DAF ACT Contracting Executes N95 Mask Production for DoD

The Department of the Air Force’s Acquisition COVID-19 Task Force (DAF-ACT) executed a $126 million contract on May 1 for expanded production of N95 masks—26 million per month—starting in October. The contract, awarded to 3M, will increase the supply chain of N95 masks and resupply the Strategic National Stockpile following increased demand due to COVID-19.

Coordinated through the Office of the Under Secretary of Defense for Acquisition and Sustainment Joint Acquisition Task Force (JATF), and funded through the CARES Act, the contract increases N95 mask production by at least 312 million within the next twelve months. 

A team of contracting officers at the Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, finalized the deal.

“As an Air Force contracting professional, it’s always a great feeling when you are able to help secure a critical investment in U.S. manufacturing capacity for items that will serve a greater good,” said Nathan Shrider, AFLCMC contracting officer. “It’s an honor to serve with such a dedicated team that is making a difference.”

3M has already placed orders for raw material and two new N95 manufacturing lines. To meet increased production capacity, 3M plans to expand its facility in Aberdeen, South Dakota, and also perform initial production in Wisconsin.

Roper established the DAF-ACT across the service’s acquisition enterprise to execute requirements from the JATF and to collect and consolidate funding requests needed to recover programs from COVID-19 impacts.

Point Blank Enterprises Company Awarded Enhanced Small Arms Protective Insert (ESAPI) Contract

USSOCOM Issues 5-Year Science & Technology Broad Area Announcement

The United States Special Operations Command, Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L), Directorate of Science and Technology (S&T) has issued a new Broad Area Announcement to industry, communicating its investment strategy in FY21 and beyond which focuses on SOF modernization development efforts that include more encompassing, disruptive technology efforts that are larger in scope and meet the demands of the strategic vision and Future Operating Environment (FOE). USSOCOM will continue making some investments in Special Operations Forces (SOF) enhancements in the programs of record. USSOCOM employs capabilities in all domains: terrestrial, maritime, air, space, and cyber.

SOCOM desires advancements in technology across six capability focus areas which are directly aligned with the USSOCOM Capability Planning Guidance:

• Biotechnologies and Human Interface

• Hyper Enabled Operator

• Network and Data Management

• Next Generation Effects

• Next Generation Intelligence Surveillance and Reconnaissance

• Next Generation Mobility

They are interested in receiving white papers from all responsible sources in industry, academia, individuals, Federally Funded Research and Development Centers, National Laboratories, and Government laboratories capable of pursuing, developing and evolving disruptive capabilities that must be made available to the SOF Operator within the next five to seven years in order to achieve mission success in the Future Operating Environment (FOE). That environment will be austere, with SOF operating on their own, or with very little support.

That includes satellite denied/disrupted environments, under threat of targeting by high?end military capabilities, including Weapons of Mass Destruction, where the Cyber and Electronic Warfare domains are contested and increased scrutiny is routine. The Future Operating Environment (FOE) is a world of “Convergence”: the point where the gap between non-state and state actor capabilities diminishes and the threat to force and mission success increases significantly. Core SOF missions such as Direct Action, Counterterrorism, Security Force Assistance, Counter Proliferation of Weapons of Mass Destruction and more are not expected to change significantly; however, the operational environment in which these missions will be executed is changing in accordance with global themes and trends. SOF missions will not significantly change, but the environment in which they are conducted is, and will continue, to change significantly.

The SOF Operator remains the central focus of all efforts and is the subject of a dedicated program. In order to negotiate this environment, SOCOM envisions a Hyper Enabled Operator (HEO) who is a SOF professional empowered by technologies that accelerate tactical decision making by increasing situational awareness and reducing cognitive workload.

No single technology will independently make operators hyper enabled. Instead, operators will become hyper enabled through the integration of technologies. More specifically, the Hyper Enabled Operator will have technologies which permit the persistent, near?real?time collection of data; the rapid, automated distillation of those data into mission relevant information; the dissemination of that information to the personnel who require or can best use it; the presentation of that information in easily understandable formats and user?friendly modalities; the ability to use that information to select, direct, and implement tailorable, non? lethal and lethal effects to best meet mission objectives; all while maintaining freedom of movement and tactical invisibility. Thus, S&T seeks white papers in the areas of Next Generation Intelligence Surveillance and Reconnaissance, Networking and Data Management, Biotechnology and Human Interface, Next Generation Effects and Precision Strike, and Next Generation Mobility and Signature Management to build the Hyper Enabled Operator.

Offerors who wish to be considered for award in the fiscal years 2020 and 2021 must submit white papers on or before 21 May 2020, at 11:00 a.m. EDT,

This BAA will remain open for 5 years until 31 December 2025, unless superseded, amended, or cancelled.

Ok, it’s a cheap shot, but SAMS is still a beta even though both industry and government rely on it for procurement notifications. That thing is a trainwreck.

Route Clearance System: Bundeswehr Awards Rheinmetall Supplementary Procurement Order for EOD Equipment

Rheinmetall has been awarded a supplementary procurement order by the Bundeswehr to supply four Route Clearance Systems. The order is worth a figure in the lower two-digit million-euro range. Signed in December 2019, the contract is set to run for approximately four years.

Under the contract, Rheinmetall will be turning five Fuchs/Fox 1A8 wheeled armoured transport vehicles into operator team vehicles, and converting four Wiesel/Weasel 1 airmobile weapons carriers into tracked detector platforms. The scope of delivery also encompasses seven reserve dual sensors with transport and storage racks, together with logistical support. The dual sensor, a key component of the Route Clearance System, is a new version purged of obsolescent elements.

It was in 2011 that Rheinmetall first supplied the Bundes¬wehr with seven Route Clearance Systems as part of the Heavy Explosives and Ordnance Demolition Platoon. A complete system consists of five vehicles configured for the following tasks: detection and clearance of landmines and improvised explosive devices, command, and transport.

The remotely controlled Wiesel/Weasel features a newly developed, integrated dual sensor with ground-penetrating radar as well as a metal detector. Its task in the so called DEU Route Clearance System is to detect landmines and IEDs on sections of road as well as in off-road terrain.

Equipped with operator consoles for controlling the vehicles and systems for evaluating the dual sensor signals, the Fuchs/Fox 1A8 armoured transport vehicle serves as a mobile, highly protected command post.

Ordered separately, the ordnance verification vehicle is tasked with remotely controlled inspection of suspicious objects. An integrated video system lets operators onboard the Fuchs/Fox command vehicle monitor the situation on the ground at all times.

The vehicles of the DEU Route Clearance System are transported using Multi FSA trucks made by Rheinmetall MAN Military Vehicles (RMMV).

Marine Corps Soliciting Proposals for New Hearing Enhancement Device

MARINE CORPS BASE QUANTICO, Va. —

The Marine Corps is asking for industry’s help in providing enhanced hearing protection to Marines.

On April 22, Marine Corps Systems Command released a Request for Proposals for a suite of hearing enhancement devices that interoperate with the Enhanced Combat Helmet and Marine Corps tactical radios. The technology will increase Marines’ situational awareness in a variety of training and combat environments.

“The program manager for Infantry Combat Equipment intends to purchase Hearing Enhancement Devices for every infantry and infantry-like Marine,” said Lt. Col. Bryan Leahy, MCSC’s Individual Armor team lead.

In fiscal year 2020, MCSC received $10 million Operation and Maintenance, Marine Corps funding to purchase hearing enhancement devices.

Per the RFP, the hearing enhancement devices must be rugged and adaptable to various environments, from cold weather to extreme heat. The system would allow Marines to wear hearing protection, yet still enable them to communicate and understand their surroundings.

PM ICE will assess the submissions to ensure compatibility with Marine Corps radios and the Marine Corps ECH. The systems must include versions that are both communication-enabled and non-communications enabled.

MCSC estimates the new hearing protection will be fielded to infantry units in fiscal year 2021. PM ICE will conduct New Equipment Training with each unit receiving the technology.

Provides added hearing protection

In addition to improving Marines’ situational awareness, the hearing enhancement devices will also offer additional hearing protection.

The hearing enhancement devices will complement the Combat Arms Earplug Generation IV—the Marine Corps’ current hearing protection system—by offering a secondary level of protection to further avoid hearing damage.

“The hearing enhancement devices and current earplugs provide double hearing protection, giving Marines more protection from extremely loud noises,” Leahy said.

Leahy believes the Hearing Enhancement Devices will serve as an important asset for Marines on the battlefield.

“Purchasing these devices is a clear indication of how the Marine Corps is investing into the warfighter and giving Marines an edge on the battlefield and in training,” said Leahy.

FN America and Colt Awarded M16A4 Foreign Military Sales Contract by DoD

Yesterday, the Department of Defense made the following announcement.

FN America LLC, Columbia, South Carolina (W56HZV-20-D-0024); and Colt’s Manufacturing Co. LLC, West Hartford, Connecticut (W56HZV-20-D-0025), will compete for each order of the $383,311,941 firm-fixed-price contract to provide M16A4 rifles for Foreign Military Sales (Afghanistan, Grenada, Iraq, Lebanon and Nepal). Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of April 28, 2025. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

Department of Defense Chooses 6.5 Creedmoor Ammo from Hornady

Grand Island, NE — A specialized group from the U.S. Department of Defense has purchased an undisclosed amount of 6.5 Creedmoor ammunition from Hornady for its long-range sniper platform.

The 6.5 Creedmoor was tested and selected for engagements from 0 to 1,200 yards.

The purchase agreement coincides with a Department of Defense decision to replace the MK13 bolt-action 300 Win Mag with a 20-inch semiautomatic AR-10 in 6.5 Creedmoor.

With less recoil, the change will provide enhanced accuracy and performance, as well as reduced ammunition and rifle weight, compared to the MK13 300 Win Mag.
