US Customs and Border Protection Adopt 9mm Glock Handguns

Today, US Customs and Border Protection announced an $85 million contract over 10 years, to Glock, Inc for new duty handguns. This contract also facilitates CBP’s transition from .40 to 9mm by 2021.

Rumor has it that the contract includes the G19, G26 and a new pistol which has not yet been made public, but often referred to as the G47. However, it may well be the rumored Glock variant which mates a G17 slide to a G19 frame. Sights are said to be Ameriglo. Both large frame guns are also anticipated to be MOS variants for red dot sights.

These are said to be the pistols selected.

CBP Awards Contract for Duty Handguns

WASHINGTON – U.S. Customs and Border Protection awarded a contract to Glock Inc. today to provide CBP law enforcement personnel the next generation standard duty handgun.
The contract is for up to $85 million over 10 years, which includes other DHS law enforcement components that have the option to purchase duty handguns through the contract.

CBP’s Law Enforcement Safety and Compliance Directorate led the extensive solicitation process to replace CBP’s current duty handgun.
“This contract provides CBP law enforcement personnel the latest in handgun technology and represents our commitment to providing the highest quality use-of-force tools and equipment to our law enforcement personnel who defend America’s frontline every day,” said Deputy Commissioner Robert E. Perez.

The solicitation process included independent performance testing by the National Institute of Justice laboratories, direct input from over 16,000 CBP law enforcement personnel and extensive field evaluations.

With the award of this contract, CBP intends to transition all law enforcement personnel from the current .40 pistol to a 9mm pistol by the end of Fiscal Year 2021.

As a component of CBP Operations Support, LESC’s mission is to optimize the safety and readiness, accountability, and operational performance of CBP law enforcement personnel by articulating use of force policy, establishing appropriate controls and standards and supplying the highest quality education and training, weapons and other tactical equipment.

US Army Seeks Manufacturer for M110A1 Compact Semi Auto Sniper System

Project Manager Soldier Weapons (PMSW), located at Picatinny Arsenal, NJ, recently launched a market survey to industry to identify potential sources for manufacturing a complete M110A1 7.62mm Rifle system. The M110A1 is a lightweight, piston driven, semi-automatic, box magazine fed, 7.62 x 51mm rifle intended to engage and defeat personnel targets out to 800 meters.

As you may recall, after an extensive acquisition effort to identify a Compact Semi Auto Sniper System, a variant of German company Heckler & Koch’s HK 417 Rifle, referred to as the G28 by the German Army, was selected over three years ago by the Army for joint use. Recently, it has undergone multiple user evaluations.

Manufacturers must be capable of offering a weapon with the following attributes:
1. Operation: Semi-automatic
2. Caliber: Compatible with 7.62x51mm NATO cartridges
3. Dispersion: Capable of average mean radius of 0.75 inches at 100 meters or less with match ammunition
4. Size: The maximum overall assembled length of the rifle shall be not greater than 38 inches with the stock at its shortest position and no suppressor mounted. The stock shall be in the unfolded position if a folding stock is present.
5. Weight: The unloaded rifle with forward rails for concurrent mounting of required accessories (minimum 2″ rail sections at 3, 6 and 9 o’clock positions), but without suppressor, magazines, and accessories shall weigh no more than 10.0 pounds.
6. Trigger: Precision trigger where total sear engagement is released in 2 distinct stages.
7. Hand guard: A fore end that includes a fixed 12 o’ clock rail with configurable 3, 6, and 9 o’ clock rails.
8. Suppressor: A muzzle mounted, quick detachable suppressor.
9. Muzzle device: A compensator/muzzle break compatible with suppressor.
10. Bipod: Tool-less detachment featuring cant and track capability.
11. Back up sights: Iron sights offset 45 deg.
12. Sling attachment: Quick detach sling attachment points.

In addition to the above listed enhancements, the M110A1 must meet the operational and environmental requirements that were fulfilled by the original M110 SASS.

We are uncertain why the Army is interested in identifying alternative manufacturers for this system. While there are several possible reasons, anything we might put forward would be conjecture.

Arnold Defense Announces the First Order for FLETCHER Laser Guided Rocket Launcher

Arnold Defense, the St Louis based manufacturer of 2.75-inch rocket launchers, is pleased to announce receipt of the first order for their unique FLETCHER Land Based, Laser Guided Rocket Launcher. The FLETCHER 2.75-inch/70mm weapon system was first unveiled just 18 months ago at DSEi in London. Since the launch, FLETCHER has been showcased at a number of international exhibitions, generating exceptional levels of interest whilst Arnold Defense have continued with an ongoing development and investment program to broaden and prove the system’s already revolutionary capability.

With FLETCHER, Arnold Defense has made a bold departure from the traditional concept of use for 2.75-inch rocket systems; that of an area suppression weapon delivered by aviation assets.  Arnold’s evolution has FLETCHER using advanced rocket-guidance technology to utilize ground-based launch platforms, meeting the demands of modern, vehicle-mounted and dismounted asymmetric warfare.

FLETCHER’s unique design allows for ease of operation, maintenance and sustainment.  It employs an existing suite of guidance modules, rockets and warheads, already used in well-known programs and readily available to global forces.  FLETCHER is supported by a team of global defense industry companies, collaborating under Arnold Defense’s leadership to combine their complimentary expertise.

INVISIO Receives SEK million 111 Order from a New Customer in the US

INVISIO has, through its newly awarded GSA contract, received an order of SEK 111 million from a new customer within the U.S. Department of Defense (DoD).

The order includes INVISIO communications and hearing protection solutions and will be delivered during April – September 2019.

SOCOM Begins Procurement Of Communications Accessory Suite Land

Over the weekend, the US Army’s Program Management Office for Special Operations Forces Survival, Support and Equipment Services issued two J&As for the purchase of Communications Accessory Suite Land (CASL) components via GSA. CASL was envisioned as a technologically advanced Communications Accessory Suite compatible and interoperable with the Next Generation Handheld (NGHH) radio (and other legacy radio systems), consisting of a Push-To-Talk, high noise Headset (circumaural or in-the-ear) and associated cables.

Specifically, SOCOM plans to purchase the Ops-Core AMP Communications Headset, Invisio X5 Headset and V60 PTT.

Although, both components of the system were selected almost a year ago, there were apparently software issues which needed to be worked out with SOF radio manufacturer Harris Corp, before fielding could begin.

Federal Resources Awarded $985M Contract for Fire and Emergency Services Equipment from Defense Logistics Agency

Stevensville, MD (March 29, 2019) – The Defense Logistics Agency (DLA) announced on March 22, 2019 that Federal Resources has been named one of six awardees under a re-compete contract to supply fire and emergency services equipment to U.S. service branches. The Fire and Emergency Services Equipment (FESE) contract is a firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract that contains two base years and three one-year options with a ceiling amount of $985 million dollars.

Federal Resources held a spot as an awardee on the previous FESE contract and was named a SILVER Superior Supplier by the DLA in 2015. Similar to its predecessor, this contract will cover fire and emergency equipment, incidental services and related supplies including, but not limited to: hoses, hose fittings, nozzles, tools, fire extinguishers and other extinguishing agents, rescue equipment, respiratory protective devices, regulators, uniforms, turn out gear, first response and search and rescue supplies, decontamination equipment, detection equipment, hazardous material (HAZMAT), communication equipment, training equipment, compressors, emergency egress and protective systems, pumps, and generators.

Persistent Systems Awarded Network Modernization Agreement in Support of US Army Network Cross-Functional Team

Company officials say successful performance could position Persistent for larger network modernization contracts

NEW YORK, April 2, 2019 — Persistent Systems, LLC (“Persistent”) announced today that it has been awarded a Network Modernization Contract on behalf of the U.S. Army Network Cross-Functional Team (N-CFT) in coordination with U.S. Army Program Executive Office Command, Control, Communications-Tactical (PEO C3T) and PM Tactical Radio (PM-TR).

The contract represents a major step by the U.S. Army to modernize their integrated tactical network. The effort consists of a 12-month-long evaluation of Persistent’s MPU5 Networked Radio, which utilizes Wave Relay® mobile ad hoc network (MANET) technology. The MPU5 is designed to provide an extremely scalable, flat, layer-2 network that delivers a seamless and robust network transport down to the dismounted soldier level.

The contract award represents a key example of the Army’s new network modernization acquisition approach, enabling the Army to Buy, Try, and Decide commercial off-the-shelf technologies and determine if they deliver improved capability to our soldiers (or can be adapted to do so). The contract is an Other Transaction Authority (OTA) which enables this acquisition flexibility and speed.

“As a commercial technology company, we are encouraged by the Army’s network modernization approach; specifically, their consideration of commercial technologies and their rapid acquisition strategy,” said Leslie Hulser, Director of Programs for Persistent. “We intend to focus over the next 12 months on delivering a scalable network to connect and empower the soldier with real-time situational awareness. We will also demonstrate automated PACE to provide soldiers with highly reliable communications in contested and congested environments.”

Integrating Persistent’s Wave Relay® MANET into the U.S. Army’s Integrated Tactical Network (ITN) architecture is intended to make the soldier the center of the network. Soldiers in the field will gain improved access to real-time situational awareness enabling informed decision-making and quick action during mission-critical scenarios. “It’s all about empowering the warfighter with robust communication in a fully networked battlefield,” Hulser said.

Under this Network Modernization contract, Persistent will deliver the following:

MPU5 MANET Radios;
Dual Push-to-Talk devices;
Sector antennas;
Additional accessories for full dismount and vehicle kits, with integrated Radio over IP (RoIP) capabilities and a Cloud Relay™ hub; and Field Support Services and User Training
The Wave Relay® MANET will be deployed across the RF spectrum.

“This demonstration will now give us the opportunity to showcase our tactical networking capabilities to the Army and prove that we are a serious contender for future tactical communication programs,” Hulser said.

US Army Selects B&T for Sub Compact Weapon

Less than a year after releasing its requirement for a Sub Compact Weapon, the US Army has selected the Brugger and Thomet APC9K as it’s new Sub Compact Weapon.

The SCW requirement arose from the Military Police. United States military operations take place worldwide and in all types of terrains as well as under every environmental condition. The Secretary of the Army and/or the Chief of Staff approves senior commanders and key personnel as High Risk Personnel (HRP). HRPs are authorized a Personal Security Detail (PSD), which are assigned to guard against outlined threats. To address this operational need, PSD military personnel require weapons with greater lethality than pistols that are more concealable than rifles. The ultimate objective of this program was to acquire a highly concealable Sub Compact Weapon (SCW) system capable of engaging threat personnel with a high volume of lethal force while accurately firing at close range with minimal collateral damage.

An initial requirement was issued in May of 2018 and the Army issued contracts to multiple companies to investigate their weapon systems. However, they soon retracted the offers and instead, issued a prototype opportunity notice to industry for the Sub Compact Weapon. Six companies were selected and eventually provided a total of 15 weapons each.

The companies who competed are:

B&T USA
Global Ordnance, LLC
Shield Arms
SIG SAUER
Trident Rifles, LLC

Note that B&T USA and Trident Rifle’s, LLC both offered B&T produced options, but that B&T USA was awarded the contract.

The timeline of the PON was fairly quick and the 15 weapons from each company were put through a test regime. The B&T offering came out on top of the source selection.

The Army will initially purchase 350 weapons with slings, manuals, accessories, and spare parts, but has an option to purchase up to 1000. The value of the contract is $2,575,811.76.

The adoption of the SCW is significant as this is the first service program of record to adopt a 9mm subgun and the first subgun service-level program of record since the M3 greasegun.

Please note that the weapon in the images is the commercial version of the APC9K. The contract SCW is very similar.
