapons procured under this contract shall be of new manufacture and offerers have to be the OEM manufacturer. Rebuilt, overhauled, remanufactured, or “seconds” shall not be accepted.

Furthermore, offerers cannot submit more than two (2) specific nomenclature model firearms from each contractor shall be submitted for solicitation testing and considered for contract award. There are no set asides, making this a full and open competition.

Although they are asking for a multi-caliber option, the deliverables for the down select specify a rifle chambered in 300 WIN MAG it must come with one magazine, an extra chassis and a suppressor.

They’ve already selected a suppressor, the Thunder Beast Arms Magnus-SR 30 caliber Suppressor, with secondary retention non-timed brake (SR NTB). Interestingly, if a candidate rifle fails utilizing the requested suppressor a Thunder Beast Arms Ultra 9 shall be installed and tested. If the rifle fails with the Ultra 9 then the submission will be eliminated.

The ammunition used for PHASE II evaluations will be Berger 300 Winchester Magnum 215 gr Hybrid target load or Black Hill Ammunition 300 Winchester Magnum 210 gr Sierra OTM and be supplied by the USSS.

Test firing during the down select will be accomplished by a minimum of four shooters selected from a cross section of USSS end users and all shall be qualified Law Enforcement personnel. So as not to influence the shooters, the weapon manufacturer and model information markings will be obscured from user (via duct tape).

Additionally, during the down select evaluation, the candidate rifles will be mounted with an Nightforce ATACR – 7-35x56mm scope or equivalent.

US Army’s Long-Range Hypersonic Weapon Battery Debuts in Resolute Hunter Exercise

JOINT BASE LEWIS-MCCHORD, Wash. — The U.S. Army’s Long-Range Hypersonic Weapon Battery, part of the 1st Multi-Domain Task Force, made history by participating in Exercise Resolute Hunter 24-2, a joint, combined exercise on the base from June 25-27, 2024. This exercise marked a significant milestone, as it was the first time the Army’s hypersonic capability was integrated into the bi-annual joint training exercise.

Hosted by the Naval Aviation Warfighting Development Center at Naval Air Station Fallon, Nevada, Resolute Hunter 24-2 is the Department of Defense’s only dedicated battle management, command and control, intelligence, surveillance and reconnaissance exercise. This year’s event brought together three participating nations and four joint services for a three-week training exercise.

Building on this achievement, Col. Charles Kean, commander of the 1st MDTF, emphasized the importance of this exercise, stating, “these scenarios provide invaluable sets and repetitions that build upon and reinforce the steadfast integration of MDTF capabilities in the broader partnered joint all-domain construct.”

The exercise demonstrated the battery’s ability to integrate with higher joint echelons and sustain operations over an extended period. Bravo Battery, 5th Battalion, 3rd Field Artillery (Long Range Fires Battalion), 1MDTF, successfully employed its force package for over 72 hours, showcasing the long-range hypersonic weapon digital kill chain in collaboration with joint partners and providing real-time situational awareness to the joint command post.

Capt. Jennifer Lee, commander of Bravo Battery, highlighted the significance of the exercise, stating, “Exercise Resolute Hunter 24-2 demonstrated the critical role of landpower and the Army’s indispensable contribution to joint operations. I’m proud of our team’s commitment to excellence and their ability to adapt and innovate in a complex and dynamic training scenario.”

The Army’s long-range hypersonic weapon development has been a long-term effort, with Soldiers contributing to the prototyping process since 2019. After receiving the initial hardware delivery in March 2021, the unit initiated new equipment training in September 2021, which consisted of four three-week iterations. The fielding process was completed by the end of fiscal year 2023, enabling Soldiers to train on the equipment, create doctrine, and develop new tactics, techniques and procedures.

In February 2023, the unit deployed the capability more than 3,000 miles away to Cape Canaveral, Florida, in the system’s longest recorded overland movement to date, as part of Exercise Thunderbolt Strike, demonstrating the Army’s ability to rapidly deploy the hypersonic capability.

Since then, the unit has participated in several other named and joint exercises, with Resolute Hunter being the latest.

As a theater-level unit and joint force enabler, assigned to the Indo-Pacific, the 1MDTF plays a vital role in synchronizing long-range precision fires layered with long-range precision effects to create multiple dilemmas and neutralize adversary anti-access and area denial networks. The 1MDTF’s proven innovation, agility and lethality have led the Army to direct five full MDTFs in strategically significant locations worldwide.

Tacpickel, The Helmet Spike
