USSOCOM has updated the Broad Agency Announcement for the exquisite capabilities it is interested in.
To set the stage for why SOF needs new capabilities they’ve explained the world they operate in.
SOF operations will occur across all domains to include space and cyber and will be in the forefront of the United States efforts confronting an emerging reality where our opponent possesses potential for overmatching capabilities. The new “normal” for SOF will be to operate in communication contested environments, under threat of targeting by high?end military capabilities, including Weapons of Mass Destruction, and where ubiquitous surveillance is routine, and information is weaponized. The FOE is a world of “Convergence”: the point where the gap between non?state and state actor capabilities diminishes and the threat to force and mission success increases significantly.
The macro focus of SOF’s capability portfolio continues to remain on effect in all domains: terrestrial, maritime, air, space, human and cyber.
Ultimately, that means the human, individually or in small units. This reflects the first SOF Truth, “Humans are more important than hardware.” However, they are applying an unwritten corollary which seeks to find the technologies which make the human operator more effective. For example, mobility systems to get the operator where he needs to be, or surveillance systems to offer a more complete understanding of the operational environment.

VILSECK, Germany — U.S. Soldiers and NATO partners participated in an event known as ‘E3B’ Nov. 6 to 10.
The 2nd Cavalry Regiment hosted and provided the opportunity, training, and evaluations necessary for candidates to receive the Expert Infantry Badge, Expert Soldier Badge, and Expert Field Medical Badge.
“Being in your own head can be one of the biggest challenges,” said U.S. Army Pfc. Simon Jack, an Infantryman assigned to Apache Troop, 1st Squadron, 2nd Cavalry Regiment. “Just remember to relax, you’ve done it before, and just go through the steps like you did in training.”
Prior to the start of testing for E3B, the candidates went through a training phase for two weeks, sharpening their technical and tactical knowledge to be successful in the numerous tasks ahead.
During evaluation week, Soldiers were required to pass the Expert Physical Fitness Assessment, land navigation, three evaluation lanes with 10 tasks each: the patrol lane, weapons lane, medical lane, and then a 12-mile ruck march.

The amount of candidates narrowed down gradually. Each lane had graders evaluating every candidate, testing their ability to complete tasks correctly with various “go” and “no-go” scenarios.
“You’ve got to put in the hours and the work to make sure that you learn all 30 of these tasks and are able to complete them in a proficient manner, because if you’re not, then this is one of those badges that is going to be very difficult for you to get,” said U.S. Army Capt. Ben Do, a field artillery officer assigned to 3rd Battalion, 27th Field Artillery Regiment.
“It’s definitely one of those things that you have to be fully dedicated to,” said Do.
Regardless of the outcome, Soldiers gained experience that they can use to teach others and become more reliable and capable leaders for their units.
“At the end of the day, we are getting a whole bunch of training that we can bring back to our troops and increase lethality,” said U.S. Army Sgt. Dylan Mecca, a horizontal construction engineer assigned to the 15th Engineer Battalion.
Out of the 1,700 candidates who participated in the E3B event, there were 548 candidates who earned their respective badges at the graduation ceremony.

Specific titles were given to candidates who earned their respective badges without receiving a single no-go in their particular lane, acknowledging the candidates’ efforts to execute every task of each event. These titles include “True Blue” for EIB, “No Blood” for EFMB, and “Perfect Edge” for ESB.
“Once you wear the badge, it doesn’t mean that you can just brain dump it,” said Do. “People are gonna look to you to be the subject matter expert on any of the 30 tasks that you completed.”
With the conclusion of E3B 2023, U.S. Soldiers and NATO partners successfully engaged in the given opportunity to develop lethality, interoperability, and test their skills, which are vital assets for maximizing mission success in real-world environments to deter enemy forces.

Charleston, SC – November 16, 2023 – The Outdoor Stewards of Conservation Foundation (OSCF), Remington Ammunition and the Arkansas Game and Fish Commission are informing and thanking America’s 60+ million active HATS (Hunters, Anglers, Trappers and Shooters) for being primary funders of land, fish and wildlife conservation in the U.S. This collaboration also highlights the significant contributions made by the firearms and ammunition industry to wildlife conservation efforts in the country.
OSCF has developed a video series entitled ‘Connecting with Conservation,’ where they collaborate with industry manufacturers and state agencies. The latest video showcases a visit to the Remington Ammunition factory in Lonoke, Ark., giving viewers an inside look at ammunition manufacturing, sharing how ammunition companies like Remington have helped pave the way for to contribute to the Pittman-Robertson Act to support the work of wildlife agencies, and thanking outdoors men and women for their role in conservation.
“It is past time that HATS understand, and get credit for funding conservation in America,” said Outdoor Stewards of Conservation Foundation’s Executive Director Jim Curcuruto. “By contributing $3.6 billion each year, there is no doubt that HATS are leading the way supporting conservation and we appreciate Remington Ammunition and Arkansas Game and Fish for helping to give credit where credit is due.”
In the early 1900s, as numerous wildlife species faced the threat of extinction or decline, the firearms and ammunition industry recognized the need for action. They approached Congress, urging the imposition of an excise tax on the sale of firearms and ammunition to support wildlife conservation. This initiative led to the passing of the Pittman-Robertson (P-R) Act in 1937, now known as Federal Aid in Wildlife Restoration. The P-R Act ensures that revenues generated from these excise taxes are allocated to state wildlife agencies, enabling them to fund conservation projects, hunter education programs and the operation of archery and shooting ranges.
“AGFC wants to thank partners like Remington and other firearm and ammunition manufacturers for their continued support of conservation through Pittman-Robertson funds,” said AGFC Director Austin Booth. “These funds directly support new ranges, recreational shooting sports programs, hunter education and represent a significant source of our funds for public land access in Arkansas. It also contributes to habitat management that benefits wild places and wild things in The Natural State.”
Over the past 76 years, this partnership between hunters, sport shooters and the firearms and ammunition industry has become the largest contributor to wildlife conservation and public access to natural resources in America. To date, more than $7 billion has been collected from manufacturers and made available to states for their conservation efforts.
“Remington has been giving back to conservation through hunting and shooting since the 1960s,” said Remington Ammunition’s Director of Marketing Joel Hodgdon. “As one of the first payees of the Pittman-Robertson Act, Remington is proud to continue supporting wildlife conservation and the preservation of our natural heritage.”
