US SOF Seeking New Maritime Assault Suit Systems

Monday, March 14th, 2016

Earlier this month a solicitation closed for new Commercial Off The Shelf, Maritime Assault Suit Systems for use by US Naval Special Warfare. Seen below is the current version of the FR dry suit for surface swimmer ops. Interestingly, the new version may not be in the traditional Sepia color that has long been a hallmark of the MASS. The requirement has opened the design up to other subdued colors or even a camouflage print. Here’s an idea so what they’ll be buying.

img_1777.jpgUSSOCOM’s Directorate of Procurement, on behalf of the US Natick Soldier Research and Development Center (US Army – NSRDEC) and Program Manager – SOF Survival, Support and Equipment Systems (PM-SOF SSES), Natick MA, has a requirement for a Maritime Assault Suit System (MASS).

This program is seeking surface dry suit variants: (1) MASS and (2) Lightweight MASS (L-MASS), each consisting of an over-garment with neck relief/ring, repair kit and user manual, which can be used as a combat suit in maritime, land, airborne, shipboard, and transitional environments of the US Navy. To keep the user comfortable, the MASS and L-MASS shall provide the greatest degree of water vapor management and must be durable enough for rugged field use. The MASS and L-MASS shall keep the operator dry in maritime and terrestrial extremes and all weather conditions without interfering with typical mission movements or compromising range of motion for activities including swimming, running, assault movements and weapons manipulation. Both versions must be lightweight, fit comfortably, and must be able to keep the operator dry while immersed in water without significant weight gain.

The neck ring, neck, and wrist gaskets shall be comfortable, shall not interfere with individual clothing or equipment, and shall be adequately protected from weather conditions and physical damage. The MASS and L-MASS must have front entry and relief zipper, integrated socks, non-fixed optional use internal suspender design, be easily accessible, and have shoulder, thigh, and calf pockets. The suits must be designed in a manner that reduces the effects of abrasion on key garment stress areas, be adequately quiet during typical mission movements with ease in donning and doffing. Face fabric must be capable of being dyed with a subdued color if specified by the government.

The MASS shall have a standard operational life of at least three (3) years. The L-MASS shall have a standard operational life of at least one (1) year. Both must be repairable and the contractor shall be capable of providing repair services for components typically damaged by routine wear and tear.

Full performance characteristics can be seen here.

USSOCOM Offering Prize For Algorithm for Real-Time Parallax Correction Challenge

Friday, February 12th, 2016

If you’ve got a system that will correct parallax in worn (powered) sensors, you could win a prize of up to $50,000. US Special Operations Command (USSOCOM) is sponsoring a public prize challenge for a wearable system to correct optical parallax resulting from offset sensors.

Background.
USSOCOM is developing a multi-spectral visual system; however, fusing the inputs of offset optical sources results in parallax – a perceived change in the position of an object due to the offset positions of the optical sensors. To address this issue, USSOCOM is sponsoring the Algorithm for Real-Time Parallax Correction prize challenge. For additional details and to register to solve the challenge, visit www.innocentive.com/ar/challenge/9933759..

Challenge Structure.
Begin Date: 27 Jan 16
Submission Close Date: 29 Feb 16
Phase I winners will be announced approximately 2 weeks later, and invited to participate in Phase II
Phase II will be a live demonstration of the solvers solutions.

Prize Structure.
$50,000 in total prize awards is available.
Phase I winners are eligible for up to $15,000
Phase II winners are eligible for up to an additional $35,000

UPDATE – Barrier Wear Manufactured Issue Cold Weather Clothing In Mexico – Broke Law

Monday, February 1st, 2016

According to a story in the Arizona Republic, in 2009, Barrier Wear, subcontractor to ADS Inc for military issue cold weather clothing systems like ECWCS Gen III, manufactured cold weather trousers in a factory in Mexico, yet passed them off as Berry Compliant, in violation of federal law.  Their actions were unknown by ADS.  In fact, Barrier Wear created a ruse to fool ADS inspectors when they visited the US facility by adding machinery and workers.  Barrier Wear also falsified reports to ADS and the Army.

The violations were first noted in 2009 when inspectors at the Mariposa Port of Entry in Nogales noticed the country-of-origin labels on the trousers were not permanently affixed.  Instead, the ‘Assembled in Mexico of U.S. components’ labels could easily be removed, which was accomplished at night in Barrier Wear’s factory in Nogales, Arizona.  Investigation eventually revealed that about 320,000 trousers supplied by Barrier Wear were made in Mexico.  All told, the company made $48,000,000 in the deal.

In December, 2016, Barrier Wear owners Paul Grillo and Raymond Lawson pleaded guilty to one felony count of obstructing a federal auditor.  Although the maximum penalty for this violation is a $250,000 fine, five years in prison and three years of supervised release, in their plea deal, Grillo and Lawson agreed to pay a $2.1 million fine and serve probation. Sentencing is scheduled for March 7.

UPDATE : Barrier Wear is currently not debarred from doing business with the government but does appear in the database when you do a query for their company name.  They have no active exclusions.
