Defence Material Organisation is seeking a Contracts Manager for their Soldier Systems program. The position is with the Clothing Systems Program Office (CLOSPO) is part of Integrated Soldier Systems Branch within Land Systems Division of the Defence Materiel Organisation. CLOSPO is responsible for approximately 4,000 distinct products all of which are available in numerous sizes and variations. Overall, CLOSPO manages more than 20,000 lines of inventory.The Contract Manager is part of a team responsible for planning and managing the acquisition and introduction into service of an assigned equipment in support of Australian Defence Force (ADF) Capability. The successful candidate will be responsible for the planning and management of the activities that are required to manage the solicitation (including requesting and evaluating tenders) and assisting with the management of contracts.

DMO Contract Manager – Soldier Systems
The Army has finally released the Camouflage Improvement Effort solicitation. The solicitation closes at 1PM on 31 May 2011. In 45 days potential offerors must submit their design concepts. Following this will be a multi-phase effort to search for a new family of camouflage patterns consisting of woodland, desert, multi-terrain or transitional patterns in addition to a possible fourth pattern for field equipment such as armor and packs. The final decision won’t be made for two years and Soldiers will be stuck in the current ill-suited UCP for that entire time as well as well into a transition period. Based on this course of action, we could see UCP being used for another three to five years despite the availability of more effective patterns.
US Army Camouflage Improvement Effort Solicitation
Notes to industry and those that fancy themselves camouflage barons: The Army is placing a lot of emphasis on technical performance. From the solicitation, “Technical Area is the most important of all the areas; the Technical Area is more important than the Management/Production Readiness Area; the Management/Productin (sic) Readiness Area is significantly more important than the Contract/Cost/Price Area; the Contract/Cost/Price Area is more important than the Past Performance Area; the Past Performance Area is more important than the Small Business Participation Plan. Area I – Technical Factor A is more important than B. Area II – Management Factor A is significantly more important than B, and Factors B and C are of equal importance. To receive consideration for award, a rating of no less than “Acceptable†must be achieved for all areas. Offerors are cautioned that the award may not necessarily be made to the lowest price offered.” You are not going to win this on lowest cost. So make it count.
We know that the Secretary of the Army signed off on the Army Camouflage Improvement Effort earlier this week and at yesterday’s media roundtable hosted by PEO Soldier BG (P) Peter Fuller, he stated that it would be released today. So, the question is, what time and how will the delays affect the timeline? In the big scheme of things these few weeks are really pretty minor. Rather, industry’s concern is if they will still have as long as was originally mentioned to complete their submissions.
On another camouflage note, look for the phrase, “befowled globe” to rear its head soon.

It’s official. We received word this afternoon from those close to the program that the solicitation has been delayed due to scheduling conflicts related to briefing key Army decision makers. We still expect the solicitation to be released very soon. In fact, it could go very soon as a decision based on a paper copy of the briefing may be reached over the weekend.
Chalk it up to an internet April Fools prank, but the murmurs now circulating that the Army has canceled the Camouflage Improvement Effort solicitation are FALSE. The solicitation has NOT been canceled. We still expect the solicitation to be released, even if it is not today for some reason.
According to PEO Soldier, we should expect to see the Army Camouflage Improvement Effort Solicitation released sometime today. It had been delayed twice due to staffing issues. This is a project that is being briefed all the way up to the Secretary of the Army so there can be delays along the way due to scheduling conflicts. It’s to be expected. The original time line briefed at the Industry Day was very aggressive so it comes as no surprise to see some slip. Whether it is released today or not, don’t let these slight pauses lead you to believe that this thing has lost steam. You can be assured that, as soon as we have word it is out, we will let you know.
