FN Wins Contract to Supply M240 Machine Gun Receiver Assemblies

We’re pleased to announce that the company has been awarded an indefinite quantity, indefinite delivery (IDIQ) contract, valued at up to $10.6 million, by Defense Logistics Agency (DLA) to supply complete receiver assemblies for the M240 machine gun over a five-year period ending in 2024. Work will be performed at FN’s Columbia, South Carolina production facility to support the U.S. Army.

HSGI to Provide 30K TACO Pouches as Part of H&K’S SDMR Contract

SWANSBORO, NC, July 31, 2019 – High Speed Gear® has been contracted to provide Heckler & Koch® with more than 30,000 rifle TACO® pouches as part of their fulfilment of the Army squad designated marksman rifle contract. The TACO® MOLLE pouch was chosen for its functionality, versatility and retention.

The TACO® will handle any type of rifle magazine. This unique pouch uses injection-molded polymer sides, 1000D Cordura® front and back, and shock cord lacing to securely hold almost any rifle magazine. The TACO® maintains a positive, adjustable grip on its contents without additional securing systems and deploys easily and silently on demand.

Leupold & Stevens Submits GAO Protest On USSOCOM’s S-VPS Program

Earlier this week, optics manufacturer Leupold & Stevens submitted a GAO protest of the U.S. Department of the Navy Surface Warfare Center Crane Division’s recent contract modification published on 18 July 2019, to the internal reticle under Solicitation No. N00164-18-R-JQ30 (“the Solicitation”) and Contract No. N00164-18-D-JQ30 (“the Contract”) for Miniature Aiming Systems-Day Squad-Variable Power Scopes (Second Focal Plane) to Sig Sauer, Inc. For this solicitation, Crane is working on behalf of United States Special Operations Command as their office of primary responsibility for lethality. SOF weapons and accessories as well as Visual Augmentation Systems are procured by Crane.

Leupold asserts that Crane improperly modified its contract with Sig Sauer and that the changes made to the contract were so substantial that the contract should be terminated and a new competition conducted for the modified requirements. The additional funding of the contract modification is so much when added to SIG’s winning bid that Leupold feels someone else would have been awarded the contract instead of SIG.

While the SIG Optics TANGO6T is at the heart of this action, it’s important to point out that the protest has nothing to do with performance. That hasn’t even been actually assessed yet as neither SIG nor Nightforce have delivered any production samples to the government. This is because USSOCOM decided to integrate a new reticle into S-VPS, the Tremor8.

When the program was created, a different reticle had initially been considered, but due to the adoption of 6.5 Creedmoor, SOCOM decided they wanted a bullet drop compensator reticle. Todd Hodnett had envisioned a new Tremor reticle and this was adopted, but in concept only. The reticle was sketched out on a napkin and included settings for 5.56 M855A1 as well as the new 6.5 CM round. Even when the optics had been selected and contracts awarded, the Tremor8 still did not exist. Just recently, months later, the reticle has finally been certified. Now that it has been certified, Nightforce and SIG can integrate the reticle into their scopes and deliver samples to the government for acceptance testing.

Both Nightforce and SIG will have to pay a license fee to include that reticle in the scopes the government will purchase, even though Nightforce shares an owner with Tremor8 creator Horus.

SIG’s winning submission to S-VPS (SFP) incorporated a proprietary wire reticle. While this was selected, SOCOM later decided they wanted an etched, illuminated Tremor8 reticle.

The additional cost of the integration of the Tremor8 into the SIG TANGO6T is what Leupold is protesting. Did the government violate its own requirement when it selected the SIG optic as submitted, or did the government select a product based on its own requirement and then direct the vendor to make changes which were costly? That is the heart of the question at hand. GAO will investigate the matter and make a determination. Possible outcomes are the status quo, a new solicitation, no procurement at all, or SIG being paid for at least a portion of the contract and a new solicitation being issued.

US Secret Service Adopts Glock 19 MOS Gen 5 in 9mm

Earlier today in an internal message to the Secret Service, Director James Murray announced the adoption of the same technology as recently selected by the US Customs and Border Protection, the 9mm Glock 19 MOS Gen 5.

Everyone in Secret Service, including uniformed division members, will be issued the G19 MOS Gen 5 9mm to replace their current SIG 229 pistol in .357.

Additionally, SOD will issue the G47 MOS Gen 5 and G26 Gen 5 in 9mm.

Members will receive new equipment training and be issued the new sidearm along with Pistol light and Holster.

The weapons will be purchased off of the CBP contract and transition will be completed by 2021.

KDH Defense Systems Awarded Another $40 Million in Orders from the US Armed Forces

Eden, NC, July 30, 2019 – KDH Defense Systems, Inc. (“KDH”), a leading manufacturer of American-made, high-performance protective solutions, announced today it has been awarded two separate delivery orders from the U.S. Army totaling approximately $40.0 million.

KDH received a $31.5 million delivery order as part of contract number W91CRB-15-D-0021 from the Army Contracting Command to produce the Modular Scalable Vest (“MSV”) Generation II. KDH also received a delivery order valued at $9.0 million from the Army Contracting Command to produce the Blast Pelvic Protectors (“BPPs”). These are new fair opportunity awards stemming from the contracts the Company initially won in 2015. All production will be performed at KDH’s state-of-the-art manufacturing facility in Eden, NC, with an estimated completion date of June 2020.

USSOCOM Selects Ops-Core for Coxswain Helmet

USSOCOM has announced a contract award of $95 million to Gentex, owner of Ops-Core for the SPEAR Family of Tactical Headborne Systems Coxswain Helmet System.

The SPEAR Family of Tactical Headborne Systems Coxswain Helmet System consists of a non-ballistic helmet system with modular accessories which will consist of a visor, ballistic mandible, non-ballistic (i.e. impact) mandible, and two piece ballistic appliqué. Additionally, the helmets incorporate a variety of VAS Shrouds, Helmet Covers, Accessory Rails, Pads, Exterior Velcro sets, and Peltor Adapters.

The helmets will be procured in five sizes in Tan, Neutral Grey, AOR 1, AOR 2 and MultiCam.

Last week, Program Manager Special Operations Forces which is located at the U.S. Army Combat Capabilities Development Command (CCDC) Soldier Center at Natick, MA, issued a sources sought notice for a Maritime Backpack Suite.

For the purpose of this RFI, a Maritime Backpack Suite consists of:

Team Wendy Releases Next Generation Carbon Helmet

Canadian Department of National Defence Selects EXFIL® Carbon in Recent Tender

Cleveland-based Team Wendy® announced the release of key updates to its EXFIL® Carbon helmet today, including an enhanced Zorbium® foam liner system and updated sizing options. These updates allowed the helmet to fulfill the necessary requirements sought by the Canadian Department of National Defence (DND) in its tendering process, and Team Wendy won the contract with the department.

The Canadian DND will issue the EXFIL Carbon helmet over a five-year period to operators including the DND Naval Boarding Parties and other units within DND, as well as the Royal Canadian Mounted Police tactical teams and other provincial and municipal teams. The tender was secured by 911 Supply, an authorized Team Wendy dealer in Canada.

“Given our vast experience in the design and development of helmet systems, we understand how critical the liner system is to maximize impact performance while maintaining comfort, allowing the operator to wear the helmet for long periods of time without notice,” said Jose Rizo-Patron, CEO of Team Wendy. “We were excited to revisit the EXFIL Carbon’s liner offerings to improve comfort and ease of installation while increasing its protection. We’re thrilled that this updated offering was preferred by the Canadian DND and are honored to help protect our neighbors and allies to the north.”

The following improvements will be incorporated in all EXFIL Carbons sold moving forward:

• A newly designed Zorbium foam liner that exceeds ACH Blunt Impact requirements per AR/PD10-02, 16 Dec 13, transmitting less than half the required G force across multiple impacts in all environmental conditions. Replacing the helmet’s previous liner options, the system comes standard with three impact liner pieces and eight adjustable comfort pads for optimal fit and comfort.

• An additional shell size option provides a broader fit range and increased comfort.

• A full mohawk Velcro® patch along the crown of the helmet, similar to that on the EXFIL Ballistic and EXFIL Ballistic SL, allows the user more room to mount accessories.

In addition to exceeding ACH Blunt Impact requirements, the EXFIL Carbon also exceeds the shock absorption requirements of BS EN 1385:2012 (whitewater).

The bump helmet is offered in three colors (black, coyote brown and MultiCam®) and two sizes for ease of procurement: size one (M/L) and size two (XL). The recent improvements made to the helmet will not affect its price; it continues to retail at $585.87.
