ASA Reports from Richmond – Virginia Ban on Suppressor Sales Passes Out Of Committee

Since the Commonwealth of Virginia turned blue last Fall, Democratic lawmakers have introduced a slate of anti-gun legislation, along with bills that would curtail freedom of speech.

The American Suppressor Association has been hard at work in Richmond, lobbying to prevent the banning of suppressors.

This is their report on the current state of affairs.

RICHMOND, VA — This morning the Virginia House Public Safety Committee voted 12 – 9 in favor of passing an amended version of House Bill 961. Knox Williams, President of the American Suppressor Association, was on hand to testify in opposition. The vote took place on party lines, with the exception of Delegate Joshua Cole (D-28), who abstained. Now that the bill has passed committee, the House of Delegates will have until Tuesday, February 11th to pass this legislation prior to the crossover deadline.

The amended version of HB 961 makes several key concessions regarding suppressors. Chief among them is that lawfully obtained suppressors in Virginia will no longer be subject to confiscation. That means, should the bill become law, anyone who possesses a suppressor in the state prior to July 1st would be able to keep them. ASA spoke with legislators who said that the educational groundwork laid by the Association over the past month – including meetings with every member of the committee or their staff – was a key factor in their decision to amend the suppressor provisions of the bill. While this is a step in the right direction, HB 961 remains a bill that we oppose.

When asked during the hearing by Delegate Sam Rasoul (D-11) to clarify our stance on the bill, Williams made the following statement:

“Our position is essentially that these have been heavily federally regulated since 1934 and that those federal regulations are more than exhaustive; that additional state level regulations should not be imposed upon suppressors.”

ASA would like to thank Chairman Patrick Hope (D-47) for granting us time during the hearing to provide expert testimony to the committee.

The new language, which was not made available until several minutes into Delegate Mark Levine’s (D-45) opening testimony, reads:

18.2-308.11. Import, sale, transfer, etc., of silencers; penalty.

For purposes of this section, “silencer” means any device for silencing, muffling, or diminishing the report of a firearm, including any part or combination of parts designed or intended for use in assembling or fabricating such a device.

It is unlawful for any person to import, sell, transfer, manufacture, or purchase a silencer, provided that a person may transfer a silencer in accordance with the provisions of the National Firearms Act (26 U.S.C. § 5801 et seq.). A violation of this section is punishable as a Class 6 felony.

The provisions of this section shall not apply to (i) any government officer, agent, or employee, or member of the Armed Forces of the United States, to the extent that such person is otherwise authorized to acquire a silencer and does so while acting within the scope of his duties; (ii) the manufacture of a silencer by a firearms manufacturer for the purpose of sale to any branch of the Armed Forces of the United States or to a law-enforcement agency in the Commonwealth for use by that agency or its employees, provided that the manufacturer is properly licensed under federal, state, and local laws; or (iii) the sale or transfer of a silencer to any branch of the Armed Forces of the United States or to a law-enforcement agency in the Commonwealth for use by that agency or its employees.

UF PRO Bringing Its Newest Tactical Clothing Products to 2020 Enforce Tac and IWA in Nuremberg

TRZIN, SLOVENIA (05 February 2020)—UF PRO today said it will unveil no fewer than a half-dozen new tactical clothing products as well as showcase other products in its continually expanding catalogue at both the Enforce Tac and IWA Outdoor Classics trade shows in Nuremberg, Germany, next month.

Enforce Tac will be held 4-5 March in Nuremberg’s exhibition centre. UF PRO will be at Stand 12-424 to display the new and familiar lineups.

On 6 March, the UF PRO booth will take up a new position in the same exhibition centre for the start of the IWA Outdoor Classics show, which runs until 9 March. During that time, UF PRO will conduct operations from Stand 9-303.

UF PRO said it will premier at the two shows two next-generation Tactical Pants. The new pants are a part of the company’s popular P-40 range of tactical wear. They’ll offer an updated design, functional pockets, and exceptional wear comfort for the user, the company reported.

Additionally, UF PRO indicated it intends to introduce two new Jackets to their existing lineups. The first one is said to be extremely well suited for sub-zero temperatures and built with features that protect the operator in cold winter conditions. Second is a jacket, designed for cooler and wet environments and boasting a plentiful pocket configuration.

“Both of these jackets will be available in MultiCam and the main advantage is they are now fully covered in this pattern, no parts are left out. “ explained Armin Wagner, head of product development for UF PRO.

“This is a major step forward and it was quite the challenge to achieve, because of the different materials we use in our gear”, added Wagner.

Expected at the UF PRO booth during both trade shows will be several other already introduced items. They include:

Federal Expands Lineup of 6.5 Creedmoor Loads and Adds Options in 6.5 PRC

ANOKA, Minnesota – February 3, 2020 – Federal has expanded its available loads in 6.5 to cover a range of shooting disciplines. The newest additions for 2020 include the 6.5 Creedmoor Swift Scirocco II, Terminal Ascent and the MeatEater Series Trophy Copper. Terminal Ascent is also available in 6.5 PRC. In addition, Federal has expanded its trusted Federal Premium Gold Medal rifle ammunition line with a new 6.5 PRC load.

Born as a competition round, the 6.5 Creedmoor has quickly become one of the most popular hunting cartridges on the market. No surprise, either, since its flat trajectory, high ballistic coefficients and blistering velocities give it a deadly combination of long-range accuracy and lethal hunting firepower—all from a short-action platform with relatively mild recoil.

Samson Manufacturing Introduces the New SXT Series M-LOK Handguards—Same Quality, Lower Price!

The NEW SXT Series replaces the SXS Series Handguards. By simplifying the method of attachment we were able to lower the price. The SXT Series uses a simpler clamping system of two cross bolts which fit into the barrel nut for a rapid and easy installation. The old SXS Series clamping system used a bias block on the bottom to secure the forearm to the barrel nut (which required knurling).

SXT Handguards are made from 6061-T6 aluminum with a MIL-A-8625 type III class 2 anodized finish. Standard SXT Series Handguards are available in lengths of 4”, 7”, 9”, 10”, 11”, 12” and 15”. Each handguard includes a hex wrench, barrel nut, and a barrel nut wrench.

ADS Showcases Updates To Hydroid REMUS 600 Unmanned Underwater Vehicle

In the past, Hydroid’s REMUS Underwater Vehicle would complete its mission and it would take 10 hours or more to download the datasets. With the addition of the new HISAS 2040 Module, the data is processed during the mission, so users get high-def images in near real time. Here is the ADS press release.

The in-mission processor (pictured in red) allows real-time processing of HISAS data, giving operators the ability to download high-resolution images immediately when the vehicle returns from its mission.

Unmanned underwater vehicles (UUVs) play a crucial role within the defense space with their ability to carry out unique missions. UUVs provide many advantages to the fleet with their autonomy and long endurance, making missions safer and easier to accomplish. Their modularity allows for them to be outfitted with different payloads for varying mission requirements.

The REMUS 600 UUV from Hydroid, Inc. is positively buoyant and is designed to operate to depths of 600 meters. With mission duration capability of up to 24 hours, the REMUS 600 delivers unprecedented endurance. Sonar technology is used on these UUVs to capture images for organic mine countermeasure, hydrographic surveys, area searches, and surveillance and reconnaissance.

HISAS 2040 provides up to 2cm by 2cm resolution across a 300-meter swath. Synthetic aperture sonar uses algorithms to synthetically lengthen the aperture, providing consistent resolution across the entire swath, both along and across track, as opposed to traditional real aperture side scan sonars. Because of the high resolution of HISAS, the files are very large and can take several hours to download after a mission is complete.

To help solve this problem, Hydroid, Inc. integrated an in-mission processor on a REMUS 600 Unmanned Underwater Vehicle (UUV) with the KONGSBERG High-Resolution Interferometric Synthetic Aperture Sonar (HISAS) 2040.

With the in-mission processor, HISAS data is processed and compressed in real-time along with the navigation data, allowing immediate download of the sonar imagery when the vehicle returns from its mission through a 10GB Ethernet switch. This is ideal for time-sensitive missions like mine countermeasures, where faster data access means safer, more efficient operations. Other HISAS applications include hydrographic surveys, pipeline inspection and rapid environmental assessment.
