KDH Defense Systems Wins Prestigious Drug Enforcement Administration Contract

Eden, NC, September 13, 2018 – KDH Defense Systems, Inc. (“KDH”), a leading manufacturer of American-made, high-performance protective solutions, today announced it has been awarded a competitive, multiple-year Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for Ballistic Body Armor from the Drug Enforcement Administration (“DEA”). Under the terms of this award (15DDHQ18D00000014), KDH will manufacture and deliver both concealable and tactical vests, as well as hard armor plates to the DEA. The contract covers one base year with four one-year options, with a maximum value that shall not exceed $2.9 million.

US DoD Awards FN Over $20 Mil For Machine Guns & Barrels

Over the past few weeks, the Department of Defense has awarded Fabrique National two contracts, totaling over $20 million for Mk 46 and 48 machine guns, system engineeing and accessories for USSOCOM and machine gun barrels for the Army and Marine Corps.

Like SOCOM’s resurrection of the Combat Assault Rifle program earlier this year, we anticipate that this contract will facilitate adoption of the 6.5 CM cartridge. Notice that the contract includes engineering services.

FN America LLC, Columbia, South Carolina, is awarded a $13,450,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the production of MK46 and MK48 light machine guns, spare parts and engineering services in support of U.S. Special Operations Command.  Work will be performed in Columbia, South Carolina (85 percent); and Herstal, Belgium (15 percent), and is expected to be completed by August 2023.  Fiscal 2017 and 2018 defense procurement; fiscal 2018 operations and maintenance (Defense) funding in the amount of $1,242,235 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-18-D-JN49).

FN America LLC, Columbia, South Carolina, has been awarded a maximum $7,190,077 firm-fixed price contract for machine gun barrels. This is a three-year base contract with two one-year option periods. This was a competitive acquisition with one offer received. Location of performance is South Carolina, with a Sept. 6, 2021, performance completion date. Using military services are Army and Marine Corps. Type of appropriation is fiscal 2018 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-18-D-0104).

Revision Awarded Contract By US Coast Guard To Deliver Custom Bump Helmet Systems

The contract with the U.S. Coast Guard stipulates a 12-month base period, with four 12-month option periods, over which time Revision will deliver these custom helmet systems. USMC Seeks Hearing Enhancement Devices

Currently, the USMC has a requirement for between 7000 and 65000 hearing enhancement devices over the next three years to be used in conjunction with, or in lieu of, the current Combat Arms Earplugs Marines already wear.

The goal is to protect Marines’ hearing while increasing their situational awareness through a suite of devices. The systems can be circumaural (headset) or intra-aural (inner ear) but must include versions that are both communications enabled and versions that are not communications enabled. Regardless, they must work with Marine radios and the Enhanced Combat Helmet.

Consequently, the Marines have issued a Request for Information to industry.

In a press release, Steven Fontenot, project officer for Hearing, Eye Protection and Loadbearing Equipment in Program Manager Infantry Combat Equipment at Marine Corps Systems Command related, “Marines have the earplugs and they do provide protection, but sometimes they choose not to wear them because they want to be aware of their surroundings at all times. The new headset we want to acquire will allow Marines to wear hearing protection, yet still provide the opportunity to communicate and understand what is going on around them.”

He also explained that in February they seeded sample headsets to 220 infantry, artillery, reconnaissance and combat engineer Marines to ask their opinions on fit, form, function and comfort. Testing was conducted at the Air Force Research Laboratory and during live fire exercises with the Infantry Training Exercise 2018. Recon Marines also took headsets to Norway to conduct cold weather training and were pleased with the performance.

Based on the RFI, PM ICE plans to evaluate additional systems from industry, with procurement of systems beginning in 2020.

KDH Defense Systems Awarded Nearly $85.0 Million in Contract Extensions from the U.S. Army to Deliver the Next-Generation Modular Scalable Vest and Blast Pelvic Protection

Eden, NC, September 4, 2018 – KDH Defense Systems, Inc. (“KDH”), a leading manufacturer of American-made, high-performance protective solutions, today announced it has received close to $85.0 million in contract extensions on previously awarded contracts from the U.S. Army. Production will be done at the Company’s Eden, North Carolina manufacturing facility.

The first award is a $61.0 million shared Indefinite Delivery/Indefinite Quantity (“ID/IQ”) contract extension from the Army Contracting Command for the Modular Scalable Vest (MSV) Generation II. Under the terms of the contract (W91CRB-15-D-0021, modification P00019), KDH will produce the MSV Gen II, with an estimated completion date of August 20, 2019. KDH, along with two other companies, was initially awarded a $49.0 million shared firm-fixed-price contract for the Soldier Protection System, Modular Scalable Vest in July 2015.

The second award is a shared ID/IQ contract extension from the Army Contracting Command for Soldier Protection System Torso and Extremity Protection Blast Pelvic Protectors (“BPP”) under contract W91CRB-15-D-0032. The modification issued by the U.S. Army increases the contract ceiling by $23.8 million and extends the ordering period by two years through September 2020. As a result, the Government may place additional delivery orders for a grand total of up to $37.3 million under the terms of this extended contract. KDH was one of three companies to win the initial award in September 2015.

Polish GROM Re-selects Direct Action SPITFIRE Plate Carrier

According to the document „ZP-24/2018” released on the first half of August (8/9/2018) in the Polish Public Information Bulletin (Biuletyn Informacji Publicznej), Direct Action® SPITFIRE® Plate Carrier was re-selected in the tender concluded by Polish special operations unit GROM. Along with the plate carrier, GROM has chosen also the DA® gun belt with belt sleeve and numerous ammo and utility pouches. This is another tender in which the Direct Action® products are selected to be used by this SOF unit (last year, the SPITFIRE® Plate Carrier was adapted as a new battle vest in GROM).

DHS Awards $199K to Protect The Force for Development of Energy Harvesting Fabric

WASHINGTON – The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) has awarded $199,260 to Boston-based Protect the Force, Inc. for the development of photovoltaic (PV) energy harvesting fabrics. PV materials produce electricity through exposure to light. Energy harvesting fabrics produce and store electricity within a fabric weave to power portable devices.

Protect the Force received its award for its project titled “Photovoltaic (PV) Energy Harvesting Textiles for Homeland Security Ensembles” under S&T’s Silicon Valley Innovation Program (SVIP) Other Transaction Solicitation Energy Harvesting Fabrics – HSHQDC-17-R-00050. This is the first award under this solicitation.

Protect the Force will develop PV fiber that can be woven into a “power fabric” and integrated with first responder garments to provide a reliable, portable power source. The power fabric can be used to make first responder gear or placed as panels on protective clothing.

“Protect the Force’s proposed technology could change how first responders are able to perform during emergencies,” said Melissa Ho, SVIP Managing Director. “A wearable, portable power source could support safety equipment and communication tools; it has the potential to improve the work of first responders across the nation.”

The first phase will see Protect the Force fabricating and testing the PV fiber and weaving said fiber into a textile matrix.

Companies participating in the SVIP are eligible for up to $800,000 in non-dilutive funding over four phases to adapt commercial technologies for homeland security use cases.
