SPEAR Soft Armor Award Announcement

It’s been a long process in finding a new soft armor insert solution for SOCOM’s SPEAR BALCS program. Originally, SOCOM issued the Sources Sought Notice in December of 2010. Finally, on May 16th of this year a contract was awarded to Protective Products Enterprises, Inc with a ceiling of $49,000,000.

As we understand it, criteria for selection was weight, performance (stand alone as well as while in issue carriers) and finally cost/ value to the Government, in that order.

This award is only for the soft armor inserts and not for any carriers which are competed under different contracts.

PCU Block 2 Preview

SSD recently had an opportunity to check the latest prototypes from USSOCOM’s Protective Combat Uniform Block 2.

Designed to be worn in temperatures ranging from 40 deg to -50 deg F, PCU is a 8 level environmental clothing system consisting of a variety of performance clothing items that can be configured based on conditions. For PCU, moisture management is a key feature driving its development. Keeping Operators dry, keeps them in the fight.

The original Block 0 configuration was fielded beginning in 2003 based on gear selections from PEPSE (Personal Environmental Protective Survival Equipment) and espousing wear principles from Mark Twight‘s seminal work on climbing, “Extreme Alpinism“. In 2006, USSOCOM charged their support office at Natick to make incremental improvements to the system based on user feedback and streamline the production process, facilitating a partnership between major outdoor manufacturers and National Industries for the Severely Handicapped.

Recently, to further modernize the system for the evolving needs of the SOF Operator and to insert the latest outdoor technologies, Natick’s PM-SOF sat down with representatives from the various stakeholders and went through Block 1 level by level. Based on these meetings, and some field trials of the new designs by 10th SFG(A) and NSW Det-Kodiak, the upcoming Block 2 system will feature a few changes.

We were surprised to go out to the field and talk with SOF Operators who want the gear, but have no idea that SOCOM has already purchased it and it collects dust waiting for your unit to get around to ordering it. And it’s not just the SOTech Mission Go Bag, the entire BALCS backpack system is available including packs from Mystery Ranch and Granite Gear Tactical. Who knows what other great gear is waiting for your unit while your supply guy plays World of Warcraft. So if you belong to a SOCOM unit (only), march into your supply office and demand that they order the BALCS SOF Pack Suite Contract # W911QY-07-D-0013, especially the Mission Go Bag NSN: 8465-01-557-1565. It makes a great E&E or just day to day bag. Plus it is pretty versatile and can be mounted/worn 12 different ways. If you want to customize it, SOTech has developed a series of inserts for different mission sets including SERE, Breacher, Sniper, Laptop (RECCE), and Medical.

This is the real deal guys and there’s only one catch. You have to get your supply guy to order them.

SPEAR BALCS Low Visibility Body Armor Vest (LVBAV)

SOCOM has just released a solicitation for the Low Visibility Body Armor Vest (LVBAV) sub-component of Body Armor Load Carrying (BALCS) system. This is a pretty quick turn around considering the pre-solicitation was just issued on 15 January.

The solicitation calls for LVBAVs in Ranger Green, Khaki, and MultiCam as well as AOR1 and AOR2. They are not only seeking carriers but it seems they are also asking for quotes on RBAV cut soft armor. Offerers must provide separate carriers for MBAV and RBAV cut armor OR a singular design compatible with both. This is a 100% small business set aside so it becomes more and more interesting with the ceiling is relatively low at $22.8 Mil.

SOCOM is Looking for a New Helmet

Program Manager, Special Operations Forces Survival, Support and Equipment Systems (PM SOF-SSES) has released a pre-solicitation for a “non-commercial, non-developmental Modular Integrated Communication Helmet (MICH) Product Improved Helmet, Type I Ballistic System”.

Requirements include “The Type I MICH-BALLISTIC meets or exceeds all of the current MICH helmet requirements with the added benefit of lighter weight and flexible configuration.” Please note the term “flexible”. This is a level of modularity not available on the legacy MICH and screams FAST helmet from Ops-Core or AIRFRAME helmet from Crye Precision although I am sure BAE will have something to throw at this based on their recent work on the Enhanced Combat Helmet combined with Corona.

SPEAR BALCS Low Visibility Body Armor Vest (LBAV) Pre-solicitation

Natick dropped a pre-solicitation for a new Low Viz Body Armor carrier on the street on the 15th of January while all of us were concentrating on SHOT Show. The actual solicitation which is supposed to hit the street by the end of the month is worth, “The minimum contract value will be $57,000 with a maximum value of $22,800,000.00.” SOCOM is seeking a Commercial Off The Shelf carrier and vendors will have 30 days to submit to include, “Complete proposals shall contain offerors technical, manufacturability, past performance, price and warranties to include Production Demonstration Systems (PDSs) packages. Initial Submissions will require 3 complete PDSs for each size and version of the SPEAR BALCS LVBAV.” This is for carriers only and not armor.

PACA Low Viz Carrier

This requirement has been fulfilled for many years by the PACA carrier. However, it was only compatible with BALCS cut armor and plates used in the CIRAS and RBAV. This procurement demands a carrier that is compatible with both the RBAV and MBAV armor.

Finally, this is a set aside for small business. With so many companies being gobbled up by big business I wonder who is left to support this solicitation. Read about it here.

AOR Comes out of the Closet and into the Seabag

The Navy has finally dealt with the issue of adopting proper uniforms for its ground forces in light of the fielding of the new Navy Working Uniform and its associated blue digital camo pattern optimized for hiding stains. Rumors had long surfaced that the mysterious AOR patterns would be adopted Navy wide for instances when Sailors would require camouflage uniforms for land combat effectively making the patterns naval in nature rather than dedicated for special operations use. Rumors also stated that the patterns would be altered ever so slightly with the addition of the Navy’s Anchor Constitution Eagle (ACE) design (see para 2). Apparently they were true on both counts or at least, sort of. Interestingly, the “Type II” or AOR 1 pattern will only be adopted by Naval Special Warfare and associated support forces. All other Sailors requiring desert camo will continue to use the current 3-color desert pattern first adopted almost 20 years ago during Operation DESERT STORM. Now it gets kind of confusing. The new “Type III” or AOR 2 pattern will be worn by ALL Navy personnel currently authorized.

Seems a little discombobulated. AOR 2 is fine for everybody, but AOR 1 will only be worn by NSW and that is AFTER the ACE is added to the pattern. Nothing like saying, “Hey, back off man, we’re Navy SEALs,” with your clothing. Also, sorry MAs. I had heard that you were going to be included in the new patterns but I guess it was not in the cards for you so keep on rocking those jaunty “Type I” NWUs.

IN THE CONTINENTAL UNITED STATES, THE NWU TYPE II WILL ONLY BE WORN BY THE AFOREMENTIONED AUTHORIZED PERSONNEL ON TRAINING RANGES OR DURING ACTUAL OPERATIONS REQUIRING A DESERT CAMOUFLAGE UNIFORM.
