Elbit Systems of America Awarded $29 Million in Orders Under ID/IQ Contract to Upgrade US Army Pilots’ Night Vision Systems

FORT WORTH, TEXAS – JUNE 17, 2021 – United States Army active duty and National Guard rotary-wing aviation units will receive an upgrade to their AN/AVS-6 Aviator’s Night Vision Imaging Systems (ANVIS) with high performance white phosphor image intensifier tubes to be provided by Elbit Systems of America – Night Vision. The upgrade comes through recent orders with an aggregated value of approximately $29 million by the U.S. Army’s Program Executive Office (PEO) Soldier under an Indefinite Delivery/Indefinite-Quantity (ID/IQ) contract issued in 2020. The orders will be executed from the Elbit Systems of America facility in Roanoke, Virginia with deliveries through September 2021.

Under the orders, Elbit Systems of America will upgrade the U.S. Army active duty and National Guard rotary-wing aviation units’ AN/AVS-6 Aviator’s Night Vision Imaging Systems (ANVIS) with high performance white phosphor image intensifier tubes. The night vision upgrade to the U.S. Army fleet’s legacy ANVIS goggles will replace the existing green image intensification with high performance white phosphor image intensifier tubes. White phosphor enhances the ANVIS goggles as it presents visuals in black and white detail, which may appear more natural to the eye. The new image intensification tubes will also provide better contrast, along with high image resolution at greater distances for Pilots.

Tacteris Selected by DND to Develop military Logistics Software

Tacteris to provide adaptive logistics planning technology in support of Canadian Armed Forces (CAF) mission

CALGARY, Jun. 14, 2021 – Tacteris Systems (“Tacteris”), today announced that it was awarded a Phase 1 contract by the Canadian Department of National Defence (DND) to develop and deliver a software solution for the “Fast and adaptive logistics planning military missions” challenge of the Innovation for Defence Excellence and Security (IDEaS) program.

 Tacteris will develop Forte™, a secure, cloud-based application purpose-built for military logistics planning. Forte™ will address key capability gaps identified by DND, enabling planners to create baseline logistics plans and investigate the effects of foreseeable issues on those plans. The Forte™ application will be fully integrated with Tacteris’s existing Maestro™ technology which provides 3D mission planning, battle management, and situational awareness capabilities.

Boxers for Britain – Series Production Starts Exactly According to Plan at Rheinmetall’s Kassel Plant

Britain’s Boxer programme is on a roll: exactly according to plan, welding work began today for the fabrication of prototypes and subsequent series production of the Mechanized Infantry Vehicle (MIV).

Under the aegis of Artec GmbH, a joint venture of Rheinmetall and Krauss-Maffei Wegmann (KMW), this vital British wheeled armoured vehicle project is thus entering a decisive phase. Development of the four British configurations of the tried-and-tested 8×8 fighting vehicle began at the end of 2019. First milestones were already achieved in autumn 2020. As to the modular design of the Boxer vehicle the MIV Programme made use of already qualified solutions and design where ever possible. Therefore production of the first parts can be started already now.

Contracted by Artec, Rheinmetall will develop and fabricate first prototypes at its plant in Kassel, Germany. The prototypes will have content supplied by the United Kingdom, such as the remotely controlled weapon stations, generic vehicle architecture components, the local situational awareness system or the vehicle emergency lighting system. In addition, the first series vehicles will also be produced in Kassel.

Though series production will begin in Germany, the bulk of manufacturing activity will move to the United Kingdom in 2023, principally at the British plants of Rheinmetall BAE Systems Land (RBSL) and the KMW subsidiary WFEL. The vast majority of Boxer vehicles destined for the British Army will be built in the UK. Rheinmetall’s Kassel plant is actively pursuing the transfer of know-how – specifically its special welding expertise – to British colleagues at RBSL.

In total, the British Army is procuring over 500 Boxer vehicles, including Infantry Carrying Vehicle, Command & Control, Field Ambulance and Specialist Carrier variants. Delivery of the highly protected 8×8 armoured vehicles is slated to begin at the end of 2022.

Britain decided in 2019 to return to the family of Boxer user nations. In November of that year, the British Ministry of Defence placed an order to this effect with Artec GmbH via the European armament agency OCCAR. The order is worth around €2.6 billion (£2.3 billion). Artec GmbH is a consortium of Rheinmetall and Krauss-Maffei Wegmann (KMW). It will carry out the project on behalf of the British armed forces, with 50 percent of total order volume accruing to each partner.

The Boxer – versatile and battle-tested

The Boxer is a heavily protected 8×8 wheeled armoured vehicle. Its modular architecture enables a variety of variants unmatched by any other vehicle system. This multifaceted diversity underlies the Boxer’s rapid growth. Already today, new variants and upgrades are being planned. To date, some 1.200 vehicles in more than 20 different configurations are under contract by four NATO nations: Germany, the Netherlands, Lithuania and the UK. Moreover, Australia – a close partner of NATO – has ordered a total of 211 Boxer vehicles in several different versions.

Kassel – Rheinmetall’s centre of excellence for wheeled tactical vehicles

The German city of Kassel is home to Rheinmetall’s centre of excellence for wheeled tactical vehicles, whose expertise extends from development and prototyping to full-scale series production and logistical support throughout the product entire lifecycle.

High-performance wheeled armoured vehicles like the Fuchs/Fox transport vehicle and the jointly produced Boxer will continue in future to form the backbone of modern armed forces, thus contributing to the credibility of national and allied military readiness. Rheinmetall’s Kassel plant upholds a long and proud tradition of developing and producing first-class fighting vehicles. As they have for decades, state-of-the-art wheeled tactical systems continue to roll off the assembly lines at the Kassel-Mittelfeld industrial park – destined for the German Bundeswehr as well as the armed forces of friendly nations and partners like the Netherlands, Lithuania, Australia and the United Kingdom.

Krauss-Maffei Wegmann Acquires Stake in Milrem Robotics

The participation is an important step towards the formation of a “European Center of Excellence for Military Robotics”.

Tallinn, May 31, 2021 – The leading developer and manufacturer of military robotic land systems in Europe, Milrem Robotics, and the German systems house for main battle tanks and combat systems Krauss-Maffei Wegmann (KMW) have signed a strategic cooperation agreement. The contract provides for KMW to acquire a minority stake of 24.9% in Milrem Robotics.

Milrem Robotics will remain as an independent company.

Both companies announced they will work closely together in development of the European Center of Excellence for Military Robotics in Estonia.

The objective is to combine the know-how and expertise of both companies to develop innovative solutions to meet the requirements of future military missions involving the interaction of manned and unmanned systems.

“We intend to become the European centre of excellence for unmanned technology and robotics innovations. The partnership with KMW facilitates further innovations for future products and services, especially in the area of the teaming of manned and unmanned systems and sensor-to- shooter solutions,” emphasised Kuldar Väärsi, CEO of Milrem Robotics.

“KMW as the European market leader for land systems and Milrem Robotics as the European market leader for unmanned land systems are an excellent fit. Our collaboration gives us the opportunity to work on innovative and new solutions that will impact the future of the defence industry. In addition, further synergies are also expected from this cooperation in the context of KNDS,” says Horst Rieder, CFO of KMW.

The objective of the cooperation on the part of KMW is the integration of modern leading robotics systems into KMW’s technology systems.

How I Discovered Arktis

In the Spring of 1990, I was on the downhill side of a two year tour in Germany that had been involuntarily extended to 30 months due to lack of retainability. Rather than extending my enlistment and accepting an involuntary assignment to Fort Carson, I was waiting for my re-enlisted to window to open so I could go to Bragg. At the time I was working outside my SIGINT MOS as a radio operator in 3rd ID’s Long Range Surveillance Detachment and preferred to go to an airborne assignment rather than another heavy division.

I had picked up this copy of Soldier of Fortune magazine featuring a story about the British Pathfinders at Leighton Kaserne’s Stars and Stripes bookstore. In the story was a sidebar about the members’ kit with a couple of photos and it mentioned a company in Exeter named Arktis.

I was already highly interested in British aftermarket gear having obtained two books entitled, “Combat” and “Survival” which had been published in Great Britain and based upon the weekly serialized imprint called “Combat & Survival,” also on post.

Now that I had a company name, the real fun began. This was 1990, there was no internet to look things up, and I was relying on the very expensive German phone system to make overseas calls to the UK to track Arktis down.

I used phone booths during my search because it was easy to track how many German Marks I used for calls. You inserted as many as were needed for the call in the phone’s slot.

I eventually got on the phone with Arktis’ founder and proprietor at the time, former Royal Marine Major David Ross, OBE who had served in the Falklands. He explained that he had started the company due to his dissatisfaction with issue kit. And for me, his military service explained the location of the company in Exeter. Fortunately, I lived off post in an apartment so I could use the German Post for shipments rather than the US mail which would have resulted in any parcels heading from the UK to NY and then back to Germany and the unit mailroom.

David sent me a catalog and I shared it with the other members of my LRSD. I bought a 42 pattern chest rig and a few pouches. A few of the other guys bought 45 pattern chest rigs. At the time we could get away with wearing either OD or DPM pouches. DPM blended in pretty well with Woodland, but I always felt self conscious about it. Regardless, the gear was only worn in the field.

Not long after, I learned about another company called Special Air Sea Services and purchased a few things from them, including a smock. Another company I shopped was Survival Aids and this photo of an Arktis 42 Pattern rig comes from their catalog.

A few years later, David Ross sold the company and it has changed hands a couple of times, becoming Arktis Outdoor Products and now Arktis Limited. These days, it seems that they concentrate more on clothing than kit but they still produce a few of the original items that put the company on the map.

David also told me about the monthly version of “Combat & Survival” magazine and I set about to obtain a subscription for it as well, feeding my interest in kit for the remainder of my tour in Germany. Once I got back to the States, you could find the magazine on newsstand shelves for quite a while, right up until it ceased publishing a few years ago. I was quite the fan. After being assigned to Bragg, I even wrote a couple of articles for C&S myself.

AEC Skyline and Milrem Robotics Join Forces

Dutch defence company AEC Skyline and Europe’s leading robotics and autonomous systems developer Milrem Robotics signed a Memorandum of Understanding last week to cooperate in the development of unmanned systems.

The MoU that was signed by Stef Have, director of AEC Skyline Holding and Kuldar Väärsi, CEO of Milrem Robotics paves the way for joint development, testing and validation of products and software in the fields of activity of both parties.  

Under the teaming agreement AEC Skyline will act as an integration partner of Milrem Robotics products including the THeMIS and Multiscope unmanned ground vehicles as well as the Type-X Robotic Combat Vehicle. AEC will also engage with the Dutch Ministry of Defence as well as with potential civilian customers, primarily in the Netherlands.

With six THeMIS UGVs already being operated by the Royal Netherlands Army’s Robotics & Autonomous Systems unit under a concept development & experimentation (CD&E) scheme, both parties now aim to position Milrem Robotics’ solutions for future requirements of the Dutch MoD including the use of manned-unmanned teaming.

The parties are looking into requirements that might lead to the integration of new technologies and payloads including (tethered) UAS, sensors and armaments into UGVs. The companies are also analysing how UAS data can enhance AI and autonomous navigation solutions developed by Milrem Robotics and enhance their Intelligent Functions.

“AEC’s tethered drone technology is a welcome addition to the list of capabilities required in the development of the European Unmanned Ground System during the iMUGS project, which is why Milrem has invited AEC to contribute with their technology,” said Kuldar Väärsi, CEO of Milrem Robotics.

AEC Skyline’s director Stef Have added: “we look forward to contributing to Milrem Robotics’ range of products, adding significant systems integration expertise to the partnership while engaging with the end-user, both military and civilian.”

The companies have already identified counter-UAS technology and the development of a new integrated user interface as specific areas of cooperation.
