Engineering & Computer Simulations to Provide Training Solutions for the Profession of Arms Center of Excellence in Support of the US Air Force

February 20, 2020 – (Orlando, FL) – Mick Golson, Chief Operations Officer of Engineering & Computer Simulations (ECS), announced that the company will be providing training coursework for the Profession of Arms Center of Excellence (PACE). Awarded by the USAF as a one-year contract, this innovative PACE project supports organic learning and innovation within United States Air Force (USAF) squadrons and develops newly appointed command team members for their leadership roles. Joanne Barnieu, ECS Director of Instructional Science, and Joe Neubauer, ECS Project Manager/Subject Matter Expert, will lead the project.

This project supports the training initiatives of the Secretary of the Air Force (AF), Chief of Staff of the Air Force, and Chief Master Sergeant of the Air Force by delivering innovative training solutions to develop leaders and to support organic learning within AF squadrons. The course targets newly assigned members of the command team, such as AF Squadron Commanders, Superintendents, and First Sergeants, so that important concepts and principles are taught early and can be applied throughout their assignment.

Golson states: “Strengthening the skills and experience of our U.S. Air Force squadrons is critical and, for over 23 years, ECS has been honored to help train those who serve and protect our country. As an Air Force veteran, I’m very excited; new projects, such as this one for PACE, allow our team to grow as we look forward to the future.”

In the early stages of development, this program will present a high-level overview of Emotional Intelligence, Empathetic Listening, Team Building, and Followership. Hosted on an Air Force learning management system, it will include stand-alone micro learning content, facilitator guides, and lesson plans to support an integrated multi-disciplinary solution for a Squadron Command Team Product Line. The PACE course will include four 50-minute, online lessons and will be reinforced with stand-alone microlearning content that will be used following the initial course. Each of the lessons will teach necessary skills, using a structured framework, to inspire, change mindsets, motivate, and educate squadron leadership. 

Barnieu adds: “It is rewarding for our instructional team to provide organic learning opportunities that will achieve positive outcomes for our military service members. This type of project-based learning allows for the squadrons to train to their highest potential in order to successfully perform their missions throughout the world.  As a “proof of concept” project, we are delving into innovative solutions for leadership skills and look forward to the client’s feedback in order to deliver future solutions for leaders at all levels.”

LIFT Aviation Awarded Development Contract by USAF for Next Generation Fixed Wing Helmet

LIFT Aviation is one of several companies awarded developmental Other Transaction Authority Agreements with the US Air Force to develop a Next Generation Fixed Wing Helmet, which was originally an AFWERX project.

This project is moving along quickly as you can see from the quad chart. LIFT Aviation is well known for their commercial AV-1 KOR helmet.

You can definitely see the DNA in their NGFWH candidate.

USAF Awards OTA Agreement to Gentex Corporation for Next Generation Fixed Wing Helmet System

Carbondale, PA, February 26, 2020 – Gentex Corporation, a global leader in personal protection and situational awareness solutions for defense forces, aircrew, emergency responders, and industrial personnel, announced today that it was awarded an OTA Agreement by the United States Air Force for its NGFWH System, following a global-scale competition.

The United States Air Force challenged individuals and businesses from across the world to submit a NGFWH prototype, focusing on addressing shortfalls in previous helmet models, including stability, equipment compatibility, and mass properties. After being tested by USAF pilots and maintainers, the Gentex NGFWH System prototype, created by Gentex’s international team of designers and engineers, was awarded an OTA Agreement for further development and testing.  

The Gentex NGFWH System fully integrates the latest Gentex advancements and innovation in all facets of helmet system design and integration, including the helmet system itself, optics, hearing protection, communications and situational awareness, respiratory protection integration and helmet mounted device integration. The NGFWH System will provide a higher level of protection and operational capability for current and future Aircrew.

Trijicon Awarded $64 Million Contract for Marine Corps Squad Common Optic

Trijicon Inc., Wixom, Michigan, is awarded a maximum $64,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the purchase of Squad Common Optic systems, spare parts, training, non-functional units, interim contractor logistics support and refurbishment of test articles.  Work will be performed in Wixom, Michigan, and is expected to be complete by February 2025.  Fiscal 2020 Procurement Marine Corp (PMC) funds in the total amount of $19,077,827 will be obligated immediately following the base contract award.  Delivery order 1 (M67854-20-F-1696) will be awarded in the amount of $48,000; delivery order 2 (M67854-20-F-1697) will be awarded in the amount of $13,237,502; and delivery order 3 (M67854-20-F-1698) will be awarded in the amount of $5,792,325.  PMC funds will expire September 2022.  This contract was competitively procured via Federal Business Opportunities website, with three offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-20-D-1695).

The optic is the Trijicon VCOG 1-8×28.

MCSC Awards Contract to Trijicon to Produce the Squad Common Optic

MARINE CORPS BASE QUANTICO, Va. —

Six months after seeking industry proposals, Marine Corps Systems Command awarded an indefinite-delivery/indefinite-quantity, firm-fixed-price contract to Trijicon, Inc., of Wixom, Michigan, Feb. 21 to produce Squad Common Optic systems.

The contract has a maximum ceiling of $64 million, and Trijicon is slated to produce approximately 19,000 units. The purchase also includes spare parts, training, nonfunctional units, interim contractor logistics support and refurbishment of test articles.

Fielding to Fleet Marine Forces will begin in the first quarter of fiscal year 2021 and will be completed by fiscal year 2023.

“The Squad Common Optic provides greater lethality compared to the existing system, the Rifle Combat Optic,” said Lt. Col. Tim Hough, MCSC’s Program Manager for Infantry Weapons.

The SCO is a magnified day optic that improves target acquisition and probability-of-hit with infantry assault rifles. The system comprises a noncaliber-specific reticle and incorporates an illuminated or nonilluminated aim-point. Because the optic is variable in power, Marines can identify their targets from farther distances than the RCO.

 

“The SCO supplements the attrition and replacement of the RCO Family of Optics and the Squad Day Optic for the M27, M4 and M4A1 weapon platforms for close-combat Marines,” said Tom Dever, interim team lead for Combat Optics at MCSC.

 

Awarding the contract through full and open competition, MCSC saved approximately $8 million across the life of the program, according to Hough. He also noted the speed at which the program office worked to award the contract.

In six months, Dever and his team defined system requirements, developed an acquisition strategy, conducted market research, requested vendor proposals and evaluated them against requirements, and implemented the contract strategy before MCSC awarded the contract.

“Tom Dever and his team had to find novel ways to move quickly with this process,” added Hough.

MCSC is undertaking the largest modernization of the infantry squad in the last 25 years. Hough and Dever emphasized that the contract award is one step in PM IW’s large-scale project to overhaul the Corps’ close-combat forces and improve their lethality.

“While the contract award is great, we’re not done yet,” said Dever. “Success is not found in contracts awarded, but rather it’s measured in confirmed kills. By awarding this contract faster, it expedites our ability to get this system in the hands of Marines to accomplish this end goal. That is what PM IW is all about.”

Nevada Highway Patrol Transitions to SIG SAUER P320

US Army Taps Persistent Systems to Develop Secure Comms for Robotic and Autonomous Systems

Company adapting MPU5 for contested manned-unmanned ops

NEW YORK, N.Y.—January XX, 2020—Persistent Systems, LLC (“Persistent”) announced today that it has been awarded a $5.4M contract by the U.S. Army Combat Capabilities Development Command C5ISR Center to develop Protected Communications for Manned-Unmanned Teams (MUM-T).

The Army envisions a next-generation Optionally Manned Fighting Vehicle (OMFV) that can be networked with up to four unmanned Remote Combat Vehicles (RCVs) and their assorted sensor/weapons payloads – and, in turn, networked with the broader force and command structure.

For that to happen, these manned-unmanned teams will need a robust, secure, and high-throughput communications network.

“The Army wants RCVs that can be remotely operated in groups over very long distances, in cities, forests, and open terrain,” said Brian Soles, VP of Business Development for Persistent. “These manned-unmanned teams will also have to deal with the threat of enemy hacking and jamming.”

The MPU5 with its Wave Relay® MANET was previously selected by the Next Generation Combat Vehicle cross functional team (NGCV-CFT) and the Ground Vehicle Systems Center (GVSC) as the MANET network of choice for RCV Phase 1 and has been under evaluation by the U.S. Army for over a year.

Persistent is a leader in the mobile ad hoc networking (MANET) domain. Its MPU5 forms a highly scalable, peer-to-peer network that does not rely on external communications infrastructure to operate or run through a vulnerable central node. The MPU5, which has already been deployed on a variety of unmanned platforms, has:

• An onboard Android™ computer, that hosts and runs command-and-control and situational awareness software;

• A 3×3 MIMO configuration with up to 10 watts of transmit power, providing a usable throughput exceeding 100 Mbps; and a

• Built-In HD Video Encoder/Decoder to distribute multiple real-time HD video feeds to team members on demand.

As part of its 14-month-long contract, Persistent is working with the C5ISR Center’s Space and Terrestrial Communications Directorate to adapt the MPU5 to meet the anti-jam and cyber hardening demands of MUM-T operations.

“The application of the work done under this contract won’t be limited to vehicles,” Soles said. “The idea is to get these same hardened capabilities to dismounted soldiers, which will greatly enhance our ability to operate against more sophisticated adversaries.”

The development initiatives on this contract are already underway and will continue through 2020.

FN America Awarded US Army Contract for M4A1 Carbines

The Department of Defense has announced:

FN America LLC, Columbia, South Carolina, was awarded a $119,216,309 firm-fixed-price contract for M4/M4A1 carbine. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 30, 2025. U.S. Army Contracting Command, New Jersey, is the contracting activity (W15QKN-20-D-0006).
