Tactical Products Group Executives Found Guilty In Federal Court of Providing Faulty Armor, Swapping Tags

Tuesday, February 12th, 2019

Late last summer, Tactical Products Group, LLC (TPG) CEO Dan Thomas Lounsbury, Jr and Vice President for Sales and Federal Contracting Andres Lopez-Munoz were indicted by the US Government for conspiracy to defraud the government with respect to claims and wire fraud. Lounsbury is additionally charged with false, fictitious, or fraudulent claims.

Last week, they stood trial in the Eastern District of Virginia and were found guilty on charges of conspiracy, making false claims on the United States government, and wire fraud.

In 2012, TPG was selected as a sub-contractor to Triple Canopy on a contract to provide certain goods, including 10 sets of hard body armor plates, to the United States government.

The Government had requested a specific type of plate, and Lounsbury and Lopez-Munoz both knew that no substitutions were allowed. Furthermore, Lounsbury and Lopez-Munoz both knew that these plates were intended to protect government personnel in the field. Nevertheless, Lounsbury and Lopez-Munoz worked together to procure cheaper substitute plates, none of which were military-tested, and some of which were far outside of their warranty period. To get the United States government to accept and pay for these plates, Lounsbury and Lopez-Munoz had fake labels created and placed on the armor, falsely representing the plates to be the specific type that the government had ordered.

Lounsbury and Lopez-Munoz face a maximum penalty of 20 years in prison when sentenced on May 10. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

Major contract award demonstrates continued confidence in Med-Eng to successfully deliver Army programs

Supports highly-skilled manufacturing jobs in northern New York for up to four years

OGDENSBURG, New York – Med-Eng, LLC, a company of The Safariland Group, today announced it has been awarded a four-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply the United States Army with its 2nd generation Advanced Bomb Suit (ABS II) to protect the lives of front line soldiers conducting Explosive Ordnance Disposal (EOD) operations. Program Executive Office (PEO) Soldier selected Med-Eng following a comprehensive and competitive process that evaluated protection levels, operational capabilities, human factors considerations and other requirements. Under the contract, which has a maximum value of $47 million, the Army may procure up to 1,641 Med-Eng® bomb suits during the four-year term.

“We are honored and very excited that the Army has re-affirmed its trust in Med-Eng to develop and provide proven solutions against blast threats, including Improvised Explosive Devices (IEDs),” said Rob Reynolds, vice president and general manager, Med-Eng. “Selecting Med-Eng demonstrates PEO Soldier’s continued confidence in our ability to develop an integrated suit and helmet ensemble that will provide the protection, mobility, situational awareness and technical capabilities best enabling US Army EOD operators to successfully complete their missions on the battlefield.”

Med-Eng has been providing the Army with its current fleet of ABS bomb suits since 2002. The ABS II ensemble takes advantage of new protective materials and technologies that will directly benefit EOD teams, including significant weight reduction; improved protection against blast overpressure, fragmentation, impact and heat; voice-activation of all helmet features to keep the operator’s hands free; improved ventilation to mitigate heat stress; and a user-centric design to improve ergonomics and physical flexibility.

Fulfillment of the contract will support highly skilled manufacturing operations in Ogdensburg, New York, where Med-Eng currently produces bomb suits for all four branches of the U.S. Armed Forces, as well as for state and local law enforcement bomb squads, and are used across the United States and abroad.

Our Minimal Plate Carrier’s™ (MPC™) is designed to reduce bulk and visual printing when worn under clothing. It is constructed of a composite Velcro®loop outer material to allow for versatile kit configurations and incorporates MOLLE compatible features as well. Mission Spec Releases XL Version of the EC2 Plate Carrier

Tuesday, January 29th, 2019

Mission Spec has released the EC2-XL™, the larger version of the standard Essentials Carrier 2.  As the name implies this carrier is designed specifically for XL sized (e,x)SAPI (or like) armor plates (not included).

Just like the standard sized version, the EC2-XL includes native support for industry standard chest rigs (with the addition of 2 QASM buckles), dual tourniquet holders, dual pen/chem-light/medical gloves storage, cable and hydration routing options, rear pack hangers, and simulated PALS sewn into the semi-elastic side straps for extra MOLLE pouch support. Excluding armor, the EC2-XL weighs 29 ounces and is constructed from 1000D CORDURA (500D for MultiCam; Black, Arid, Tropic).

The video was produced for the standard sized EC2.

The EC2-XL is fully compatible with other Mission Spec products such as ShoulderSavers™ (all versions), FlankSavers™, and MagRack5™. Inserted armor is always kept at the highest possible position inside of the plate bags due to the EC2-XL’s armor suspension system.  All armor weight bypasses the CORDURA® layer and is loaded directly onto the internal webbing structure.

Available now in the entire line of standard colors and patterns offered by Mission Spec.  Custom colors and patterns along with other customizations are possible on a case by case basis. Contact Mission Spec if needed. 100% designed, tested, and manufactured in the United States with US sourced components and Berry Compliant.
